Draft Development Plan for 147A Cairnlea Drive and 26S Glenbrook Avenue,
Cairnlea
On 17 July 2025 the State Planning Assessment and Facilitation unit of DTP wrote to
Council to advise that DTP, as the responsible authority, had received a request from
Development Victoria to approve the Development Plan for the remaining stage of the
Cairnlea Estate at 147A Cairnlea Drive and 26S Glenbrook Avenue, Cairnlea. DTP
requested Council’s initial review of the Draft Development Plan as a key stakeholder.

On 2 September 2025 the Manager City Development Services provided a submission,
shown at Attachment 7, to DTP on behalf of Council.
The submission outlines that the information contained within the draft plan does not
include all of the information required by the Scheme. It also noted that it was
disappointing that the Minister was entertaining approving a plan that does not address
the entire site but instead leaves the “difficult” areas out so they can be part of a future
application.

Brimbank City Council election The Brimbank City Council election is being held by post this October.

Hi everyone. I have changed the cover photo to reflect that we face an ongoing fight to save this area from a massive housing dump, by Development Victoria, an agency of the Victorian Government.

At present the decision whether or not to go ahead is still with the Minister for Planning, after the 6 week hearings before Planning Panels Victoria, in mid 2022. We were very much part of these hearings on behalf of the whole community.

I will continue to keep you all closely posted regarding this issue.
