The Ethics and Integrity Directorate was established by section 4 of the Declaration of Assets and Liabilities Act, No. 12 of 2019, as amended by Act No.1 of 2020. The Directorate started its operations in January 2020, and has been receiving declarations since 3rd February 2020. ๐Ÿญ. ๐— ๐—ฟ. ๐—–๐—ต๐—ฎ๐—ถ๐—ฟ๐—บ๐—ฎ๐—ป, it is an honour for me to present the Ethics and Integrity Directorate recurrent and development budget proposals for the financial year 2026/2027, under ๐—›๐—ฒ๐—ฎ๐—ฑ ๐Ÿฎ๐Ÿด๐Ÿฌ๐Ÿฌ, to this Honourable Committee for consideration and approval.

๐—œ๐—œ. ๐— ๐—”๐—ก๐——๐—”๐—ง๐—˜

๐Ÿฎ. ๐— ๐—ฟ. ๐—–๐—ต๐—ฎ๐—ถ๐—ฟ๐—บ๐—ฎ๐—ป, the Ethics and Integrity Directorate was established by Section 4 of the Declaration of Assets and Liabilities Act No. 12 of 2019 as amended by Act No. 1 of 2020, to promote and reinforce integrity and accountability in public office, by ensuring compliance with the Declaration of Assets and Liabilities Act. It does this by monitoring the interests, income, assets and liabilities of certain categories of persons for the purpose of preventing and detecting corruption, money laundering and acquisition of property from proceeds of crime. Mr. Chairman, the Directorate is further mandated to collaborate with other entities in the development and promotion of standards and best practice to promote good ethical conduct.

๐Ÿฏ. ๐— ๐—ฟ ๐—–๐—ต๐—ฎ๐—ถ๐—ฟ๐—บ๐—ฎ๐—ป, as promised in my last Committee of Supply speech and in-line with Section 3, subsection (1)(n) of the Declaration of Assets and Liabilities Act, the Directorate has included among the list of those who are required to declare, the following: -

๐—ฎ) procurement officers;

๐—ฏ) project managers;

๐—ฐ) project engineers;

๐—ฑ) program officers;

๐—ฒ) planning officers;

๐—ณ) licensing officers;

๐—ด) inspection officers;

๐—ต) facilities management officers; and

๐—ถ) land board officers listed below;

(๐—ถ) land adjudication officers,

(๐—ถ๐—ถ) conveyancers and those dealing with land transactions, and

(๐—ถ๐—ถ๐—ถ)technical officers.

The Directorate wrote to Ministries requesting submission of potential Declarants, in fields of work where there is a higher likelihood of risk which was positively responded to. Amongst the list submitted we selected the above.

The Directorate will continue to add more cadres as and when the need arises and resources permit.

๐Ÿฐ. ๐— ๐—ฟ. ๐—–๐—ต๐—ฎ๐—ถ๐—ฟ๐—บ๐—ฎ๐—ป, before presenting the budget estimates, allow me to brief this Committee on the achievements and challenges encountered by the Directorate during the 2025/2026 financial year.

๐—œ๐—œ๐—œ. ๐—ข๐—ฉ๐—˜๐—ฅ๐—ฉ๐—œ๐—˜๐—ช ๐—ข๐—™ ๐—ฃ๐—˜๐—ฅ๐—™๐—ข๐—ฅ๐— ๐—”๐—ก๐—–๐—˜ ๐——๐—จ๐—ฅ๐—œ๐—ก๐—š ๐Ÿฎ๐Ÿฌ๐Ÿฎ๐Ÿฑ/๐Ÿฎ๐Ÿฌ๐Ÿฎ๐Ÿฒ

๐Ÿฑ. ๐— ๐—ฟ. ๐—–๐—ต๐—ฎ๐—ถ๐—ฟ๐—บ๐—ฎ๐—ป, the Ethics and Integrity Directorate remains committed to fostering a culture of integrity and accountability within public office. In this regard, initiatives are underway to establish a robust asset declaration system, aimed at systematically monitoring the interests, income, assets, and liabilities of public officials. This initiative underscores the Directorateโ€™s unwavering commitment to promoting accountability and ethical governance in public office. โ€Ž

๐Ÿฒ. ๐— ๐—ฟ. ๐—–๐—ต๐—ฎ๐—ถ๐—ฟ๐—บ๐—ฎ๐—ป, the Directorate is presently undertaking the digitization of its asset declaration system. The initial phase, aimed at enhancing operational efficiency, involved the automation of the asset declaration form. This phase has been successfully completed and is ready for pilot implementation. The digitized form is expected to streamline the declaration process by providing declarants with improved accessibility and greater ease in submitting their declarations electronically. โ€Ž

๐Ÿณ. ๐— ๐—ฟ. ๐—–๐—ต๐—ฎ๐—ถ๐—ฟ๐—บ๐—ฎ๐—ป, the second phase, entailing the development of the back-end system was supposed to have commenced in the 2025/2026 financial year but could not be, due to lack of resources. It is currently slated to commence in the 2026/2027 financial year. This phase will facilitate the processing of declarations, encompassing receipt and verification of submitted information to detect potential corruption, money laundering, or acquisition of assets derived from criminal proceeds. Additionally, it will establish a digital Register accessible to the public upon payment of a prescribed fee. The system will be designed to interface with external systems to enable verification of submitted data. โ€Ž

๐Ÿด. ๐— ๐—ฟ. ๐—–๐—ต๐—ฎ๐—ถ๐—ฟ๐—บ๐—ฎ๐—ป, the Directorate is presently at an advanced phase of establishing a Register, which will be made accessible to the public subject to the payment of a prescribed fee. The Register will include a list of individuals who have submitted their declarations, as well as those who have not complied after being served with a notice. The register will also contain a list of those who have been subjected to penalties for failure to declare.

๐Ÿต. ๐— ๐—ฟ. ๐—–๐—ต๐—ฎ๐—ถ๐—ฟ๐—บ๐—ฎ๐—ป, to raise awareness about the Ethics and Integrity Directorate and its role in promoting ethical behavior and accountability in the public office and society, strides continue to be made to educate the public, generate interest and encourage public participation in promoting integrity. The Directorate followed a whole of society approach ensuring mainstreaming of ethics in all parts of society.

๐Ÿญ๐Ÿฌ. ๐— ๐—ฟ. ๐—–๐—ต๐—ฎ๐—ถ๐—ฟ๐—บ๐—ฎ๐—ป, regarding Declarant Education, workshops were held throughout the country to facilitate declaration of Assets and Liabilities. The office also produced a short booklet to facilitate dissemination of knowledge on the Asset Declaration process. Efforts were made to reach the public through Expositions, Government Commemorations and public events to support awareness of the EID Mandate. Furthermore, the Directorate continued training Parastatals, Local Authorities and other stakeholders.

๐Ÿญ๐Ÿญ. ๐— ๐—ฟ. ๐—–๐—ต๐—ฎ๐—ถ๐—ฟ๐—บ๐—ฎ๐—ป, Partnerships were facilitated with Media Partners to facilitate dissemination of information on the mandate of the EID and coverage of events. The Office also hopes to finalize a framework contract for the development of jingles and televised content on ethical issues during the financial year.

๐Ÿญ๐Ÿฎ. ๐— ๐—ฟ. ๐—–๐—ต๐—ฎ๐—ถ๐—ฟ๐—บ๐—ฎ๐—ป, to strengthen capacity, the Directorate participated in experiential exchanges with the Gauteng Ethics Council of South Africa as well as other Ethics institutions in the region. The office is also exploring funding support with development partners to facilitate further learnings.

IACA PAYS COURTESY

International Anti Corruption Academy (IACA) recently paid a courtesy call on the Ethics and Integrity Directorate(EID) to strengthen collaboration in promoting ethics, transparency and accountability.
During the meeting, the two discussed opportunities for coorperation in areas such as capacity building,training and knowledge sharing on anti corruption strategies including assets disclosure.

EID ENGAGES MEMBERS OF PARLIAMENT

As part of it ongoing efforts to strengthen understanding and compliance with declaration of assets and liabilities requirements, Ethics and Integrity Directorate(EID) set up a stall by parliament buildings to provide guidance on the importance of accurate and timely declarations by Members of Parliament.
According to the Declaration of Assets and Liabilities Act(2019), declarations are made within 60 days of appointment, every 24 months after the first declaration , where subsequent to a declaration,the value of interest, income, assets and liabilities are increased or reduced by P200 000, a fresh declaration should be made within 30 days.
Declarants are expected to declare among others, interest, income and assets and liabilities of his or her spouse and children under the age of 18 years.

MINISTER PRESENTS BUDGET REQUEST

Assistant Minister for State President Hon. Maipelo Mophuting recently presented NDP 12(draft) budget request for Ethics and Integrity Directorate(EID). The request is a sum of P 31.6 million that will be used to facilitate storage of correct declarations by declarants in line with tge Declarationof Assets and Liabilities Act. The funding will also cover costs for the development of National Code of Ethics and guidelines on conflict of interest as well as review of the Declaration of the Assets and Liabilities Act of 2019.

Officer of the Reciever, paid a courtesy call on Ethics and Integrity Directorate's Director General Tiny Keseabetswe to establish areas of cooperation within their respective offices. The Reciever, Legomela Dittah Molodi and her Deputy met to discuss areas of collaboration as both organisation's objective are to fight corruption.
Office of the Reciever is responsible for managing and preserving assets and money seized from criminal activities as stipulated in the Proceeds and Instruments of Crime Act.

EID COMMEMORATES INDEPENDENCE

Today, Friday, 26th September 2025, the Ethics and Integrity Directorate staff gathered in song, prayer, and joyous celebration to honour 59 years of Botswanaโ€™s independence!

From the soul-stirring hymns that echoed our unity, to the laughter and learning sparked by games celebrating our cherished villages every moment reflected the pride, resilience, and vibrant culture that define us.

Since 1966, weโ€™ve journeyed together as one people, building a nation grounded in peace, democracy, and community.

As we mark this milestone, may we continue to embrace our heritage, uphold our values, and strive for an even brighter future for generations to come.

EID STAFF TRAINS ON BULK SMS GATEWAY

In its continuous efforts to improve service delivery and efficiency, Ethics and Integrity Directorate staff recently undertook bulk SMS gateway training. The training will enable the Directorate to reach wider audience through targeted messaging, consistently and timely.
The team was joined in by its Director General Ms. Tiny Keseabetswe.

The Ethics and Integrity Directorate today, Friday, 8th August 2025, participated in a Mental Health Wellness Event hosted by the Gaborone City Council in Bontleng, under the theme "In Every Story, There is Strength."

This initiative forms part of the Directorateโ€™s ongoing public outreach efforts aimed at fostering healthier communities and raising awareness about the broader societal impacts of corruption and money laundering.

Through active participation in such community based engagements, the Directorate continues to advance its mandate of promoting and reinforcing integrity and accountability in public office.
