Shelley Tupper - Your Community Champion in Ward 2

per Family. After graduating from Loren Jenkin High School in the spring of 1978 Shelley entered NAIT’s Accounting Program. She graduated with Honours in May of 1980 and accepted an offer of employment from the Federal Government. She retired in June 2015 with 35 years of service. Shelley moved to the Kensington community in the spring of 1987. Prior to moving she lived in the Prince Rupert community. To better get to know her community Shelley volunteered to work her Community League’s bingos. In the fall of 1988 she volunteered to canvas her neighbours for Community League memberships. In the fall of 1989 she was elected her Community League’s Bingo Chair. In the fall of 1995 Shelley was acclaimed President of the Kensington Community League. At the League’s 1996 Annual General Meeting Shelley was awarded her community’s Dale Barrow award to recognize her contributing to the rewriting of the League’s Bylaws. Shelley worked with the Buildings and Grounds Director to build a hockey rink in the fall of 1996. From 1995 to 1998 Shelley chaired the Playground and Park Redevelopment Committee that oversaw a $250,000.00 development; she was instrumental in the project going ahead and she successfully prepared several grant applications to secure a significant portion of the funding for the project. Shelley again worked closely with the Building and Grounds Director to accomplish a $220,000.00 renovation to the Kensington Community Hall; again she successfully prepared grant applications to secure the necessary funds. The redesign was recognized by the Mayor’s Award for Accessible Architecture. On May 27, 2001 Shelley stepped down as President of the League to serve in the capacity of Past President. She reported being extremely proud of her contribution to the community however believed for the organization to be vibrant new ideas and energy are essential. As the position of President was not immediately filled Shelley encouraged the other Executive Members to take turns chairing the League’s Executive and General Meetings. She chaired the Spray Park Redevelopment Committee that oversaw a $500,000 installation of a new spray park in the Spring of 2015. Shelley continued to serve as Past President of the League until September 2016. Through the chairing of Bingos and Casinos Shelley has used her strong organizational and people skills to raise over $1.7 million for the Kensington Community League. In addition Shelley has worked with Municipal and Provincial Grant Programs to bring over $430,000 in operating and small capital grants to the League. In the spring of 1995 Shelley was asked to represent her League at the Area One Council. She served as President from February to September of 1998, served as Past President until January 2014 when she was elected President; the position she currently holds. She represented the Area Council at Community Consultation Committee of the North East Community Health Centre from 2000 to 2006. Shelley has been the Secretary of the Area One Community Patrol from July of 1995 to present. At the Edmonton Federation of Community Leagues Shelley has participated in the Playground Study Committee and Community League Grant Review Advisory Committee. Shelley was the Edmonton Neighbourhood Watch Society Board Secretary from March of 1996 to March of 2000 and from November of 2000 to March 2001. She is still active as a volunteer in various capacities. In March of 1996 Shelley was elected Secretary of the Edmonton Community Patrol Society. She continues to work diligently for the reorganization and stability of the patrols. Shelley was appointed by the Capital Health Board to the North Central Community Health Council in May of 1996. She was appointed to the North Community Council in May of 2000 until May of 2001. From January of 2002 to 2007 Shelley was annually appointed by City Council to the Community Services Advisory Board. She welcomed the opportunity to learn about how the City operates from the inside. For three years during this period, Shelley chaired the Multicultural portion of the Community Investment Grants (In 2004 and 2005 the grants totaled $945,000 and 1.3 million respectively.) and for two years she chaired the committee responsible for the Social Services and Recreation/Amateur Sport categories of the grants overseen by the Board. Shelley resigned from the Board in April of 2007 to declare her candidacy for Ward Two Councillor in the 2007 City of Edmonton Municipal Election. In recognition of her Community Service in the fall of 2002 Shelley was awarded the Queen’s Golden Jubilee Medal and in the fall of 2005 the Alberta Centennial Medal. In 2005 Shelley was Canada Revenue Agency’s Loan Representative to the Edmonton United Way. In September of 2006 Shelley requested permission from her employer to run in the October 2007 Edmonton Municipal Election. One of the conditions for the permission being granted is that unpaid leave must be taken from Nomination Day to Election Day. Shelley was the sole rookie in the race and the only female challenger for the two councillor positions. Shelley was thrilled to have finished a very respectable fourth out of six candidates. She was complimented on her positive campaign; several people told her they were impressed that she had not run down anyone. When Shelley returned to work colleagues told her they were proud of her. On April 11, 2008 Shelley was presented with the President’s Award from Area One Council in recognition of her community involvement and leadership over the past 20
years. In June of 2009 Shelley was presented with Catholic Social Services Outstanding Volunteer Service Award. During the fall of 2009 Shelley participated in and graduated from the Edmonton Police Service’s Citizens Police Academy. Shelley received permission from her employer to run in the 2010 Municipal Election on May 15, 2010 and immediately announced her candidacy for Ward Two Councillor. With the City moving to 12 wards only one Councillor would be elected to represent Ward Two. Shelley’s goal was to finish in the top three and on Election Night she was very excited to have wound up the third candidate in a field of six candidates. During the early summer of 2010 Shelley worked with Front Yards in Bloom to recognize yards in Kensington that were contributing to the beauty of the Community. Since 2011 Shelley has worked with other volunteers to also recognize pretty yards in Calder, Rosslyn, Lauderdale, Athlone, Dunvegan and Wellington Park. In August of 2012 Shelley was awarded the inaugural Community Spirit Award to recognize the effort extended in the six communities. In November of 2011 Shelley was elected Secretary of the North West Edmonton Bingo Association (Kensington Bingo) and in December of 2012 when the Treasurer stepped down Shelley was elected Secretary Treasurer for the Association. Shelley continues to serve in the capacity of Secretary for the Association. In 2013 Shelley ran in the Municipal Election for Ward Two Councillor to replace Kim Krushell. She is registered to run for Ward Two Councillor in the 2017 Municipal Election. Shelley is the very proud Aunt of three nephews and a niece. She is a regular blood donor (156 whole blood donations and counting); at work Shelley coordinated the Life Bus for blood donors and organized the Corporate Challenge Blood Challenge. Shelley canvasses for Health related fundraising drives. Shelley enjoys baking, reading, needlework, sewing, jigsaw puzzles and movies. From 1995 through 1997 Shelley coordinated the baking of 40 fruit cakes to be sold in the Festival of Tree’s Sweet Shop. She is also a regular visitor to the Edmonton Film Society’s screening of movies and particularly enjoys romantic comedies.
