Following the first weekโs program on hydrological modelling, the Department of Infrastructure Development (MoIT), in collaboration with the Department of Agriculture (MoAL) and funded by the GoI-PTA, successfully conducted the second phase of capacity-building training on ๐ฆ๐๐ฟ๐๐ฒ๐๐ถ๐ป๐ด ๐๐๐ถ๐ป๐ด ๐ฅ๐ง๐, ๐ง๐ฆ, ๐ฎ๐ป๐ฑ ๐๐ถ๐๐ถ๐น ๐ฏ๐ from ๐ฎ๐ฐ๐๐ต ๐๐ผ ๐ฏ๐ฌ๐๐ต ๐ก๐ผ๐๐ฒ๐บ๐ฏ๐ฒ๐ฟ, ๐ฎ๐ฌ๐ฎ๐ฑ at Phuentsholing. A total of 49 engineers from the Irrigation Division, ROID offices, and Dzongkhag Administrations participated in the intensive hands-on program.
The training began with field sessions on RTK and TS setup, calibration, and survey ex*****on. Participants were then trained to import and process the collected data in LISCAD to produce clean and accurate datasets for engineering applications. The program also introduced Autodesk Civil 3D to the participants for contour generation and the creation of digital terrain surfaces. They further developed alignments within the surface, produced earthwork quantities, and generated cross-section drawings. These skills laid the foundation for designing roads, irrigation systems, and other linear infrastructure.
This training emphasized the importance of accurate survey data and modern modelling tools, equipping engineers with practical skills that enhance national capacity and support resilient, well-planned infrastructure development across Bhutan.

๐๐ ๐ซ๐ข๐๐ฎ๐ฅ๐ญ๐ฎ๐ซ๐ (๐๐จ๐๐) and funded by ๐๐จ๐-๐๐๐, successfully conducted a seven-day training on ๐๐๐ญ๐๐ซ ๐๐ข๐๐ฅ๐ ๐๐จ๐๐๐ฅ๐ข๐ง๐ (Hydrological modelling for irrigation application system) for 42 engineers from Dzongkhags, ROID offices, and the Irrigation Division from ๐๐โ๐๐ ๐๐จ๐ฏ๐๐ฆ๐๐๐ซ ๐๐๐๐.
The program aimed to strengthen engineersโ capacity in hydrological assessment to support data-driven decision-making for climate-resilient infrastructure. A key focus was improving the accuracy of water-discharge estimation at irrigation intake points using advanced modelling softwareโcritical for effective planning, design, and mitigation of water-conveyance systems.
Due to the absence of weather stations, real-time hydrological data, especially precipitation at sub-catchment levels, has been limited, leading to reliance on empirical formulas and uncertain
designs. The training provided essential modelling skills to overcome these challenges, enabling engineers to better evaluate water yield and enhance intake and headwork design with
appropriate mitigation measures.
The knowledge gained is not merely theoretical, it builds vital technical capacity, empowering engineers to make confident, evidence-based decisions and justify the design of climate-resilient
water infrastructure irrigation systems.

The Project Management Unit (PMU) of the UNDP Bhutan-Global Environment Facility funded ACREWAS Project (Advancing Climate Resilience of the Water Sector in Bhutan) under the Department of Infrastructure Development, MoIT conducted a four-day workshop titled โ๐๐ฎ๐๐ซ๐ญ๐๐ซ๐ฅ๐ฒ ๐๐ฅ๐๐ง๐ง๐ข๐ง๐ ๐๐ง๐ ๐๐๐ฏ๐ข๐๐ฐ ๐๐จ๐ซ๐ค๐ฌ๐ก๐จ๐ฉโ from 9th-12th September, 2025 at Paro.
The Workshop brought together key officials and partners from the Gasa Dzongkhag, Punakha Dzongkhag Administration, Tsirang Dzongkhag Administration, Department of Water, Department of Forests and Park Services, UNDP Bhutan and PMU.
The objectives of the workshops are to:
- Review project progress and key achievements
- Share lessons learned and best practices
- Discuss innovations for scale-up across sites
- Review environmental, social, and gender impacts
- Align quarterly plans with available budgets and priorities
- Strengthen coordination and accountability among partners
The workshop fostered collaboration, learning, and forward planning to ensure more effective and impactful implementation in the coming quarter.

Last week, a team from the Ministry of Infrastructure and Transport (MoIT), led by the Director General of the Department of Infrastructure Development (DoID), embarked on a four-day familiarization tour to the Regional Offices of Infrastructure Development (ROID) in Punakha, Tsirang, Paro, and Phuentsholing.
The sessions were highly productive, with active participation from the ROID team and Chief Dzongkhag Engineers. The tour was a crucial step in strengthening coordination and aligning our efforts towards ensuring quality infrastructure across the kingdom. Key discussions focused on:

Clarifying roles, responsibilities, and collaborative frameworks between departments, regional offices, and dzongkhags.

Updates on new initiatives like BSR updates, capacity building programs, and the GIMS procurement system.

Addressing on-ground challenges and brainstorming solutions together.

On 16 August 2025, the 1.44 km Khameythang Irrigation Channel was formally handed over by M/s. Rinzin Construction Pvt. Ltd., Paro to the Department of Agriculture, MoAL, and subsequently transferred to the Khameythang community through the Dzongkhag Administration, Samdrup Jongkhar
The scheme will provide a reliable irrigation water supply to 213.5 acres of wetland and 40 acres of dryland, directly benefiting 87 households of Khameythang Chiwog under Phuntshothang Gewog, Samdrupjongkhar Dzongkhag. With year-round water access, farmers can fully cultivate their landholdings, improve crop yields, and reduce their vulnerability to erratic rainfall.
The project was designed and implemented under the supervision of the Irrigation Division, DoID, MoIT, with guidance from the Department of Agriculture and close support from the Local Government. Completed within nine months at a total cost of Nu. 31.36 million, it marks a major milestone in strengthening the regionโs agricultural infrastructure.
Funded through the Bhutan For Life initiative, the irrigation channel is expected to ensure continuous water availability, enhance water security, improve agricultural productivity, and build climate resilience within the farming community.
The handover ceremony was graced by the Drungpa of Samdrupcholing Drungkhag, Samdrupjongkhar, alongside Gewog officials, representatives from the implementing agency, and members of the local communityโushering in a new era for the Khameythang farming community.
