Network Cabling & Installation Services

The FSM Department of Health and Social Affairs is seeking qualified contractors to submit quotations for structured network cabling for its new two-story building in Palikir (next to PTA Palikir).

Scope includes:

Cat6 or higher structured cabling
Fiber optic installation & termination
Network racks, patch panels & cable management
Testing, labeling, and full documentation
Coordination with DHSA IT team

Eligibility:

Registered FSM business
Proven cabling/fiber installation experience
At least 1 completed similar project

Submission must include:
Company profile, technical proposal, itemized quotation, and project timeline.

Public Announcement on Ebola and Hantavirus from the FSM Department of Health and Social Affairs

The FSM Department of Health and Social Affairs continues to monitor international public health developments involving Ebola Virus Disease (EVD) in Uganda and the Andes virus (Hantavirus) outbreak associated with the MV Hondius cruise ship. At this time, there are no confirmed cases of either disease in the Federated States of Micronesia, and the risk to the public remains low.

Ebola Virus Disease (EVD)

The current Ebola outbreak was first reporting in the Democratic Republic of the Congo and then in Uganda, East Africa. Ebola Virus Disease is a severe illness caused by the Ebola virus and spreads through direct contact with the blood or bodily fluids of an infected person who is showing symptoms. It is not spread through casual contact.

FSM health authorities are maintaining close communication with the World Health Organization (WHO) and regional partners to monitor developments and ensure preparedness measures remain current. Surveillance and readiness activities continue as part of FSM’s ongoing public health preparedness efforts.

Andes Virus (Hantavirus)

The Department is also monitoring the recent Andes virus outbreak linked to the MV Hondius cruise ship. Andes virus is a rare type of hantavirus found primarily in parts of South America, including Chile and Argentina. According to WHO guidance, the current outbreak involves passengers and crew connected to the cruise ship event.

Unlike most hantaviruses, Andes virus has shown limited person-to-person transmission, usually involving prolonged close contact with an infected individual. WHO recommendations currently focus on monitoring identified passengers, crew, and close contacts associated with the outbreak. There are currently no known cases or exposures linked to FSM.

What it means to the FSM?

The public is encouraged to continue practicing good hygiene and general health precautions, including regular handwashing, staying home when sick, and seeking medical attention if experiencing fever or respiratory symptoms following recent international travel. While no travel restriction is in place, the public is advised to delay unnecessary travel to the affected areas.

FSM health authorities will continue monitoring both situations closely and will provide updates should circumstances change.

The Department of Health and Social Services and the staff of Pohnpei State Hospital would like to express our sincere gratitude to Dr. Bale Kurabui for his extraordinary commitment and compassion in responding to an urgent medevac request from Nukuoro Island.

Last week, Pohnpei State Hospital received an emergency medevac request from Nukuoro. Unfortunately, due to the absence of ships in Pohnpei waters at the time, we were unable to respond immediately. Understanding the urgency of the situation, Dr. Bale Kurabui, who is currently working for FSM Department of Health Services under the supervision of the Director of Chuuk State Health Services, voluntarily boarded the ship and traveled to Nukuoro to assist the patient.

With the support and approval of Dr. Bosco and the leadership FSM Health Services, Dr. Bale successfully reached Nukuoro and safely escorted the patient all the way to Pohnpei State Hospital.
The patient has arrived safely and is now receiving the treatment and care needed.

This act of sacrifice, teamwork, and compassion truly reflects the spirit of healthcare service in Micronesia — where we work together beyond borders for the wellbeing of our people.

The FSM Department of Health and Social Affairs (FSM DHSA) has officially activated the Secretary’s Emergency Operation Center (SEOC) in response to the significant damage caused by Tropical Storm Sinlaku. Following the National Declaration of Emergency issued on April 13, 2026, the SEOC—located in the FSM DHSA Conference Room—will serve as the central hub for coordinating emergency planning and response efforts across affected states and communities.

PALIKIR, POHNPEI, FSM, April 4, 2026, The FSM Department of Health and Social Affairs (DHSA) has announced its new Sexual Harassment Policy. The policy reaffirms DHSA’s commitment to a safe, respectful, and professional workplace for employees, clients, contractors, and visitors.

The policy sets a a zero-tolerance stance on sexual harassment and establishes clear, confidential procedures for reporting, investigation, and responses. It guarantees prompt, impartial handling of reports, and robust protections against retaliation to complaints.

Secretary Marcus Samo said, ‘The well-being and dignity of our staff, clients, and partners is paramount. This policy reflects our commitment to a workplace free from sexual harassment and provides mechanisms to ensure everyone can work safely and with dignity.’

Secretary Marcus Samo said the policy reflects the department’s commitment to an inclusive and respectful workplace culture. The DHSA will deliver mandatory training for all staff and managers to ensure consistent understanding and application of the policy.
