Nationwide โ As April begins, Ministry of Strategic Planning, National Development and Statistics join organizations across the country and the nation in observing Workplace Conflict Awareness Month. This month serves as a vital reminder that while conflict is an inevitable part of human interaction, preventable workplace disputes can and should be resolved professionally and constructively.
Workplace conflicts, if left unaddressed, contribute to heightened stress levels and diminished organizational health. However, history shows us progress is possible. From the rigid, employee blame cultures of the Industrial Revolution and Great Depression to the more nurturing, collaborative environments shaped by the Human Relations Movement, we have learned that happier employees are more productive employees. The Ministry of Strategic Planning, National Development and Statistics acknowledges the participation of Mr. Nizal Monish Rao, Analyst - Special Projects in an intensive international seminar held in the Peopleโs Republic of China from 11โ24 March 2026.
The seminar, conducted across Beijing and Wuhan, provided a comprehensive platform for engagement on governance, modernization, and global cooperation. It brought together participants from various countries to exchange knowledge, strengthen partnerships, and explore collaborative approaches to shared development challenges.
During the programme, Mr. Nizal Monish Rao engaged in a series of high-level lectures covering Chinaโs governance models, public diplomacy, and talent development. The seminar also included site visits to leading institutions such as FiberHome Technologies and Dongfeng Motor Corporation, offering insights into advancements in laser technology and the automotive sector.
Further sessions explored sustainability focused initiatives, including the China Emissions Exchange and rural revitalization efforts in Xiaochuan Village, highlighting approaches to inclusive growth and environmental stewardship. Cultural engagements, including visits to the Great Wall and the Hubei Provincial Museum, reinforced the importance of preserving cultural heritage alongside modernization.
While participating in the seminar, Mr. Nizal Monish Rao shared perspectives on Fijiโs economic infrastructure development, emphasizing the importance of building resilient systems to support sustainable growth. Key issues highlighted included the urgency of addressing climate change through investment in advanced technology and communication systems, as well as the need for policy reforms to strengthen revenue collection and ensure effective mobilization of public resources.
The Ministry recognizes the value of such international engagements, particularly for small island developing states, where partnerships are critical in addressing global challenges and advancing shared solutions.

Stakeholders from the Ministry convened for the second day of the strategic planning retreat, engaging in a comprehensive series of departmental presentations and forward-looking discussions aimed at shaping the organizationโs trajectory.
The day commenced with presentations from key departmental heads, offering insights into their respective areas. The sessions provided a platform for teams to outline their highlights, conduct SWOT analyses, address potential risks, and identify critical training needs to bolster capacity. Presentations were delivered by representatives from all departments fostering a holistic understanding of the ministryโs operations.
Following the departmental updates, the focus shifted to the organizationโs future with the presentation and discussion of the Draft Strategic Plan ๏ผ2029๏ผ. The session, led by the Acting Head of Strategic Planning, facilitated a collaborative review of the proposed goals and objectives. This was followed by an interactive group activity designed to refine the plan, ensuring it aligns with the ministryโs vision and mandates.
The afternoon session was dedicated to operationalizing the vision. Attendees took part in the presentation and discussion of the Operational Plan, breaking down strategic goals into actionable steps. Further group activities encouraged collaborative problem-solving and consensus-building on implementation strategies.
The day concluded with a recap session, preparing participants for the final dayโs team-building exercises. Acting Director Corporate Services, Mr. Aloesi Bainivalu, who guided much of the dayโs proceedings, emphasized the importance of the collective effort. In closing remarks, Dr. Neelesh Goundar reinforced the ministryโs commitment to its strategic goals, thanking the staff for their dedication and active participation in shaping a robust roadmap for the future.

The Ministry of Strategic Planning, National Development and Statistics (SPNDS) has officially commenced a two-day Strategic Planning Workshop, an internal exercise aimed at crafting the institutional blueprint that will guide its priorities and impact in the years ahead. The workshop underscores our commitment to strengthening the very foundations of national development and evidence-based governance in Fiji.
Permanent Secretary for SPNDS, Mr. Peni Sikivou, opened the session by reinforcing to staff that this initiative is both timely and necessary. He emphasized that the Ministry is not simply drafting a document but is actively defining the roadmap for its own future.
โOver these two days, we are engaged in a critical process to shape the institutional blueprint that will determine our collective priorities, enhance our performance, and sharpen our accountability and impact,โ Mr. Sikivou stated. โAs the Ministry at the helm of national development coordination and the producer of Fijiโs official statistics, our work is fundamental to credible and effective governance.โ
Mr. Sikivou highlighted the unique and critical function of the Ministry, especially with the Bureau of Statistics operating as an integral arm. โThe work we do underpins every major national policy decision. From coordinating national development frameworks to aligning sectoral strategies and producing high-quality statistics, we provide the evidence base that informs government decision-making,โ he added. โA clear, coherent, and measurable strategic plan is therefore not an option, but an essential tool for a Ministry with our mandate.โ
The Permanent Secretary stressed that the new strategic plan will serve multiple practical functions: it will clarify the Ministryโs core mandate, foster better coordination between its various divisions, elevate service delivery standards, and establish robust frameworks for accountability and performance measurement.
โMost importantly,โ Mr. Sikivou noted, โthis plan will equip us to be proactive leaders in an increasingly complex policy and economic landscape, ensuring we are shaping the future rather than merely reacting to it.โ
The workshop is structured as a whole-of-Ministry effort, with participants expected to engage in honest reflection and constructive debate. โStrategic planning cannot be the work of a single unit. It requires shared ownership,โ Mr. Sikivou told the team. โWe must collectively identify our institutional gaps, propose practical solutions, and focus on outcomes that are both realistic and measurable.โ
Key discussion areas over the two days include refining the Ministryโs vision and mission, defining strategic priorities, strengthening the crucial link between planning and statistical functions, improving data governance, and enhancing monitoring, evaluation, and reporting systems. The Ministry will also address the imperatives of digital transformation, data modernisation, and building institutional resilience to meet emerging global and regional challenges.
Concluding his remarks, Mr. Sikivou urged participants to view the final document as a dynamic tool for management and growth.
โA strategic plan must not sit on a shelf,โ he said. โIt must become our daily management tool, our performance guide, our reporting framework, and the basis for how we allocate our resources. If we get this right, we directly contribute to improved policy coherence, higher data quality, stronger government decision-making, and ultimately, greater public trust in our institutions.โ

The Ministry of Strategic Planning, National Development and Statistics today reinforced its commitment to shaping Fijiโs future, calling on its planners and statisticians to embrace bold, forward-thinking, and collaborative strategies to meet the nationโs long-term aspirations.
Officially opening the Ministryโs two-day Planning Workshop this morning, Assistant Minister in the Prime Ministerโs Office, Sakiusa Tubuna, urged senior officials and staff from the Ministry and the Fiji Bureau of Statistics to fully immerse themselves in aligning the institution's work with the governmentโs vision.
"This workshop is a critical exercise for us to think deeply, think farther, and collaborate effectively," Mr Tubuna stated. "The more exhaustively we plan, the better positioned we will be to anticipate challenges, optimize resource allocation, and adapt to an increasingly complex corporate, technological, and political environment."
The Assistant Minister underscored that robust planning is the foundation of effective governance. He highlighted that establishing a shared vision and SMART (Specific, Measurable, Achievable, Relevant, Time-bound) goals across departments ensures clarity, focus, and efficiency. This approach, he noted, streamlines processes, eliminates duplication, and directs resources toward areas of greatest impact while strengthening risk management capabilities.
"Planning provides a framework for informed decision-making, preventing reactive or ad-hoc choices. It strengthens our ability to identify risks beforehand and develop contingency plans to mitigate their impact," Mr. Tubuna added.
He reminded participants of the Ministry's pivotal role in delivering the government's five key priorities over the next five years, as outlined in national development plansโmany of which the Ministry itself helped design.
"I encourage you to view these priorities as your callingโyour direct contribution to enhancing government services and driving national progress," he said. "You must foster an agile workforce capable of pivoting when needed, adjusting to new opportunities and threats, while remaining focused on delivering results with minimal disruption."
The workshop brings together key stakeholders to chart the Ministry's strategic direction for the next five years, ensuring that Fijiโs development agenda is not only visionary but also grounded in data-driven, resilient, and actionable plans.
Mr. Tubuna officially declared the workshop open, wishing participants well as they undertake this crucial exercise, stating: "Commit yourselves as much as you can, like the wellbeing and development of the country depends on itโbecause it does."

The Permanent Secretary for Strategic Planning, National Development and Statistics, Mr. Peni Sikivou received a courtesy visit from the United Nations Resident Coordinator, His Excellency, Mr. Dirk Wegener, reaffirming the strong partnership between the Government and the United Nations system.
The meeting provided an opportunity to discuss ongoing collaboration in support of Fijiโs national development priorities, including sustainable economic growth, climate resilience, social inclusion, and the achievement of the Sustainable Development Goals ๏ผSDGs๏ผ.
The Permanent Secretary highlighted the Ministryโs central role in coordinating national development planning, policy alignment, and statistical systems, and emphasized the importance of continued UN support in strengthening institutional capacity, data systems, and evidence-based policymaking and inter development partner coordination.
Both parties acknowledged the value of the UNโs technical expertise and development assistance and explored opportunities to further align UN programmes with Fijiโs national development framework and strategic priorities.
The Ministry looks forward to continued close engagement with the UN Resident Coordinatorโs Office and the wider UN system to advance inclusive and sustainable development outcomes for all Fijians.

The Permanent Secretary for Strategic Planning, National Development and Statistics officially launched the event, which was held at the Holiday Inn on 16โ17 February 2026 under the theme "Financing National Priorities in a Changing World." His participation underscored government leadership in fostering open dialogue on how Fiji translates its national development objectives into budget decisions and measurable outcomes.
In his remarks at the launch, the Permanent Secretary stated: "Public policy is a study in imperfection. It involves imperfect people, with imperfect information, facing deeply imperfect choices, so it's not surprising that they're getting imperfect results. That is not an excuse. It is a reminder that policymaking is hard, and that better results do not come from good intentions alone. They come from disciplined systems, good information, coordination across institutions, and the willingness to learn and adjust."
The dialogue was jointly organized by the UNDP Vaka Pasifika project and PIANGO, with support from the European Union. It provided a structured platform for stakeholders often engaged separately to come together and examine Fiji's policy, planning, and budget cycles.
Over the two days, participants engaged in sessions covering the fiscal cycle, connections between policy and budget, debt management, external financing, and accountability mechanisms. Discussions drew on national processes and data, with presentations from government institutions including the Ministry of Finance, Parliament, the Auditor General's Office, and the Fiji Revenue and Customs Service, alongside contributions from civil society and development partners.
A key feature of the dialogue was its emphasis on practical outcomes. Participants worked collaboratively to identify actionable steps to strengthen engagement, improve follow-up mechanisms, and enhance accountability across institutions. The sessions concluded with the development of a "shopping list" of practical actions to improve how stakeholders engage with fiscal processes and track national priorities.
The dialogue reflected a shared commitment among participants to move beyond traditional consultation formats toward more structured, predictable engagement embedded earlier in the fiscal cycle. Discussions also highlighted the importance of clarity of roles and shared responsibility in achieving better development outcomes for the people of Fiji.
The Vaka Pasifika project continues to support platforms that enable Pacific stakeholders to design tailored solutions for public finance oversight and accountability, building on regional experience and Fiji's own institutional frameworks.
