Championing Clean Energy: Seychelles at IRENA’s 16th Assembly

Ambassador Moumou accompanied the newly appointed Minister for Environment, Climate, Energy and Natural Resources to the Sixteenth Session of the IRENA Assembly, reaffirming Seychelles’ strong commitment to renewable energy and climate action. During the session, the Minister delivered a remarkable intervention highlighting Seychelles’ priorities and vision for the transition to clean energy. Engagement with the International Renewable Energy Agency (IRENA) continues to be highly beneficial for Seychelles, as it facilitates access to technical expertise, policy guidance, and international partnerships that support the country’s transition to renewable energy, strengthen energy security, and advance sustainable development objectives.

Advancing Sustainability: Seychelles’ Participation in ADSW 2026

Ambassador Moumou accompanied the President of the Republic of Seychelles to Abu Dhabi Sustainability Week (ADSW), a key global platform for dialogue on sustainability, climate action, and innovation. The President attended the event for the first time and delivered a keynote address, underscoring the importance Seychelles places on sustainability and climate resilience. His presence highlighted the value of such platforms in advancing national priorities and strengthening international cooperation.

Strengthening Bonds with Our Diaspora

On the sidelines of Abu Dhabi Sustainability Week (ADSW), the President of the Republic of Seychelles attended a diaspora engagement organised by the Embassy, where he met with Seychellois living and studying in the UAE. The event provided a valuable opportunity to strengthen national bonds, encourage dialogue, and promote collaboration among members of the Seychellois community in the UAE. Seychelles’ diaspora plays a vital role in national development by contributing knowledge, skills, networks, and investment opportunities that support the country’s growth and resilience. The Embassy remains committed to supporting our diaspora and fostering meaningful connections that contribute to Seychelles’ sustainable development and long-term prosperity.

Diplomatic Engagement: AGM of Spouses of Ambassador in the UAE

On 28 January 2026, Mrs. Pamela Payet joined fellow Spouses of Ambassadors in the United Arab Emirates for their traditional Annual General Meeting (AGM). This year’s AGM marked the election of a new President, the Spouse of the Ambassador of Venezuela, following the completion of the two-year tenure of the Spouse of the Ambassador of Libya. Mrs. Payet was re-elected for a second mandate as Africa’s representative on the Board, serving alongside the Spouse of the Ambassador of Burkina Faso. Her re-election reflects the continued confidence in her contribution and engagement within the diplomatic spouses’ community. The event concluded with a lunch showcasing traditional dishes, providing a wonderful opportunity for cultural exchange and networking.

Proud Moment at EAT: Celebrating Air Seychelles Crew in Training

Ambassador Moumou and his spouse were honoured to visit Etihad Aviation Training (EAT), coinciding with a batch of Air Seychelles crew undergoing training at the facility. Also present was Mr. Dereck Charlette, Manager Crew Safety Training Programs at Air Seychelles. During the visit, the delegation toured the high-tech training facilities and had the opportunity to experience the Airbus A380 simulator, as well as meet with the crew members. The Ambassador took this occasion to congratulate them on the successful completion of their training and their graduation. He reiterated that, as Seychelles’ representative, he is proud of their achievements and looks forward to seeing them serve as ambassadors of our national airline.

What We Have Been Up To - December Highlights

As we bring 2025 to a close, December has been a particularly active and meaningful month for the Embassy of the Republic of Seychelles in Abu Dhabi. From celebrating the United Arab Emirates’ National Day, to strengthening high-level bilateral relations, engaging with our Seychellois students, and representing Seychelles on the international stage, these activities reflect our continued commitment to diplomacy, partnership, and service to our community abroad.

Celebrating UAE National Day (Eid Al Etihad)

Our December engagements began with the celebrations marking the UAE’s 54th National Day. On 1 December 2025, the Spouses of Ambassadors in the UAE gathered to commemorate Eid Al Etihad and the end-of-year festive season through cultural exchange and shared traditions. Seychelles was proudly represented by Mrs. Pamela Payet, who delighted guests with a traditional Seychellois dish; “La daube” - banana and sweet potato.

The celebrations continued on 3 December 2025, when Ambassador Gervais Moumou and Mrs. Payet attended the official UAE National Day ceremony hosted by the Ministry of Foreign Affairs, held under the theme “Peace.” The occasion reaffirmed the strong bonds of friendship, cooperation, and mutual respect between Seychelles and the United Arab Emirates.

Strengthening Seychelles–UAE Relations

Building on these celebrations of friendship, December also marked a significant milestone in Seychelles–UAE relations. During his first international mission since assuming office, the President of the Republic of Seychelles, Dr. Patrick Herminie, met with His Highness Sheikh Mohamed bin Zayed Al Nahyan, reaffirming the shared commitment of both countries to deepen bilateral cooperation in key areas including energy, education, infrastructure, maritime security, and technology.

On the margins of the official visit, the First Lady of Seychelles, Mrs. Véronique Herminie, visited the Abu Dhabi Autism Centre and the Zayed Higher Organisation for People of Determination, accompanied by Mrs. Pamela Payet. These visits highlighted the importance Seychelles places on inclusive education, support for persons with disabilities, and continued collaboration between Seychellois and UAE institutions.

The President and First Lady also paid an official visit to the Embassy of the Republic of Seychelles in Abu Dhabi, where they were warmly received by Ambassador Moumou and staff, briefed on the Embassy’s work, and reaffirmed the importance of Seychelles’ diplomatic presence and engagement in the region.

Connecting with Seychellois Students in Dubai

Alongside high-level engagements, the Embassy continued its close outreach to the Seychellois community in the UAE. Ambassador Moumou, accompanied by his spouse, met with Seychellois students at Middlesex University Dubai to discuss their academic experiences and well-being. The meeting reaffirmed the Embassy’s support for Seychellois nationals abroad, with encouragement extended to students to excel in their studies, represent Seychelles with pride, and remain connected with the Embassy during their time in the UAE.

Seychelles on the International Stage

December concluded with Seychelles’ participation in key multilateral discussions. Ambassador Moumou represented President Patrick Herminie at the International Forum on Neutrality held in Ashgabat on 11–12 December 2025. The Forum marked the International Year of Peace and Trust, the International Day of Neutrality, and the 30th Anniversary of Turkmenistan’s Permanent Neutrality, bringing together international partners to promote peace, dialogue, and cooperation. Seychelles’ participation underscored its commitment to multilateral engagement and the promotion of peace.

We begin by celebrating our very own Chef Daniel Agathine, whose talent, passion, and creativity brought the authentic flavours of Seychelles to life during the Around the World in 80 Days culinary journey aboard the Queen Elizabeth 2. His dishes beautifully showcased our heritage and the spirit of our islands.

We are delighted to congratulate Ms. Misa Lablache on being recognised among the Top 100 Influencers in the Middle East 2025. Her leadership and creativity continue to elevate the Seychellois community. Bravo, Misa!

We also proudly celebrate Mrs. Rachel Madeleine, named one of the Top 100 HR Leaders in the MENA Region, a testament to her excellence and the growing visibility of Seychellois professionals on the global stage.

Representing Seychelles abroad means building bridges, deepening partnerships, and celebrating our nation’s growing voice on the global stage. Here’s a glimpse of what we’ve been up to in recent weeks across the Gulf region and beyond!

28th Universal Postal Congress – Dubai

Seychelles was proudly elected to both the Postal Operations Council and the Council of Administration of the Universal Postal Union (UPU), a historic milestone that reflects our nation’s growing leadership within the global postal community. In addition, Seychelles received the Security Gold Award, an international certification recognising the strong security protocols and high operational standards maintained by Seychelles Postal Services. The Seychelles delegation was led by Mrs. Mariella Buisson, CEO of Seychelles Postal Services.

Accreditation to the Kingdom of Saudi Arabia

On 30 September 2025, Ambassador Moumou presented his Credentials to H.R.H. Crown Prince Mohammed bin Salman Al Saud, formally accrediting him as Seychelles’ Non-Resident Ambassador to the Kingdom of Saudi Arabia. The visit also provided an opportunity to engage senior Saudi officials on expanding cooperation in various fields of mutual interest, paving the way for stronger and mutually beneficial ties.

Contact Group on Illicit Maritime Activities (CGIMA) – Bahrain

As current Chair of CGIMA, Seychelles led discussions on strengthening regional and international cooperation to combat illicit maritime activities, including trafficking and piracy. The meeting, held alongside the SHADE conference in Manama, reaffirmed Seychelles’ commitment to maritime security, rule of law at sea, and the protection of our shared ocean spaces.

Second World Summit for Social Development – Qatar

At the UN-sponsored Summit in Doha, Seychelles joined global leaders to champion inclusive growth, social justice, and sustainable development. Ambassador Moumou highlighted the need for greater support to Small Island Developing States (SIDS), ensuring that no nation is left behind in the collective pursuit of social progress and equity.

Specialist Training – Liberty Dental Clinic

Two Seychellois dentists, Michel Etienne and Franky Franchette, successfully completed a one-week specialist training at Liberty Dental Clinic in Dubai, a regional leader in advanced dental care and training. Ambassador Moumou presented their certificates alongside Dr. Majd Naji, Founder and CEO of the clinic.

Graduation at Middlesex University Dubai

A proud moment for Seychelles as Seychellois graduates Merlette Belle and Nicole Adam joined the Class of 2025 at Middlesex University Dubai. Their success reflects the strength of educational partnerships between Seychelles and the UAE.

Remarkable Emirati Women Event – Abu Dhabi

Spouses of Ambassadors gathered at the St. Regis Saadiyat Island Resort to celebrate Remarkable Emirati Women, under the patronage of H.H. Sheikha Fatima bint Mubarak, Mother of the Nation. The event honoured the leadership, innovation, and achievements of Emirati women in shaping their country’s future, a celebration of empowerment that Mrs Pamela Payet was proud to be part of.

Ethics Education Programme Award – Abu Dhabi

Ambassador Moumou received an award on behalf of the Ministry of Education of Seychelles in recognition of their collaboration in the Ethics Education Programme, delivered in partnership with the Higher Committee of Human Fraternity and Arigatou International. The initiative celebrates Seychelles’ commitment to nurturing ethical values, respect, and global citizenship among young learners, a proud moment showcasing our nation’s dedication to education and moral development.

Dubai Airshow 2025

Ambassador Moumou, together with senior officials from the Seychelles Civil Aviation Authority and the Seychelles Airports Authority, attended the Dubai Airshow 2025; one of the world’s premier aviation events. Showcasing breakthrough technologies, new aircraft models, and forward-looking industry dialogue, the Airshow provided valuable opportunities for Seychelles to expand its aviation partnerships and explore innovative solutions for the future.

WHAT WE HAVE BEEN UP TO

June was a month of national pride, as the Embassy commemorated Constitution Day and celebrated Seychelles’ National Day alongside our friends, partners, and community. In July, we engaged in a series of meetings aimed at deepening cooperation and promoting Seychelles’ interests.

Celebrating Seychelles Constitution Day!

On 18 June 2025, the Embassy team marked Seychelles Constitution Day with an inspiring session led by Ambassador Moumou, reflecting on the enduring significance of our Constitution. It was a moment to honour our national values and renew our commitment to uphold them in all aspects of our work. Let us continue to live the spirit of our Constitution, every day, in every way.

From Bahrain to Abu Dhabi: Celebrating Seychelles’ National Day!

In June 2025, the vibrant spirit of Seychelles echoed as Seychellois communities in Bahrain and the United Arab Emirates celebrated 49 years of independence.

In Bahrain, the Seychellois community gathered on Sunday 22 June, in a joyful display of Creole warmth and national pride. The event, led by Chairperson Nadia Schwerm and her dedicated team, featured lively music, fun games, exciting prizes, and a delicious buffet of Creole dishes. A highlight of the evening was a stunning National Day cake, an initiative introduced by Ambassador Moumou during his recent accreditation visit.

Meanwhile, in the UAE, the Embassy partnered with the Committee of Seychellois in the UAE to host a colourful celebration at the Grand Hyatt Abu Dhabi. The event brought together Seychellois nationals, friends of Seychelles, and partners for an evening rich in culture and national pride. Guests enjoyed youth-led performances, heartfelt remarks from Ambassador Moumou, and traditional Sega and Moutya dances that lit up the night.

A heartfelt thank you to all organisers, performers, and attendees who made both celebrations so meaningful. Here’s to Seychelles, past, present, and future!

Strengthening Seychelles’ Global Partnerships in the UAE

The Embassy continues to raise Seychelles’ profile through a series of strategic meetings with key partners in the UAE. From potential investors and healthcare innovators to diplomats from the African and SADC groups, as well as other countries based in the UAE, the discussions focused on shared goals, sustainable development, investment in key sectors, stronger cooperation, regional unity, and expanding bilateral ties. These engagements reflect Seychelles’ commitment to building strong, meaningful partnerships on the global stage.

End-of-Season Diplomatic Brunch

To close the diplomatic social calendar before the summer break, Mrs. Pamela Payet attended an elegant End-of-Season Brunch. The event offered a warm space for diplomatic spouses to connect, reflect, and bid farewell to two esteemed diplomats who, along with their families, are preparing for their next postings. Through such engagements, Mrs. Payet continues to support the Embassy’s efforts to promote Seychelles’ culture and values, advancing soft diplomacy and strengthening the nation’s presence in the region.

WHAT WE HAVE BEEN UP TO

It has been a busy but fulfilling couple of months for the Seychelles Embassy in the UAE representing Seychelles across the region, deepening bilateral ties, promoting our tourism and investment potential, and strengthening our connection with the Seychellois diaspora. Here are some of the activities we have been engaged in.

Accreditation Visit to Bahrain

On 22 April 2025, Ambassador Moumou presented his credentials to His Majesty King Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain, during an official ceremony held at Sakhir Palace in Manama. Both sides expressed a strong commitment to enhancing bilateral relations, particularly in the areas of tourism, trade, finance, and security.

Meeting with the Seychellois Community in Bahrain

As part of his mission to present credentials in Bahrain, Ambassador Moumou met with Seychellois nationals residing in the Kingdom. The engagement provided an opportunity to listen to the concerns and aspirations of the community. He encouraged them to remain engaged with the Embassy.

Accreditation Visit to Qatar

On 4 May 2025, Ambassador Moumou presented his credentials to His Highness Sheikh Abdullah bin Hamad Al Thani, Deputy Emir of the State of Qatar, at the Emiri Diwan in Doha. During the ceremony, Ambassador Moumou acknowledged the strong ties between Seychelles and Qatar. Discussions focused on advancing cooperation in areas such as maritime security, sports, fisheries, and finance.

Meeting with the Seychellois Community in Qatar

While in Doha, Ambassador Moumou engaged with members of the Seychellois community in Qatar. He assured them of the Embassy’s commitment to supporting Seychellois nationals abroad and encouraged active dialogue and collaboration. He also reaffirmed the government’s resolve to ensure its citizens feel represented and connected, wherever they are.

Seychelles Showcased at Arabian Travel Market 2025

Ambassador Moumou participated in the Arabian Travel Market (ATM) 2025 in Dubai, alongside the Seychelles delegation led by the Minister of Foreign Affairs and Tourism, Mr. Sylvestre Radegonde. This annual event served as a key promotional platform for Seychelles. Representatives of the Department of Tourism and various Seychellois DMCs were also in attendance.

Seychelles at the World Police Summit 2025 – Dubai

Ambassador Moumou joined the Commissioner of Police, Mr. Ted Barbe and the Seychelles delegation at the World Police Summit held in Dubai. The summit convened international law enforcement leaders to address pressing security threats, cybercrime, and innovations in public safety. Commissioner Barbe focused particularly on matters related to community policing.

Air Seychelles Launches Abu Dhabi Route

Ambassador Moumou attended the official launching ceremony for Air Seychelles’ new route to Abu Dhabi, alongside the Minister for Transport, Mr. Antony Derjacques. The introduction of this route strengthens transport and tourism links between Seychelles and the United Arab Emirates.

Seychelles at AIM Congress 2025 – Abu Dhabi

Ambassador Moumou participated in the Annual Investment Meeting (AIM) Congress 2025 held in Abu Dhabi. He engaged with key Seychellois stakeholders, including representatives from the Financial Services Authority (FSA), the Seychelles Investment Board (SIB), the Seychelles Parks and Gardens Authority (SPGA), and Harmony Investments. The AIM Congress provided a valuable platform to promote Seychelles as a secure and strategic investment destination.

Engagement with UAE Business Entities

Ambassador Moumou held productive meetings with representatives of leading UAE business entities, including the Abu Dhabi Chamber of Commerce and Industry (ADCCI), the Dubai Chamber of Commerce and Industry (DCCI), and the Meydan Free Zone. Discussions centered on strengthening trade ties and identifying areas for investment cooperation and innovation. Ambassador Moumou invited Emirati businesses to explore opportunities in sectors such as tourism, fisheries, and financial services.

Africa Day 2025

The Embassy of Seychelles in Abu Dhabi played a leading role in coordinating the Africa Day Gala Dinner, a flagship event of the annual Africa Day Celebrations. The event brought together diplomats, UAE officials, and business leaders in honour of Africa’s unity, progress, and growing partnership with the United Arab Emirates.

Accreditation to the State of Kuwait

Ambassador Moumou presented his letters of credence to His Excellency Mr. Abdullah Ali Al-Yahya, marking a new chapter in Seychelles-Kuwait relations. Their discussions focused on enhancing bilateral cooperation, particularly in trade, tourism, and cultural exchange. On the sidelines, he met with the Seychellois community in Kuwait, reaffirming the Embassy’s commitment to supporting its nationals abroad.

World Governments Summit 2025

President Wavel Ramkalawan represented Seychelles at the World Government Summit 2025, where he emphasized the urgent need to accelerate progress toward the 2030 Sustainable Development Goals (SDGs). On the sidelines, he held bilateral talks with the Crown Prince of Dubai, His Highness Sheikh Hamdan bin Mohammed Al Maktoum reinforcing Seychelles-UAE ties.

SELP Graduation

The second cohort of the Seychelles Executive Leadership Programme (SELP) marked the successful completion of their training during the World Government Summit 2025. President Ramkalawan commended the graduates and encouraged them to apply their skills and leadership insights to drive Seychelle development forward.

Courtesy Call on the Ambassador of the Commonwealth of Dominica

Ambassador Moumou paid a courtesy visit to HE Mr. Avondale Paul, Ambassador of the Commonwealth of Dominica, to discuss diplomatic collaboration. Their talks covered trade, tourism, and environmental sustainability, as well as global challenges like climate change and sustainable development.

Visit to Aspen Heights British School

To mark International Day, Ambassador Moumou visited Aspen Heights British School in Abu Dhabi at the invitation of Luigi Dugasse, a Seychellois student. He engaged in a lively discussion with students, highlighting Seychelles cultural heritage and the Embassy’s role in supporting its citizens abroad. The visit also included a tour of student-led international exhibits, strengthening cultural understanding.

Spouses of Ambassadors Annual General Meeting

The Spouses of Ambassadors held their Annual General Meeting (AGM), which saw the election of a new executive committee. Mrs. Aya, Spouse of the Libyan Ambassador, was re-elected as President. Mrs. Pamela Payet, Spouse of Ambassador Moumou, actively participated in the discussions on fostering cultural exchange and community engagement.

Through these engagements, Seychelles continues to strengthen its partnerships while ensuring its presence is impactful and forward-looking.

*Ambassadors’ Retreat & HCC2024*

Ambassador Moumou attended the biennial Ambassador’s Retreat and Honorary Consuls Conference (HCC) in Seychelles last October. These key events provided an opportunity to share insights with colleagues from other Seychelles Diplomatic Missions and discuss strategies with Seychelles Honorary Consuls, advancing the nation’s global diplomatic vision and fostering closer collaboration.

*SBC Tête-à-Tête*

Ambassador Moumou participated in the Tête-à-Tête Programme on SBC, where he spoke about the role of an Ambassador, offering valuable insights into the importance of diplomacy.

*Visit by Representatives of the Ministry of Education*

Mr. John Lesperance, Principal Secretary of the Education Sector Development, and Mrs. Francoise Mein, Director General responsible for Scholarship Administration, visited Middlesex University, the Myriad, and KSK student accommodations in Dubai. They also connected with Seychellois students studying in Dubai to ensure their well-being and academic progress.

*9th European Professional Doctorate Convocation Ceremony*

Ambassador Moumou was honored to serve as one of the Guests of Honour at the 9th European Professional Doctorate Convocation Ceremony, hosted by Mavericks Business Academy London, celebrating the achievements of distinguished professionals.

*WeProtect Global Summit*

The Minister for Internal Affairs, Mr. Errol Fonseka, led Seychelles’ participation in the WeProtect Global Summit 2024 in Abu Dhabi, reaffirming our commitment to safeguarding children in the digital age.

*Visit by the Minister for Youth, Sports and Family*

The Minister for Youth, Sports, and Family, Mrs. Marie Celine Zialor, conducted a working visit to the UAE, where she met with various entities aligned with her Ministry’s portfolio, exploring opportunities for collaboration.

*SELP Second Cohort*

Members of the second cohort of the Seychelles Executive Leadership Programme (SELP) visited Dubai to observe best practices and present their capstone projects, demonstrating their commitment to excellence in leadership.

*15th IRENA Assembly*

The Principal Secretary for Climate Change and Energy, Mr. Tony Imaduwa, and his delegation represented Seychelles at the International Renewable Energy Agency (IRENA) Assembly in January 2025, advocating for international support to help Seychelles achieve its renewable energy goals.

*ADSW2025*

President Wavel Ramkalawan attended the Abu Dhabi Sustainability Week(ADSW), underscoring Seychelles’ dedication to creating a sustainable future.

*Future Leaders Challenge*

The Seychelles Tourism Academy delegation, led by Director Richard Mathiot, participated in the Future Leaders Challenge Programme and proudly secured 3rd place.

The Republic of Seychelles and Turkmenistan officially established diplomatic relations following the signing of a Protocol at a ceremony held on Tuesday 13 August 2024, at the Embassy of Turkmenistan in Abu Dhabi, United Arab Emirates.

The Protocol was signed by the Ambassador of the Republic of Seychelles in the United Arab Emirates with jurisdiction over Turkmenistan, Gervais Moumou, and the Ambassador of Turkmenistan, Serdarmämmet Garajaýew.

In a brief meeting after the ceremony, Ambassador Moumou emphasised the historic significance of the occasion. He described the event as a pivotal moment, which paves the way to collaboration in key areas of mutual interest, particularly in the fields of tourism and culture. Ambassador Moumou expressed confidence that these newly established diplomatic relations would foster fruitful partnerships, supporting the economic development of both countries.

On his part, Ambassador Garajaýew also highlighted the important opportunities for cooperation between the two countries. He described Turkmenistan as a nation with rich cultural heritage and vast natural resources, offering a unique opportunity for both countries to learn, grow, and collaborate in various fields.

The Ambassadors discussed initiatives to promote tourism between their countries, including encouraging travel by Turkmen tourists to Seychelles and vice versa. This would facilitate cultural exchange and strengthen people-to-people connections. They agreed on the importance of enhancing cultural ties through events and exchanges, which would help both Seychelles and Turkmenistan preserve their cultural heritage and deepen their mutual understanding, thereby further solidifying their bilateral relationship.

The meeting concluded with both parties committing to collaborate closely to further strengthen the ties of friendship between the two nations.

The event was attended by representatives from both Embassies.
