𝗜. 𝗜𝗡𝗧𝗥𝗢𝗗𝗨𝗖𝗧𝗜𝗢𝗡

𝟭. 𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, it is an honour for me to present the Ethics and Integrity Directorate recurrent and development budget proposals for the financial year 2026/2027, under 𝗛𝗲𝗮𝗱 𝟮𝟴𝟬𝟬, to this Honourable Committee for consideration and approval.

𝗜𝗜. 𝗠𝗔𝗡𝗗𝗔𝗧𝗘

𝟮. 𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, the Ethics and Integrity Directorate was established by Section 4 of the Declaration of Assets and Liabilities Act No. 12 of 2019 as amended by Act No. 1 of 2020, to promote and reinforce integrity and accountability in public office, by ensuring compliance with the Declaration of Assets and Liabilities Act. It does this by monitoring the interests, income, assets and liabilities of certain categories of persons for the purpose of preventing and detecting corruption, money laundering and acquisition of property from proceeds of crime. Mr. Chairman, the Directorate is further mandated to collaborate with other entities in the development and promotion of standards and best practice to promote good ethical conduct.

𝟯. 𝗠𝗿 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, as promised in my last Committee of Supply speech and in-line with Section 3, subsection (1)(n) of the Declaration of Assets and Liabilities Act, the Directorate has included among the list of those who are required to declare, the following: -

𝗮) procurement officers;

𝗯) project managers;

𝗰) project engineers;

𝗱) program officers;

𝗲) planning officers;

𝗳) licensing officers;

𝗴) inspection officers;

𝗵) facilities management officers; and

𝗶) land board officers listed below;

(𝗶) land adjudication officers,

(𝗶𝗶) conveyancers and those dealing with land transactions, and

(𝗶𝗶𝗶)technical officers.

The Directorate wrote to Ministries requesting submission of potential Declarants, in fields of work where there is a higher likelihood of risk which was positively responded to. Amongst the list submitted we selected the above.

The Directorate will continue to add more cadres as and when the need arises and resources permit.

𝟰. 𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, before presenting the budget estimates, allow me to brief this Committee on the achievements and challenges encountered by the Directorate during the 2025/2026 financial year.

𝗜𝗜𝗜. 𝗢𝗩𝗘𝗥𝗩𝗜𝗘𝗪 𝗢𝗙 𝗣𝗘𝗥𝗙𝗢𝗥𝗠𝗔𝗡𝗖𝗘 𝗗𝗨𝗥𝗜𝗡𝗚 𝟮𝟬𝟮𝟱/𝟮𝟬𝟮𝟲

𝟱. 𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, the Ethics and Integrity Directorate remains committed to fostering a culture of integrity and accountability within public office. In this regard, initiatives are underway to establish a robust asset declaration system, aimed at systematically monitoring the interests, income, assets, and liabilities of public officials. This initiative underscores the Directorate’s unwavering commitment to promoting accountability and ethical governance in public office. ‎

𝟲. 𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, the Directorate is presently undertaking the digitization of its asset declaration system. The initial phase, aimed at enhancing operational efficiency, involved the automation of the asset declaration form. This phase has been successfully completed and is ready for pilot implementation. The digitized form is expected to streamline the declaration process by providing declarants with improved accessibility and greater ease in submitting their declarations electronically. ‎

𝟳. 𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, the second phase, entailing the development of the back-end system was supposed to have commenced in the 2025/2026 financial year but could not be, due to lack of resources. It is currently slated to commence in the 2026/2027 financial year. This phase will facilitate the processing of declarations, encompassing receipt and verification of submitted information to detect potential corruption, money laundering, or acquisition of assets derived from criminal proceeds. Additionally, it will establish a digital Register accessible to the public upon payment of a prescribed fee. The system will be designed to interface with external systems to enable verification of submitted data. ‎

𝟴. 𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, the Directorate is presently at an advanced phase of establishing a Register, which will be made accessible to the public subject to the payment of a prescribed fee. The Register will include a list of individuals who have submitted their declarations, as well as those who have not complied after being served with a notice. The register will also contain a list of those who have been subjected to penalties for failure to declare.

𝟵. 𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, to raise awareness about the Ethics and Integrity Directorate and its role in promoting ethical behavior and accountability in the public office and society, strides continue to be made to educate the public, generate interest and encourage public participation in promoting integrity. The Directorate followed a whole of society approach ensuring mainstreaming of ethics in all parts of society.

𝟭𝟬. 𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, regarding Declarant Education, workshops were held throughout the country to facilitate declaration of Assets and Liabilities. The office also produced a short booklet to facilitate dissemination of knowledge on the Asset Declaration process. Efforts were made to reach the public through Expositions, Government Commemorations and public events to support awareness of the EID Mandate. Furthermore, the Directorate continued training Parastatals, Local Authorities and other stakeholders.

𝟭𝟭. 𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, Partnerships were facilitated with Media Partners to facilitate dissemination of information on the mandate of the EID and coverage of events. The Office also hopes to finalize a framework contract for the development of jingles and televised content on ethical issues during the financial year.

𝟭𝟮. 𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, to strengthen capacity, the Directorate participated in experiential exchanges with the Gauteng Ethics Council of South Africa as well as other Ethics institutions in the region. The office is also exploring funding support with development partners to facilitate further learnings.

𝗜𝗩. 𝟮𝟬𝟮𝟱/𝟮𝟬𝟮𝟲 𝗕𝗨𝗗𝗚𝗘𝗧 𝗘𝗫𝗘𝗖𝗨𝗧𝗜𝗢𝗡

𝟭𝟯. 𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, the Directorate was allocated a total sum of 𝗧𝘄𝗲𝗻𝘁𝘆 𝗙𝗶𝘃𝗲 𝗠𝗶𝗹𝗹𝗶𝗼𝗻, 𝗧𝗵𝗿𝗲𝗲 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗦𝗲𝘃𝗲𝗻𝘁𝘆-𝗙𝗶𝘃𝗲 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱, 𝗡𝗶𝗻𝗲 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗦𝗶𝘅𝘁𝘆 𝗣𝘂𝗹𝗮 (𝗣𝟮𝟱,𝟯𝟳𝟱,𝟵𝟲𝟬), which consists of 𝗧𝘄𝗲𝗻𝘁𝘆-𝗧𝗵𝗿𝗲𝗲 𝗠𝗶𝗹𝗹𝗶𝗼𝗻, 𝗡𝗶𝗻𝗲 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗦𝗲𝘃𝗲𝗻𝘁𝘆-𝗙𝗶𝘃𝗲 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱, 𝗡𝗶𝗻𝗲 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗦𝗶𝘅𝘁𝘆 𝗣𝘂𝗹𝗮 (𝗣𝟮𝟯,𝟵𝟳𝟱,𝟵𝟲𝟬) for the Recurrent Budget and 𝗢𝗻𝗲 𝗠𝗶𝗹𝗹𝗶𝗼𝗻, 𝗙𝗼𝘂𝗿 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱 𝗣𝘂𝗹𝗮 (𝗣𝟭,𝟰𝟬𝟬,𝟬𝟬𝟬) for the Development Budget.

𝟭𝟰. As at 31st January 2026, the expenditure stood at 𝗘𝗹𝗲𝘃𝗲𝗻 𝗠𝗶𝗹𝗹𝗶𝗼𝗻, 𝗧𝘄𝗲𝗻𝘁𝘆-𝗧𝗵𝗿𝗲𝗲 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱, 𝗧𝗵𝗿𝗲𝗲 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗙𝗼𝘂𝗿 𝗣𝘂𝗹𝗮 (𝗣 𝟭𝟭,𝟬𝟮𝟯,𝟯𝟬𝟰) 𝗼𝗿 𝟰𝟲% for the recurrent budget and there is no expenditure under the development budget.

𝗩. 𝟮𝟬𝟮𝟲/𝟮𝟬𝟮𝟳 𝗕𝗨𝗗𝗚𝗘𝗧 𝗣𝗥𝗢𝗣𝗢𝗦𝗔𝗟𝗦

𝟭𝟱. 𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, the Budget Estimates for the 2026/2027 Financial Year amounts to 𝗧𝘄𝗲𝗻𝘁𝘆-𝗡𝗶𝗻𝗲 𝗠𝗶𝗹𝗹𝗶𝗼𝗻, 𝗢𝗻𝗲 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗙𝗼𝘂𝗿𝘁𝗲𝗲𝗻 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱, 𝗦𝗶𝘅 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗙𝗼𝗿𝘁𝘆 𝗣𝘂𝗹𝗮 (𝗣𝟮𝟵,𝟭𝟭𝟰,𝟲𝟰𝟬), which consists of 𝗧𝘄𝗲𝗻𝘁𝘆-𝗙𝗶𝘃𝗲 𝗠𝗶𝗹𝗹𝗶𝗼𝗻, 𝗦𝗶𝘅 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗙𝗼𝘂𝗿𝘁𝗲𝗲𝗻 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱, 𝗦𝗶𝘅 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗙𝗼𝗿𝘁𝘆 𝗣𝘂𝗹𝗮 (𝗣𝟮𝟱,𝟲𝟭𝟰,𝟲𝟰𝟬) for the Recurrent Budget and 𝗧𝗵𝗿𝗲𝗲 𝗠𝗶𝗹𝗹𝗶𝗼𝗻, 𝗙𝗶𝘃𝗲 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱 𝗣𝘂𝗹𝗮 (𝗣𝟯,𝟱𝟬𝟬,𝟬𝟬𝟬) for the Development Budget.

𝗔. 𝗥𝗘𝗖𝗨𝗥𝗥𝗘𝗡𝗧 𝗕𝗨𝗗𝗚𝗘𝗧

𝟭𝟲. 𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, the Directorate request for the sum of 𝗧𝘄𝗲𝗻𝘁𝘆-𝗙𝗶𝘃𝗲 𝗠𝗶𝗹𝗹𝗶𝗼𝗻, 𝗦𝗶𝘅 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗙𝗼𝘂𝗿𝘁𝗲𝗲𝗻 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱, 𝗦𝗶𝘅 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗙𝗼𝗿𝘁𝘆 𝗣𝘂𝗹𝗮 (𝗣𝟮𝟱,𝟲𝟭𝟰,𝟲𝟰𝟬) under the Recurrent Budget for the 2026/2027 Financial Year.

𝟭𝟳. 𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, allow me to outline the major items of expenditure that comprise this budget proposal.

𝟭𝟴. 𝗣𝗔𝗥𝗘𝗡𝗧 𝗔𝗖𝗖𝗢𝗨𝗡𝗧 𝟬𝟬𝟭𝟭𝟬 – 𝗦𝗔𝗟𝗔𝗥𝗜𝗘𝗦 𝗔𝗡𝗗 𝗔𝗟𝗟𝗢𝗪𝗔𝗡𝗖𝗘𝗦

𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, I request for Thirteen Million, Two Hundred and Sixty Thousand, Eight Hundred and Fifty P**a (P13,260,850) for salaries and allowances of staff. This constitutes 51.8% of the total budget.

𝟭𝟵. 𝗣𝗔𝗥𝗘𝗡𝗧 𝗔𝗖𝗖𝗢𝗨𝗡𝗧 𝟬𝟬𝟮𝟬𝟬 – 𝗧𝗥𝗔𝗩𝗘𝗟𝗟𝗜𝗡𝗚 𝗔𝗡𝗗 𝗧𝗥𝗔𝗡𝗦𝗣𝗢𝗥𝗧 (𝗜𝗡𝗧𝗘𝗥𝗡𝗔𝗟)

𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, under this item, I request for an allocation of𝗘𝗶𝗴𝗵𝘁 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗡𝗶𝗻𝗲𝘁𝘆-𝗦𝗲𝘃𝗲𝗻 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱, 𝗮𝗻𝗱 𝗦𝗲𝘃𝗲𝗻𝘁𝘆 𝗣𝘂𝗹𝗮 (𝗣𝟴𝟵𝟳,𝟬𝟳𝟬) to cater for traveling and subsistence allowance for internal trips by staff. This represents 3.5% of the total budget.

𝟮𝟬. 𝗣𝗔𝗥𝗘𝗡𝗧 𝗔𝗖𝗖𝗢𝗨𝗡𝗧 𝟬𝟬𝟯𝟬𝟬 – 𝗧𝗥𝗔𝗩𝗘𝗟𝗟𝗜𝗡𝗚 𝗔𝗡𝗗 𝗧𝗥𝗔𝗡𝗦𝗣𝗢𝗥𝗧 (𝗘𝗫𝗧𝗘𝗥𝗡𝗔𝗟)

𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, I request for an allocation of 𝗡𝗶𝗻𝗲 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗧𝘄𝗲𝗻𝘁𝘆 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱 𝗣𝘂𝗹𝗮 (𝗣𝟵𝟮𝟬,𝟬𝟬𝟬) being 3.6% of the budget to cater for transport and per diem for external travel by staff.

𝟮𝟭. 𝗣𝗔𝗥𝗘𝗡𝗧 𝗔𝗖𝗖𝗢𝗨𝗡𝗧 𝟬𝟬𝟰𝟬𝟬 – 𝗚𝗘𝗡𝗘𝗥𝗔𝗟 𝗘𝗫𝗣𝗘𝗡𝗦𝗘𝗦 𝗔𝗡𝗗 𝗦𝗨𝗣𝗣𝗟𝗜𝗘𝗦

𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, I request for an amount of 𝗧𝗵𝗿𝗲𝗲 𝗠𝗶𝗹𝗹𝗶𝗼𝗻, 𝗙𝗼𝘂𝗿 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗧𝘄𝗲𝗻𝘁𝘆-𝗦𝗶𝘅 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱, 𝗦𝗲𝘃𝗲𝗻 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗙𝗼𝗿𝘁𝘆 𝗣𝘂𝗹𝗮 (𝗣𝟯,𝟰𝟮𝟲,𝟳𝟰𝟬) 𝗼𝗿 𝟭𝟯.𝟰% of the budget. The funds are needed for advertising and publicity, service charges, postal charges and office supplies.

𝟮𝟮. 𝗣𝗔𝗥𝗘𝗡𝗧 𝗔𝗖𝗖𝗢𝗨𝗡𝗧 𝟬𝟬𝟱𝟬𝟬 – 𝗗𝗘𝗣𝗔𝗥𝗧𝗠𝗘𝗡𝗧𝗔𝗟 𝗦𝗘𝗥𝗩𝗜𝗖𝗘𝗦

𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, I request for 𝗧𝘄𝗼 𝗠𝗶𝗹𝗹𝗶𝗼𝗻, 𝗦𝗶𝘅 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗦𝗶𝘅𝘁𝘆 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱 𝗣𝘂𝗹𝗮 (𝗣𝟮,𝟲𝟲𝟬,𝟬𝟬𝟬) for this account. The funds, which represent 10.4% of the budget, will be used for consultancies and office rentals.

𝟮𝟯. 𝗣𝗔𝗥𝗘𝗡𝗧 𝗔𝗖𝗖𝗢𝗨𝗡𝗧 𝟬𝟬𝟳𝟬𝟬 – 𝗠𝗔𝗜𝗡𝗧𝗘𝗡𝗔𝗡𝗖𝗘 𝗔𝗡𝗗 𝗥𝗨𝗡𝗡𝗜𝗡𝗚 (𝗘𝗤𝗨𝗜𝗣𝗠𝗘𝗡𝗧)

𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, I request for 𝗧𝗵𝗿𝗲𝗲 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗘𝗶𝗴𝗵𝘁𝘆-𝗧𝗵𝗿𝗲𝗲 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱, 𝗦𝗶𝘅 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗦𝗶𝘅𝘁𝘆 𝗣𝘂𝗹𝗮 (𝗣𝟯𝟴𝟯,𝟲𝟲𝟬) 𝗼𝗿 𝟭.𝟱% of the budget under this account. The funds will be used for fire-fighting equipment, office equipment, vehicles and plant maintenance, computer systems consumables and maintenance.

𝟮𝟰. 𝗣𝗔𝗥𝗘𝗡𝗧 𝗔𝗖𝗖𝗢𝗨𝗡𝗧 𝟬𝟬𝟴𝟬𝟬 – 𝗠𝗔𝗜𝗡𝗧𝗘𝗡𝗔𝗡𝗖𝗘 𝗔𝗡𝗗 𝗥𝗨𝗡𝗡𝗜𝗡𝗚 𝗘𝗫𝗣𝗘𝗡𝗦𝗘𝗦 (𝗢𝗧𝗛𝗘𝗥)

𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, for this account I request for 𝗢𝗻𝗲 𝗠𝗶𝗹𝗹𝗶𝗼𝗻 𝗮𝗻𝗱 𝗦𝗲𝘃𝗲𝗻𝘁𝘆-𝗦𝗲𝘃𝗲𝗻 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱 𝗣𝘂𝗹𝗮 (𝗣𝟭,𝟬𝟳𝟳,𝟬𝟬𝟬). The funds will be used for maintenance of offices and minor works. This represents 4.2% of the budget.

𝟮𝟱. 𝗣𝗔𝗥𝗘𝗡𝗧 𝗔𝗖𝗖𝗢𝗨𝗡𝗧 𝟬𝟬𝟵𝟬𝟬 – 𝗜𝗡𝗦𝗧𝗜𝗧𝗨𝗧𝗜𝗢𝗡𝗔𝗟 𝗥𝗨𝗡𝗡𝗜𝗡𝗚 𝗘𝗫𝗣𝗘𝗡𝗦𝗘𝗦

𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, for this account I request for 𝗢𝗻𝗲 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗧𝗲𝗻 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱 𝗣𝘂𝗹𝗮 (𝗣𝟭𝟭𝟬,𝟬𝟬𝟬). The funds will be used for purchase of library books and texts. This represents 0.4% of the budget.

𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, I request for 𝗙𝗶𝘃𝗲 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗡𝗶𝗻𝗲𝘁𝘆-𝗘𝗶𝗴𝗵𝘁 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱, 𝗢𝗻𝗲 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗮𝗻𝗱 𝗧𝘄𝗲𝗻𝘁𝘆 𝗣𝘂𝗹𝗮 (𝗣𝟱𝟵𝟴,𝟭𝟮𝟬). This is 2.3% of the budget. The funds will cater for short-term courses and performance management activities.

𝗠𝗿. 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻,, for this account I request for 𝗢𝗻𝗲 𝗠𝗶𝗹𝗹𝗶𝗼𝗻 𝗮𝗻𝗱 𝗘𝗶𝗴𝗵𝘁𝘆-𝗢𝗻𝗲 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱, 𝗦𝗶𝘅 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗣𝘂𝗹𝗮 (𝗣𝟭,𝟬𝟴𝟭,𝟲𝟬𝟬). These funds will be utilised for furniture, office equipment and computer replacement. This is 4.2% of the budget.

𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, under the Development Budget, I request for the sum of 𝗧𝗵𝗿𝗲𝗲 𝗠𝗶𝗹𝗹𝗶𝗼𝗻, 𝗙𝗶𝘃𝗲 𝗛𝘂𝗻𝗱𝗿𝗲𝗱 𝗧𝗵𝗼𝘂𝘀𝗮𝗻𝗱 𝗣𝘂𝗹𝗮 (𝗣𝟯,𝟱𝟬𝟬,𝟬𝟬𝟬) for the procurement of ICT Infrastructure upgrade and Digitalisation project, Digitalisation of the Asset Declaration System and Development of National Code of Ethics and Guidelines to conflict of interest.

IACA PAYS COURTESY

International Anti Corruption Academy (IACA) recently paid a courtesy call on the Ethics and Integrity Directorate(EID) to strengthen collaboration in promoting ethics, transparency and accountability.
During the meeting, the two discussed opportunities for coorperation in areas such as capacity building,training and knowledge sharing on anti corruption strategies including assets disclosure.
IACA was represented by Head of Global Programm on Measuring Corruption Samuel De Jaegere.

EID ENGAGES MEMBERS OF PARLIAMENT

As part of it ongoing efforts to strengthen understanding and compliance with declaration of assets and liabilities requirements, Ethics and Integrity Directorate(EID) set up a stall by parliament buildings to provide guidance on the importance of accurate and timely declarations by Members of Parliament.
According to the Declaration of Assets and Liabilities Act(2019), declarations are made within 60 days of appointment, every 24 months after the first declaration , where subsequent to a declaration,the value of interest, income, assets and liabilities are increased or reduced by P200 000, a fresh declaration should be made within 30 days.
Declarants are expected to declare among others, interest, income and assets and liabilities of his or her spouse and children under the age of 18 years.

MINISTER PRESENTS BUDGET REQUEST

Assistant Minister for State President Hon. Maipelo Mophuting recently presented NDP 12(draft) budget request for Ethics and Integrity Directorate(EID). The request is a sum of P 31.6 million that will be used to facilitate storage of correct declarations by declarants in line with tge Declarationof Assets and Liabilities Act. The funding will also cover costs for the development of National Code of Ethics and guidelines on conflict of interest as well as review of the Declaration of the Assets and Liabilities Act of 2019.

BPSC ENGAGES EID

Botswana Public Serrvice College(BPSC) paid a courtesy visit to the Ethics and Integrity Directorate recently. The visit was part of BPSC stakeholder engagement to strengthen collaboration and explore partnership opportunuties in capacity building.

GEAC PAYS COURTESY

Ethics and Integrity Directorate (EID) hosted the Gauteng Ethics Advisory Council (GEAC) recently. The GEAC visited the country on a benchmarking exercise to study anti corruption measures and enhance its own strategies.The visit underscored the importance of accountability and integrity in the fight against corruption within public office.

DG HOSTS THE RECIEVER

Officer of the Reciever, paid a courtesy call on Ethics and Integrity Directorate's Director General Tiny Keseabetswe to establish areas of cooperation within their respective offices. The Reciever, Legomela Dittah Molodi and her Deputy met to discuss areas of collaboration as both organisation's objective are to fight corruption.
Office of the Reciever is responsible for managing and preserving assets and money seized from criminal activities as stipulated in the Proceeds and Instruments of Crime Act.

Today, Friday, 26th September 2025, the Ethics and Integrity Directorate staff gathered in song, prayer, and joyous celebration to honour 59 years of Botswana’s independence!

From the soul-stirring hymns that echoed our unity, to the laughter and learning sparked by games celebrating our cherished villages every moment reflected the pride, resilience, and vibrant culture that define us.

Since 1966, we’ve journeyed together as one people, building a nation grounded in peace, democracy, and community.

EID STAFF TRAINS ON BULK SMS GATEWAY

In its continuous efforts to improve service delivery and efficiency, Ethics and Integrity Directorate staff recently undertook bulk SMS gateway training. The training will enable the Directorate to reach wider audience through targeted messaging, consistently and timely.
The team was joined in by its Director General Ms. Tiny Keseabetswe.

The Ethics and Integrity Directorate today, Friday, 8th August 2025, participated in a Mental Health Wellness Event hosted by the Gaborone City Council in Bontleng, under the theme "In Every Story, There is Strength."

This initiative forms part of the Directorate’s ongoing public outreach efforts aimed at fostering healthier communities and raising awareness about the broader societal impacts of corruption and money laundering.

Through active participation in such community based engagements, the Directorate continues to advance its mandate of promoting and reinforcing integrity and accountability in public office.
