55ኛ መደበኛ የሚኒስትሮች ምክር ቤት ስብሰባ ውሳኔዎች

የሚኒስትሮች ምክር ቤት በዛሬው ዕለት ባካሄደው 55ኛ መደበኛ ስብሰባ በተለያዩ ጉዳዮች
ላይ ተወያይቶ ውሳኔ አሳለፈ፡፡

1. በቅድሚያ ምክር ቤቱ የተወያየው በሁለት የፋይናንስ ድጋፍና ብድር ስምምነቶች ላይ ነው፡፡ የመጀመሪያው ለአርብቶ አደር ምግብና የኑሮ ዘይቤ ማሻሻያ ፕሮጀክት ማስፈፀሚያ የሚውል ከአፍሪካ ልማት ባንክ የአርባ ስድስት ሚሊዮን ሶስት መቶ ሺህ (46,300,000) የአሜሪካን ዶላር ብድር ስምምነት ነው፡፡ ሁለተኛው ለስድስተኛ ምዕራፍ ልማታዊ ሴፍትኔት ፕሮጀክት ማስፈፀሚያ የሚውል ከዓለም ዓቀፍ የልማት ማህበር የአንድ መቶ አርባ ስድስት ሚሊዮን አንድ መቶ ሺ (146,100,000) ኤስ ዲ አር ብድር ስምምነት ነው፡፡ ምክር ቤቱ ሁለቱም የብድር ስምምነቶች ከአገራችን የብድር አስተዳደር ፖሊሲ ጋር የሚጣጣሙ መሆናቸውን በማረጋገጥ የብድር ስምምነት ማጽደቂያ ረቂቅ አዋጆቹ ለሕዝብ ተወካዮች ምክር ቤት እንዲተላለፉ በሙሉ ድምጽ ወስኗል፡፡

2. በመቀጠል ምክር ቤቱ የተወያየው የፌዴራል ታክስ አስተዳደር አዋጅ ለማሻሻል በቀረበ ረቂቅ አዋጅ ላይ ነው፡፡ የታክስ አስተዳደር አዋጅ ቁጥር 983/2008 ወጥቶ ሲሰራበት የቆየ ቢሆንም ባለፉት አመታት በሀገራችን በርካታ የኢኮኖሚ ለውጦች የተደረጉ በመሆኑ የታክስ አስተዳደር ሥርዓቱን ከዘመናዊ ዓለም አቀፍ ልምዶች ጋር ለማጣጣም፤ የታክስ አለመግባባቶችን በፍትሐዊነት፣ በሰላማዊ መንገድና በቅልጥፍና ለመፍታትና የተጠያቂነትና ግልጸኝነት አሰራር ለማስፈንና የታክስ ሕጎችን በተጠናከረ መልኩ ለማስፈጸም እንዲያስችል ተደርጎ ማሻሻያ ረቂቅ አዋጁ ተዘጋጅቶ ቀርቧል፡፡ ምክር ቤቱም በረቂ አዋጁ ላይ በሰፊው ከተወያየ በኋላ ግብአቶችን በማከል ወደ ሀዝብ ተወካዮች ምክር ቤት እንዲተላለፍ በሙሉ ድምጽ ወስኗል፡፡

ግንቦት 11/2018 ዓ.ም - የታክስ አስተዳደር ሥርዓቱን ይበልጥ ቀልጣፋ፣ ፍትሃዊ እና ከወቅቱ የኢኮኖሚ እንቅስቃሴ ጋር የተጣጣመ እንዲሆን ለማስቻል ነባሩን የታክስ አስተዳደር አዋጅ ቁጥር 983/2008 ለማሻሻል ከባለድርሻ አካላት ጋር በገንዘብ ሚኒስቴር መሰብሰቢያ አዳራሽ ውይይት ተካሄደ፡፡

የታክስ አስተዳደር አዋጅ ማሻሻያ ረቂቁን ያቀረቡት በገንዘብ ሚኒስቴር ከፍተኛ የህግ አማካሪ አቶ ዋሲሁን አባተ በታክስ አስተዳዳር ረገድ የሰው ሀይል አቅም ውሱንነት፣ የመልካም አስተዳዳር ችግሮች፣ የፍትሀዊነትና የታክስ ግዴታን የመወጣት ችግሮች እንዳሉ አመልተው ጥናት ተደርጎ መሻሻል ያለባቸው ቁልፍ ችግሮች መለየታቸውን አመልክተዋል፡፡

የታክስ የምስክር ወረቀት አሰጣጥ፣ የታክስ ያለመግበባትን በድርድር የመፍታት ግልግል ስርአት፣ የታክስ ውሳኔ ማስታወቂያ ላይ ማስካከያ ስለማድረግ፣ የይግባኝ ማቅረቢያ ጊዜ፣ የታክስ ውሳኔ ማሳወቂ ላይ ማሻሻያ የማድረጊያ የጊዜ ገደብ እንዲሁም ደረሰኝ ያለመስጠት በሚሉ የማሻሻያ ርእሰ ጉዳዮች ላይ የህግ አማካሪው ማብራሪያ ሰጥተዋል፡፡

የውይይት መድረኩ አላማ የሕጉ ረቂቅ ጸድቆ ወደ ሥራ ከመግባቱ በፊት፣ በሕጉ ቀጥተኛ ተገዢ የሆኑ የኅብረተሰብ ክፍሎችንና ባለሙያዎችን በማሳተፍ፣ ግብዓት መሰብሰብና ግልጽ ውይይት ማድረግ ሲሆን የታክስ አስተዳደር አዋጅ ማሻሻያ የሚመለከታቸው ግብር ከፋዮች፣ የንግዱ ማኅበረሰብ አባላት፣ የሕግና የኢኮኖሚ ባለሙያዎች እንዲሁም ፍላጎት ያላችሁ የኅብረተሰብ ክፍሎች በውይይቱ ተሳትፈዋል፡፡

ከተሳታፊዎች ለተነሱ የተለያዩ ጥያቄዎች ከመድረኩ ምላሽና ማብራሪያ የተሰጠ ሲሆን ከተሳታፊው የተገኘው ግብአት በሚሻሻለው የታክስ አስተዳደር አዋጅ ላይ ተካቶ እንደሚቀርብም ተውቋል፡፡

በክልሎች የመንግስት አገልግሎትና አስተዳደር ማሻሻያን ተግባራዊ ለማድረግ የሚያስችል የምክክር መድረክ ተካሄደ

ግንቦት 11/ 2018 – የክልሎችና ከተማ አስተዳደሮች ፋይናንስ ቢሮዎች በፋይናንስ ሴክተር አገልግሎትና አስተዳደር ሪፎርም ላይ ያተኮረ የሁለት ቀናት የምክክር መድረክ በኢትዮጵያ ብቃትና ሥራ አመራር ኢንስቲትዩት ተጀመረ፡፡

የውይይት መድረኩን የከፈቱት የገንዘብ ሚኒስትር ዲኤታ ክቡር አቶ ፍቃዱ ሆሮታ መንግሰት በሕዝቡ ዘንድ የታየውን የለውጥና የልማት ፍላጎትና ተነሳሽነት ለማሳካት ባለፉት ሰባት ዓመታት ሁለንተናዊ ዕድገትና ብልጽግና የሚያመጡ፣ በርካታ የልማትና የሪፎርም ስራዎችን በአጭር ጊዜ ውስጥ አከናውናል ብለዋል።

ከእነዚህ የለውጥና የልማት ስራዎች መካከልም በኢኮኖሚ ሪፎርም እና በመንግስት አገልግሎት ሪፎርም የታዩ ማሻሻያዎችን መጥቀስ ይቻላል ያሉት ሚንስትር ዲኤታው፤በተለይም አሠራራቸው ዲጂታል እንዲሆን ከተደረጉት አገልግሎቶች መካከል በሲቪል ሰርቪስ ማሻሻያ ፕሮግራም የተካተቱትን ማንሳት እንደሚቻል ጠቅሰው በዚህ ፕሮግራም የመንግስት አገልግሎት አሰጣጥ ብቃት ባለው፣ በስነምግባር የታነጸ ሰራተኛ እንዲፈጠርና ተልእኮን በውጤታማነት
ለመፈጸም የሚያስችል አደረጃጀትና ዘመናዊ የአሰራር ስርአት በመዘርጋት የተገልጋዮችን ዕርካታ ለማምጣት በሚያስችል መልኩ ተቋማትን መገንባት ላይ ሰፊ ስራ ተሰርቷል ብለዋል። አሠራሩን ወደ ታችኛው የአስተዳደር እርከን ለማውረድም ስትራቴጂ ተነድፎ እየተሄደበት እንደሚገኝም አብራርተዋል፡፡

ገንዘብ ሚኒስቴር እና ተጠሪ ተቋማት ባለፉት ሁለት ዓመታት በዝግጅት ምዕራፍ የተቀመጡ የማሻሻያው መሰረታዊ ተግባራትን፣የአስተዳደራዊ ሥራዎች ማሻሻያን፣ የመንግስት አገልግሎትና አስተዳደር ማሻሻያ ተግባራትን ሲያካሂድ ቆይተዋል፡፡ በዝግጅት ምዕራፍ በተካሄዱ የማሻሻያ ስራዎችም የተገኙ በርካታ ዕውቀቶች እና ልምዶች ለክልሎች ለማካፈል መድረኩ ተዘጋጅቷል ብለዋል፡፡

የፋይናንስ ሴክተር የአገልግሎትና አስተዳደር ማሻሻያው በተቀናጀ፣ በተናበበና ዓለም አቀፋዊ ደረጃዎችን ባገናዘበ መልኩ መካሄድ ያለበት በመሆኑ በዛሬው ዕለት ለሁሉም ብሔራዊ ክልላዊ መንግስታትና ከተማ አስተዳደሮች የፋይናንስ ቢሮ ኃላፊዎች እና ሌሎች ከፍተኛ ኃላፊዎች በገንዘብ ሚኒስቴር አማካኝነት ውይይት መጀመሩንም ተናግረዋል፡፡

በውይይት መድረኩ ላይ የክልል እና ከተማ አስተዳደር የፋይናንስ ቢሮ ኃላፊዎች፣ የክልል እና ከተማ አስተዳደር የፋይናንስ ሴክተር ሪፎርም አብይና ቴክኒክ ኮሚቴ አባላት፣ የክልል ፕሬዚዳንት ጽ/ቤት ተወካዮች፣ የከተማ አስተዳደር የከንቲባ ጽ/ቤት ተወካዮች ተሳትፈዋል፡፡

ለሁለት ቀናት በሚካሄደው የምክክር መድረክ በፋይናንስ ሴክተር ሪፎርም በዝግጅት ምዕራፍ የተከናወኑ ዋና ዋና ተግባራት፣ የተቋም ሁኔታ ዳሰሳ (የነባራዊ ሁኔታ ዳሰሳ፣ የቁልፍ ችግሮች ልየታ፣ የገንዘብ ሚኒስቴር ተሞክሮ)፣ የመንግስት ሠራተኞች የቴክኒክና የባህሪ ብቃት ማዕቀፍ፣ የአገልግሎት ስነ-ምድብ (Service taxonomy) አዘገጃጀት፣ የአገልግሎት ስታንደርድ፣ ፍሰት፣ ማፒንግ እና ካታሎግ አዘገጃጀት እንዲሁም የኢንዱስትሪ ምድብ እና ሙያ ምድብ በሚሉ ርእሰ ጉዳዮች ላይ ውይይት እንደሚካሄድ ታውቋል፡፡

Ethiopia and UNIDO Reaffirm Commitment to Accelerate Industrial Growth and Economic Transformation

ADDIS ABABA – May 18, 2026 - H.E. Semereta Sewasew, State Minister of Finance, held a productive bilateral meeting with H.E. Stephen Bainous Kargbo, the United Nations Industrial Development Organization (UNIDO) Country Representative to Ethiopia. The discussions focused on reviewing ongoing initiatives and exploring new strategic areas of collaboration to strengthen Ethiopia’s industrial sector.

During the discussion, the officials examined the progress of several important national economic projects and explored opportunities for future development. They highlighted efforts in developing industrial parks to improve infrastructure, attract investment, and strengthen manufacturing capacity.

The discussion also focused on advancing the modernization and sustainability of the Mojo Leather Factory, a key player in Ethiopia’s leather industry. Additionally, the officials emphasized the importance of the Coffee Platform, a initiative aimed at increasing value addition, enhancing commercialization, and boosting Ethiopia’s competitiveness in the global coffee market.

The dialogue also explored broader cooperation frameworks between the Ministry of Finance and UNIDO. These frameworks are designed to support sustainable industrialization, stimulate private sector development, and advance Ethiopia’s overarching economic transformation agenda.

Both parties concluded the meeting by reaffirming their shared commitment to deepening their partnership. Moving forward, the Ministry of Finance and UNIDO will continue to advance joint initiatives that contribute to the growth, modernization, and global competitiveness of Ethiopia’s manufacturing and industrial sectors.

Ethiopia and Republic of Korea Review Progress of Development Cooperation and Consult on Upcoming Priorities

ADDIS ABABA – May 15, 2026 — The Ministry of Finance of Ethiopia today hosted the Ethiopia–Republic of Korea ODA Portfolio Review to assess progress in ongoing development cooperation initiatives and consult on shared priorities for future engagement. The meeting brought together senior government officials and representatives from the Republic of Korea’s key development cooperation agencies, including Korea EXIM Bank/EDCF, KOICA, KOFIH, and KOPIA.

The review focused on the implementation status of Korea-supported projects across priority sectors and explored ways to further strengthen coordination, implementation effectiveness, and alignment with Ethiopia’s national reform and development priorities. Korea’s active development cooperation portfolio in Ethiopia currently exceeds USD 1.2 billion.

H.E. Semereta Sewasew, State Minister of Finance, described the relationship between Ethiopia and the Republic of Korea as a strong and evolving partnership built on mutual respect, shared priorities, and practical cooperation. She noted that Korean support continues to contribute to critical sectors including infrastructure, health, agriculture, human capital development, and climate resilience, while also supporting institutional capacity building and knowledge transfer.

“Our partnership has continued to grow through shared priorities and practical cooperation,” State Minister Semereta said. “Today’s discussion provides an opportunity not only to review progress, but also to reflect on how we can further strengthen the effectiveness, responsiveness, and impact of our cooperation.”

H.E. Mr. Jung Kang, Ambassador of the Republic of Korea to Ethiopia, noted that this marks the fourth consecutive year of the joint portfolio review process, reflecting the continued commitment of both countries to structured dialogue and effective partnership. He also acknowledged Ethiopia’s ongoing reform efforts under the Homegrown Economic Reform agenda and emphasized the importance of continued collaboration to support sustainable development outcomes.

Ambassador Jung Kang further highlighted the revised EDCF framework agreement signed in June 2024, which increased the financing ceiling to USD 1 billion for the 2024–2028 period.
The review covered a broad portfolio of initiatives implemented through various Korean development cooperation agencies. Korea EXIM Bank, through its EDCF program, currently manages an active portfolio valued at approximately USD 961 million across 13 projects in sectors including energy, transport, health, and water. KOICA, which has partnered with Ethiopia since 1995, is implementing 18 active projects with investments exceeding USD 200 million focused on industry, health, and urban resilience.

KOFIH has supported Ethiopia’s health sector since 2014 with investments amounting to approximately USD 45 million, including support for the Dr. Lee Jong-Wook Fellowship, through which 197 Ethiopian health professionals have received training. KOPIA also continues to support agricultural development and innovation, including a recently launched soil health initiative in the Becho and Ada’a Plains.

State Minister Semereta further emphasized the importance of maintaining strong implementation performance, coordination, and mutual accountability to ensure development cooperation delivers tangible and sustainable results.

The meeting concluded with a shared understanding to continue regular portfolio review engagements and strengthen joint follow-up mechanisms to address implementation bottlenecks and support effective delivery of ongoing projects and future cooperation priorities.

መሰብሰብና ግልጽ ውይይት ማድረግ አፈላጊ በመሆኑ፣ የታክስ አስተዳደር አዋጅ ማሻሻያ የሚመለከታችሁ ግብር ከፋዮች፣ የንግዱ ማኅበረሰብ አባላት፣ የሕግና የኢኮኖሚ ባለሙያዎች እንዲሁም ፍላጎት ያላችሁ የኅብረተሰብ ክፍሎች በሙሉ ግንቦት 11 ቀን 2018 ዓ.ም ከጠዋቱ 3፡00 ጀምሮ ስድስት ኪሎ በሚገኘው የገንዘብ ሚኒስቴር ዋና መሥሪያ ቤት ቅጥር ግቢ፤በአካል በመገኘት አስተያየታችሁን እንድትሰጡ ጥሪያችንን እናስተላልፋለን።

በተጨማሪም፣ በረቂቅ አዋጁ ላይ የጽሑፍ አስተያየት መስጠት ለምትፈልጉ አካላት፣ የአዋጁን ዝርዝር የድንጋጌዎች ረቂቅ (በአማርኛ ቅጂ) በገንዘብ ሚኒስቴር ድኅረ-ገጽ ላይ መመልከት የምትችሉ መሆኑን እየገለጽን፤ ያዘጋጃችሁትን ዝርዝር አስተያየት እስከ ግንቦት 12 ቀን 2018 ዓ.ም ድረስ በኢሜይል አድራሻ [email protected] እንድትልኩልን በአክብሮት እንጋብዛለን።
