የአማራ ክልል ምክር ቤት መደበኛ ጉባኤ ዛሬ ጀምረናል። በ2016 በጀት አመት የተከናወኑ የሰላም፣ የልማትና መልካም አስተዳደር ስራዎች በጥልቀት እየተመከረባቸው የዋለ ሲሆን በቀጣይ ተከታታይ ቀናትም ውይይቱ ቀጥሎ በምክር ቤቱ አቅጣጫ ይቀመጣል ።

በደቡብ ኢትዮጵያ ጎፋ ዞን፣ ገዜ ጎፋ ወረዳ፣ ኬንቾ ሳቻ ጎዝዲ ቀበሌ በደረሰው የመሬት መደርመስ አደጋ ህይወታቸውን ባጡ ኢትዮጵያዊያን ወገኖቼ ከፍተኛ ሀዘን ተሰምቶኛል ።የሰማይ አምላክ እግዚአብሔር ያን የደግነትና የእርቅ ተምሳሌት የሆነ ኢትዮጵያዊ ድንቅ ህዝብ ሀዘናቸውን እንድያጽናናልኝ የዘወትር ጸሎቴ ነው።

ፍትሐዊ የሃብት ክፍፍል፣ ውጤታማ የፊስካል ሽግግርና በክልሎች መካከል የተመጣጠነ እድገትን ማረጋገጥ ለጠንካራ የፌዴራል ስርዓት ጽኑ መሠረቶች መሆናቸውን የኢፌዲሪ ፌዴሬሽን ምክር ቤት አፈ ጉባኤ የተከበሩ አቶ አገኘሁ ተሻገር ገለጹ፡፡
የተከበሩ አፈ ጉባኤው ይህን ያሉት «የፊስካል ፌደራሊዝም መሰረታዊ ጉዳዮች እና የኢትዮጵያ ተጨባጭ ሁኔታ» በሚል ርዕስ ለፌዴሬሽን ምክር ቤት አባላት በተዘጋጀው የሥልጠና መድረክ ላይ ሲሆን ፌዴራላዊ ሥርዓት ከሌሎች ሥርዓተ መንግሥታት በተሻለ ደረጃ ዘላቂ ሰላምን ለማረጋገጥ፣ የሕዝቦችን በእኩልነት አብሮ የመኖርና በጋራ የመበልፀግ ዓላማ ለማሳካት የሚያስችል ሥርዓት እንደሆነ አስታውሰው ለሥርዓቱ ዘላቂነት ፍትሐዊ የሃብት ክፍፍል፣ ውጤታማ የፊስካል ሽግግርና በክልሎች መካከል የተመጣጠነ እድገትን ማረጋገጥ ይገባል ብለዋል፡፡

የተከበሩ አፈ ጉባኤው አያይዘውም ያልተማከለ የፋይናንስ አስተዳደር በሚከተሉ ሀገራት ተግባራዊ ከሚደረጉ የፊስካል ሽግግሮች አንዱ የጋራ ገቢ ክፍፍል እንደሆነ አስታውሰው በአንዳንድ ሀገራት የፊስካል ሽግግር የፌዴራል መንግሥትና የበታች የአስተዳደር አካላት የጋራ ተብለው ከተለዩ የገቢ ዓይነቶች ላይ የገቢ ወይም የታክስ ምጣኔን በመጋራት የገቢ ክፍፍል የሚያደርጉ ሲሆን በሌሎች ሀገራት ደግሞ የጋራ ተብለው በተለዩ ገቢዎች ላይ ታክስ የመጣል እና የመሰብሰብ ሥልጣን ለፌዴራል መንግሥት ብቻ በመስጠት የፌዴራል መንግሥቱ የሰበሰበውን ገቢ በተለያየ መርህ ላይ በመመሥረት ገቢው በፌዴራል መንግሥት እና በክልሎች መካከል እንደሚከፋፈል አስረድተዋል፡፡

የተከበሩ አቶ አገኘሁ ተሻገር በክልሎች መካከል የተመጣጠነ ዕድገትን ለማረጋገጥና ዘላቂ ሰላምን ለማስፈን የሚዘጋጁ ቀመሮችን፣ ምክረ ሃሳቦችን፣ የሕግ ማዕቀፎችንና የአሠራር ሥርዓቶችን ጥራት በማረጋገጥና ተግባራዊ እንዲሆኑ በማድረግ ረገድ ምክር ቤቱ የማይተካ ሚና እንዳለው አስገንዝበው የምክር ቤቱ አባላት በእውቀትና በመረጃ ላይ የተመሠረተ ውሳኔ ለማሳለፍ እንዲህ አይነቱ ሥልጠና ያለው ጠቀሜታ በእጅጉ የጎላ እንደሆነ አመላክተዋል፡፡

የኢፌዲሪ ፌዴሬሽን ምክር ቤት በኢፌዲሪ ሕገ መንግሥትና የምክር ቤቱን ሥልጣንና ተግባር ለመዘርዘር ተሻሽሎ በወጣው አዋጅ መሠረት የክልሎችና የፌዴራሉ መንግሥት የጋራ ተብለው የተመደቡ ገቢዎች በሁለቱ መካከል የሚከፋፈልበትንና የፌዴራሉ መንግሥት ለክልሎች ድጎማ የሚሰጥበትን ቀመር እንደሚወስን በግልጽ ተደንግጎ አንደሚገኝ ይታወቃል።

In a bid to strengthen the Phyto-Sanitary system and also to further ensure the competitiveness of agricultural export from Ethiopia 🇪🇹, EHPEA handed over 12 different items to EAA which Worth about 1.54 Million birr including among others, desktop computers, printer, cameras, eskimo suits, movable inspection tables, safety shoes, and the like...

This is aimed at further professionalization of the inspection at Bole International Airport.The items were procured with the contribution of member farms.

Shaping the Future of Ethiopian Exports: National Phytosanitary Conference Held in Addis Ababa

A successful National Phytosanitary Conference, themed "Shaping Present and Future Directions," took place today at the Haile Grand Hotel in Addis Ababa. The event, co-organized by the Ethiopian Horticulture Producer Exporters Association (EHPEA) and the Ethiopian Agricultural Authority (EAA), addressed critical phytosanitary concerns impacting Ethiopia's major exports, including coffee, cut flowers, and cuttings.

The conference highlighted the importance of implementing International Phytosanitary Measures (ISPMs) to ensure national and global food security, facilitate safe trade, and protect the environment.

H.E. Ambassador Deriba Kuma stressed the need for collaboration and cooperation in establishing a robust national phytosanitary system urging active participation from all stakeholders.

Mr. Wondale Habtamu, the NPPO, delivered a keynote address on the technical aspects of phytosanitary measures and their role in international trade, plant resource protection, biodiversity, and Ethiopia's ecosystem underlining the evolving requirements of importing countries.

Mr. Tewodros Zewdie, Executive Director of EHPEA, echoed the importance of collaboration between regulatory bodies, private sectors, and various stakeholders to implement international plant health standards. He also highlighted joint efforts by EAA, EHPEA, and others to bolster capacity in phytosanitary compliance, resulting in a significant reduction of False Codling Moth (FCM) interceptions, a major concern for European plant health regulations.

The event featured insightful presentations by subject matter experts on; EU plant health regulations, Emerging phytosanitary trends and their implications for East African countries, Challenges of False Codling Moth, as well as The role of public and private sectors in smooth export trade.
