আজ ১৬ আগস্ট ২০২৫ বাংলাদেশ পল্লী উন্নয়ন একাডেমি (বার্ড)-এর ৫৮তম বার্ষিক পরিকল্পনা সম্মেলনের উদ্বোধন হয়েছে। সম্মেলনে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন গণপ্রজাতন্ত্রী বাংলাদেশ সরকারের পল্লী উন্নয়ন ও সমবায় বিভাগের সচিব (রুটিন দায়িত্ব) জনাব মোঃ ইসমাইল হোসেন। উদ্বোধনী অধিবেশনে গেস্ট অব অনার হিসেবে ভার্চুয়ালি যুক্ত ছিলেন ব্র্যাক, বাংলাদেশ-এর চেয়ারপার্সন ও (পিপিআরসি)-এর নির্বাহী চেয়ারম্যান ড. হোসেন জিল্লুর রহমান এবং স্থানীয় সরকার বিশেষজ্ঞ অধ্যাপক ড. তোফায়েল আহমেদ।

সম্মেলনে বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন (সিরডাপ)-এর মহাপরিচালক ড. পি. চন্দ্র শেখর। সম্মেলনের উদ্বোধনী অধিবেশনে সভাপতিত্ব করেন বার্ডের মহাপরিচালক (অতিরিক্ত সচিব) জনাব সাইফ উদ্দিন আহমেদ। দুই দিনব্যাপী এ পরিকল্পনা সম্মেলনে সরকারের বিভিন্ন মন্ত্রণালয়/বিভাগ ও আন্তর্জাতিক প্রতিষ্ঠানের উচ্চ ও মধ্য পর্যায়ের ১১০ জন প্রতিনিধি অংশগ্রহণ করেন।

রসমালাইয়ের পর এবার জিআই পণ্যের স্বীকৃতি পেলো কুমিল্লার খাদি। কুমিল্লার ঐতিহ্যের স্মারক খাদি কাপড় ভৌগোলিক নির্দেশক (জিআই) পণ্যের স্বীকৃতি পাওয়ায় আনন্দিত জেলার মানুষ।

বুধবার (৩০ এপ্রিল) ঢাকার ফরেন সার্ভিস একাডেমি মিলনায়তনে শিল্প মন্ত্রণালয়ের এক অনুষ্ঠানে স্বীকৃতির এই সনদ দেওয়া হয়। শিল্প মন্ত্রণালয়ের পেটেন্ট, শিল্প-নকশা ও ট্রেডমার্ক অধিদপ্তর এই স্বীকৃতি দিয়ে থাকে।
কুমিল্লা নগরের কান্দিরপাড় এলাকার রামঘাটলা থেকে শুরু করে রাজগঞ্জ পর্যন্ত অন্তত ৩০০ খাদি পোশাকের দোকান রয়েছে। শৈল্পিক ছোঁয়ায় কুমিল্লার খাদি এখন দেশ-বিদেশে বেশ সমাদৃত। ঐতিহ্যের খাদিতে এখন লেগেছে আধুনিকতা ও নান্দনিকতার ছোঁয়া। শত বছরের বেশি পুরোনো খাদির আরও অনেক আগেই জিআই পণ্যের স্বীকৃতি পাওয়া উচিত ছিল, এমনটাই মনে করেন সংশ্লিষ্টরা।

১৯২১ সালে মহাত্মা গান্ধীর ডাকে সমগ্র ভারতবর্ষে অসহযোগ আন্দোলনের সময় কুমিল্লায় খাদিশিল্প প্রতিষ্ঠা লাভ করে। ওই সময় বিদেশি পণ্য বর্জন করার আওয়াজ ওঠে। সর্বত্র এক আওয়াজ “মোটা কাপড়-মোটা ভাত”। সে সময় ভারতবর্ষের মানুষ দেশপ্রেমে উজ্জীবিত হয়ে খাদি পোশাক ব্যবহার শুরু করেছিল।

খাদের (গর্তে) চরকায় বসে এ কাপড় তৈরি করা হয় বলে এর নামকরণ হয় “খাদি”। শুরুতে মহাত্মা গান্ধী নিজেও কুমিল্লায় এসে খাদের চরকায় বসে খাদি কাপড় তৈরিতে উৎসাহ দেন।

এই শিল্পকে টিকিয়ে রাখতে হাল ধরেন বাংলাদেশ পল্লী উন্নয়ন একাডেমির (বার্ড) প্রতিষ্ঠাতা ড. আখতার হামিদ খান। এরপর অনেকটাই অভিভাবক হারা এসব কুটিরশিল্প পণ্য। ব্যবসায়ীরাই টিকিয়ে রেখেছেন এসব পণ্য।

কুমিল্লা খাদি ঘরের মালিক ও প্রবীণ খাদি ব্যবসায়ী প্রদীপ রাহা কান্তি বলেন, “এই স্বীকৃতির মাধ্যমে আশা করা যায় কঠিন সংগ্রামে টিকে থাকা কুমিল্লার খাদি বাণিজ্যিকভাবে সফলতা পাবে। রাষ্ট্র এই শিল্পের প্রসারে কাজ করবে।”

সচেতন নাগরিক কমিটি কুমিল্লার সাবেক সভাপতি বদরুল হুদা জেনু বলেন, “কুমিল্লার খাদির একটি রাজনৈতিক চেতনা রয়েছে। ব্রিটিশবিরোধী আন্দোলনের একটি স্বদেশী পণ্য এই খাদি। যার ঐতিহাসিক ঐতিহ্য রয়েছে। আমাদের জাতীয় চেতনায় এর অংশগ্রহণ আমাদের এখনও উদ্বুদ্ধ করে। এই স্বীকৃত কুমিল্লাবাসী হিসেবে তাই আমাদের আনন্দিত করে।
জানা যায়, গত বছরের ৩১ মার্চ খাদির জিআই স্বীকৃতির প্রস্তাবনা মন্ত্রণালয়ে পাঠায় কুমিল্লা জেলা প্রশাসন। বুধবার ঢাকার ওই অনুষ্ঠানে শিল্প উপদেষ্টার কাছে ২৪টি পণ্যের জিআই স্বীকৃতি সনদ তুলে দেওয়া হয়। এ পর্যন্ত ৫৫টি পণ্যের জিআই স্বীকৃতি দেওয়া হয়েছে।

আজ ২৯ সেপ্টেম্বর ২০২৪ বাংলাদেশ পল্লী উন্নয়ন একাডেমি (বার্ড)-এর ৫৭তম বার্ষিক পরিকল্পনা সম্মেলনের আনুষ্ঠানিক উদ্বোধন করেন সম্মেলনের প্রধান অতিথি এবং স্থানীয় সরকার, পল্লী উন্নয়ন ও সমবায় মন্ত্রণালয়ের মাননীয় উপদেষ্টা জনাব এ. এফ. হাসান আরিফ। উদ্বোধনী অধিবেশনে সভাপতিত্ব করেন পল্লী উন্নয়ন ও সমবায় বিভাগের সচিব জনাব মোসাম্মৎ শাহানারা খাতুন। অনুষ্ঠানে বিশেষ অতিথি ছিলেন ব্র্যাক, বাংলাদেশ-এর চেয়ারপার্সন ও পাওয়ার এন্ড পার্টিসিপেশন রিসার্চ সেন্টার (পিপিআরসি)-এর নির্বাহী চেয়ারম্যান ড. হোসেন জিল্লুর রহমান এবং স্থানীয় সরকার বিশেষজ্ঞ অধ্যাপক ড. তোফায়েল আহমেদ।
উদ্বোধনী অধিবেশনের পর উপদেষ্টা মহোদয় এবং সচিব মহোদয় বার্ড এর চলমান প্রায়োগিক গবেষণা হাতে-বোনা খাদি সহ অন্যান্য স্টল পরিদর্শন করেনা।
