Gasoline, diesel oil, propane, furnace oil, and stove oil are all listed as petroleum products under the Petroleum Products Pricing Act. However, while the Act permits the regulation of all those products, section 4(1) of the regulations specifies that only gasoline and ultra-low sulfur diesel oil are subject to pricing regulations.

No regulations have been introduced by the government to have propane, furnace oil, and/or stove oil regulated by any entity. As such, the price of these products is not currently regulated, and companies may set their own prices and fees.

Summer gasoline costs more to produce than winter gasoline, ultimately rising fuel prices in the warmer months.

Gasoline formulas change with the seasons. In summer, refiners remove lighter, cheaper components like butane and replace them with heavier, more expensive ones like alkylates. That’s because butane evaporates quickly in heat, which can increase emissions and affect air quality.

In winter, butane is added back in to help engines start in cold temperatures.

Summer fuel blending standards are managed by the federal government and implemented on April 15. The shift back to winter blending happens on September 15.

Simply put, anyone can ask the Board to review fuel prices, mark-ups, or zone boundaries.

That includes individuals, companies, retailers, wholesalers, wholesaler retailers, and the Minister of Service Nova Scotia.

When a request comes in, the Board must look into it. That can mean conducting an investigation, holding a hearing, or both, to determine whether the current prices, mark-ups, or boundaries are fair and reasonable.

The Board doesn’t use crude oil prices to set fuel prices. Instead, it relies on NYMEX's spot prices for E10 gasoline, E10 Premium gasoline, and Ultra-low sulfur diesel (ULSD).

Crude oil, gasoline, and diesel are different products in the market and are subject to different supply and demand influences. The three products may move in different directions and/or at different speeds on individual days. That’s why the Board uses gasoline and diesel market values to set pump prices — they reflect what it really costs to buy the refined fuel.
