Uganda is set to host the 11th Pan-African Postal Union (PAPU) Plenipotentiary Conference from March 16th to 28th, 2026, in Kampala. This high-level gathering serves as the supreme governing organ of PAPU—a specialized agency of the African Union—and convenes every four years to determine the strategic direction of Africa's postal sector. The event will be held at the Lake Victoria Serena Golf Resort & Spa, and the theme is “Leveraging Digital Technology and Innovation to Create a Smart Postal Sector in Africa: Unlocking Opportunities to Strengthen the African Postal Sector for Boosting Regional Integration”.

Uganda is actively supporting the re-election of Jessica Hope Ssengooba as Assistant Secretary General of the PAPU. Ssengooba, a Ugandan national, has served as Assistant Secretary General since September 2021. Her leadership has been marked by progress in strengthening PAPU governance, financial stability, and international partnerships. A major milestone during her tenure was the completion of the PAPU Headquarters Tower in Arusha, Tanzania – a symbol of the union’s renewed strength and stability.

Over 45 member states are expected to participate in this year’s conference, including ministers responsible for postal affairs, regulators (such as UCC), and postal operators. The conference aim to accelerate the modernization of postal services to drive financial inclusion, e-commerce, and logistics.

This event highlights Uganda's active role in continental logistics and communication, particularly following its election to the Universal Postal Union (UPU) Council of Administration (2026–2029).

The PAPU is a specialized agency of the African Union (AU), established in 1980 to harmonize postal services across the continent.
