Strengthening Fiji’s cyber resilience through collaboration, preparedness and innovation.

The Ministry today concluded day two of the Cyber Tabletop Exercise (TTX) series with ITC, focused on strengthening responses to ransomware, deepfakes and emerging cyber threats.

Together, we continue working towards a safer and more secure digital future for all Fijians.

Continuing to prioritise, uplift and strengthen the capabilities of our cyber workforce, the Ministry hosted day two of the Cyber Tabletop Exercise (TTX) series with ITC today - 28 May 2026.

This is a key priority of the National Cyber Security and Resilience Strategy (NCRS) (2026-2031), as echoed by Minister Naivalurua, who noted, 'The implementation of the National Cyber Security and Resilience Strategy (NCRS) (2026-2031) remains a national priority. The strategy provides the overarching framework that sets government of Fiji’s vision for protecting and safeguarding our nation’.

The exercise was a collaboration between the Fiji Computer Emergency Response Team (Fiji CERT) and the Australian Government. Delivered by KPMG Australia and KPMG Fiji, the two day event series aimed to test ITC’s ability to effectively respond to a simulated cyber incident, to ensure a prompt, effective and coordinated response in the event of a real life incident. KMPG Australia Cyber Partner, Mr Greg Miller, emphasised the importance of the exercise, stating that 'KPMG is honoured to be working with the governments of Fiji and Australia to build cyber resilience across the Pacific. These cyber exercises are a great way to come together, learn from one another and leave better prepared.’

The second day focused on how to address ransomware threats, while simultaneously ensuring that teams know how to effectively escalate cyber threats, navigate cyber threats when key team members are absent and how to address deepfakes and emerging AI threats.

Minister Naivalurua attended the second day - underscoring the Goverment of Fiji’s value on cybersecurity, as emphasized by the NCRS which has an action item highlighting the importance of cyber TTXs.

The session concluded with a recap of the two-day session, exploring how learnings can be practically applied. By simulating a cyber incident before an actual incident occurs, the Ministry emphasises its dedication to ensure overall cybersecurity readiness and resilience.

The National Cybersecurity Website remains the key source of information for all Fijians wanting to enhance their cybersecurity, report cyber incidents and stay safe online. The website has a range of resources which assist with cyber hygiene and creates a safer digital environment for all.

FIJI STRENGTHENS REGIONAL SECURITY AND CYBER RESILIENCE

The Government is continuing to strengthen Fiji’s response to transnational organised crime, cybersecurity threats and regional security challenges through a more integrated and intelligence-led approach.

The Minister for Policing and Communications Hon. Ioane Naivalurua told Parliament that Fiji’s strategic focus includes the modernisation of policing laws, stronger maritime security coordination, expanded community policing networks and improved regional partnerships across the Pacific.

Key priorities include the proposed Fiji Police Bill 2026, establishment of the Counter Narcotics Bureau, strengthening of cybersecurity and resilience systems, and enhanced cooperation with regional law enforcement agencies.

Minister Naivalurua said the Pacific region faces increasingly interconnected threats, including illicit drugs, organised crime and cyber-enabled offences, requiring stronger collaboration between Pacific nations.

He also highlighted the importance of the Blue Pacific Ocean of Peace Declaration, which reinforces the shared responsibility of Pacific countries to ensure the region remains secure, peaceful and protected from criminal exploitation.

Pacific Ocean connects the region and must continue to be safeguarded through unity, cooperation and collective action.

FIJICERT CYBER TABLETOP EXERCISE STRENGTHENS GOVERNMENT CYBER RESILIENCE 🇫🇯

To uplift our national cyber resilience and to strengthen the capabilities of our people, the Ministry, through the National Computer Emergency Response Team (FijiCERT), is prioritising a series of Cyber Tabletop Exercises for select government agencies and essential sectors.

Today, and continuing tomorrow, 28 May 2026, the Ministry, with the support of the Australian Government, is conducting a Cyber Tabletop Exercise for the Government Department of ITC Services. Representatives from key select ministries are also observing the exercise, deepening whole-of-government understanding of how cyber threats can be effectively identified, managed and resolved.

In opening today’s session, the Director-General Digital Government Transformation, Cybersecurity and Communications, Ms Tupoutuah Baravilala, emphasised that properly designed tabletop exercises like these materialise Government’s commitments under the National Cybersecurity and Resilience Strategy 2026–2031.

“This is part of Government’s broader efforts to strengthen cybersecurity at all levels, from frontline operations to senior leadership, so that our people and institutions can trust and confidently use government digital systems. This exercise ensures that when a real significant cyber incident strikes, our response must be instinctive, coordinated, and swift across government,” said DG Baravilala.

The Cyber Tabletop Exercise is being expertly facilitated by KPMG Australia. And more engaging discussions are expected tomorrow!!
