NCNL SUPPORTS DILG-1 YOUTH SUMMIT 2026 FOR PEACE, GOOD GOVERNANCE, AND DRUG-FREE COMMUNITIES
San Fernando City, La Union — The Department of the Interior and Local Government (DILG) Regional Office 1, in collaboration with the Naval Command Northern Luzon (NCNL), conducted the two-day Youth Summit 2026 focused on empowering the youth to become active partners in promoting strategic peace, governance, and a drug-free community at the Naval Station Ernesto Ogbinar Gymnasium, Poro Point, San Fernando City, La Union, from September 11 to 12, 2026.
With the theme “Empowering Youth for Strategic Peace, Governance, and Substance Abuse Prevention,” the summit brought together different government agencies and security forces to provide students from different schools with practical knowledge and encourage them to take an active role in addressing issues affecting young people and their communities.
The NCNL, through the Civil Military Operations Unit-Northern Luzon (CMOU-NL), Installation Management Facilities-Northern Luzon (IMF-NL), and Cyber Warfare Group-Northern Luzon (CWG-NL), provided support and assistance in the successful conduct of the activity. Further, one of the highlights of the Command’s participation was the West Philippine Sea (WPS) awareness drive conducted by CMOU-NL and the Staff Judge Advocate (SJA) of NCNL. The discussion emphasized the importance of understanding the country’s maritime interests, protecting national interests, and encouraging the youth to become informed citizens.
On the first day, the summit featured discussions on the role of the youth in peace and order and public safety, the Capacitating Urban Communities for Peace and Development (CUCPD) Framework, national security awareness, and the importance of protecting young people from deceptive recruitment and radicalization.
On the second day, the discussions focused on substance abuse prevention and youth well-being. Participants were briefed on local ordinances concerning anti-vaping and smoking, the harmful effects of illegal drugs, mental health and wellness, stress management, and the current situation of substance use among the youth.
Overall, the Youth Summit 2026 provided an opportunity for young people to gain a better understanding of their role in promoting peace, safety, good governance, and a healthy and responsible community. The activity also strengthened cooperation among government agencies, security forces, schools, and the youth in addressing issues that affect the younger generation.
