Our Story

প্রযুক্তিনির্ভর উন্নত অনলাইন পদ্ধতি না থাকায় নাগরিক কাউন্সিলর সার্টিফিকেট আবেদন এবং গ্রহনের সহজলভ্য সেবাটি বেশ সময় সাপেক্ষ ও তুলনামূলক ভাবে কম নির্ভরযোগ্য । ফলে নাগরিক অসন্তষ্টি সৃষ্টি করছে ।

১. কাউন্সিলর সার্টিফিকেট আবেদন এবং গ্রহনের জন্য একজন নাগরিককে স্বশরীরে ২ বা ততোধিক সময় যেতে হয় ।
২. উৎপাদনক্ষম কর্মব্যাস্ত সময় অপব্যয় ।
৩. তড়িঘড়ি করে ইস্যু করতে গিয়ে সঠিক তথ্য যাচাই হয়না ।
৪. মধ্যস্ততাকারীর সুযোগ গ্রহণ এবং অতিরিক্ত অর্থ ব্যয় ।
৫. সার্টিফিকেট প্রাপ্তি সময় সাপেক্ষ ।

সমস্যাটির সমাধানসমূহ

১. অনলাইনে বাড়িতে বসে বা দূরবর্তী স্থান থেকে খুব সহজেই সেবা পাত্তয়া যাবে ।
২. আবেদনকারীর তথ্য এন আই ডি ডাটাবেস এর সাথে যাচাই ।
৩. রেকর্ড সেভ করা হবে, ফলে ট্র্যাকিং সহজ হবে ।
৪. ইমেইল/এস.এম.এস. এর মাধ্যমে সিদ্ধান্ত অবহিতকরণ ।
৫. কমিশনার ও আবেদনকারী কার্যোপযোগী একটি সমাধান পাবে ।



Problem We Face
===============
Every citizen in Bangladesh requires a certificate (character/marriage/nationality etc.) from the Councilor office of City Corporation. The manual process to collect a certificate necessitates an individual to visit the Councilor 's office at least twice and to some extent more than two times. For example, the citizen seeking service has to physically visit the Councilor office and provide his/her details for the certificate issuance and again needs to go to receive the certificate. The situation is inadequate while the Councilor is not available at his office due to some other workload. Thus, the citizens need to allocate some extra time from his productive schedule to receive a certificate. However, the time spent to apply and collect this certificate could be allocated to other productive works. Moreover, most of the Councilor offices are situated with a very small place that hardly can accommodate more than 10-20 people at a time. Therefore, waiting facility is not quite visitor friendly. Besides, during certificate issuance, proper verification of a citizen’s information is a major challenge and most of the times certificate is issued to improper person without appropriate eligibility check. Lastly, harassment by intermediary is a common concern that can also be easily avoided by having a digital system placed for all the Councilor offices which will facilitate the application process for certificate, verification and automated certificate printing.


OCCs as Solution
==============
Online Councilor Certificate System (oCCS) that enables all the citizens of Bangladesh to apply for Councilor certificates (i.e. Character, marriage or nationality etc.) via online. The information is verified from councilor office using registered information and attached id. Subsequently, the certificate is issued from the commissioner officer. In particular, as an initial notion, a registered user may apply for a certificate with necessary information that is matched with attached UNIQUE ID. The oCCS system will notify the user to wait for a definite duration (i.e. 24 hrs). After that, the oCCS cross-check user’s information (i.e. post code) with attached documents or election commission database. If all the information is verified, then an IT employee will confirm the certificate issuance with concern of commissioner. Finally, a confirmation email and SMS is sent to the applicant regarding the issuance of digitally signed certificate. The overall process will save lot of productive and working time of citizens. Also, as there is an IT skilled employee to process this application, the service level is more satisfying. In addition, citizens may seek help from UDCs to apply and collect the certificates online.
Furthermore, the fully running software will be integrated as part of internet.org to access oCCS with no cost. Considering all the mentioned statements above, we strongly believe that oCCS solution will help to serve the citizens of Bangladesh and enhance the light of Digital Bangladesh.
