Canadian crude-by-rail exports fell to 74,248 b/d in March 2026, a 6% decrease from February 2026 and about 4% lower than the volumes in March 2025: https://ow.ly/3QYY50Z5lfg. The CER regulates the export of crude oil and petroleum products from Canada. Export orders or licences are required to export these commodities.

Michels Canada is a construction contractor hired by Westcoast Energy. The contracted crew was installing a 24-inch-diameter pipeline under two active Westcoast pipelines. During this work, the crew struck one of these natural gas pipelines prompting an evacuation of workers in the area. The pipeline has since been repaired and returned to service.
Thankfully, no injuries were reported and no public evacuation was required. This warning letter shares our serious concerns around this incident. We expect companies and their contractors to work safely near pipelines and ensure they are following all our regulations.

Read our report on the Facility Integrity Management operational audit of Kingston Midstream Limited: https://ow.ly/cnk450Z3eU8. Of the six regulatory requirements evaluated, two were compliant and four were non-compliant. There were no immediate safety or environmental concerns from the non-compliances.
We will monitor Kingston’s Corrective and Preventative Action Plan to address issues found in the audit.
We hold regulated companies accountable for the safety, security, and protection of workers, the public and the environment.
