The General Assembly of the Network, which convened on 14 November 2025 at the occasion of The Hague Colloquium, elected the new Board and President of the Network.

The new President of the Network is ๐Œ๐ซ ๐ƒ๐จ๐ง๐š๐ฅ ๐Žโ€™๐ƒ๐จ๐ง๐ง๐ž๐ฅ๐ฅ, Chief Justice of Ireland.

The Network of the Presidents of the Supreme Judicial Courts of the European Union holds its Colloquium on 13 and 14 November 2025 in The Hague, the Netherlands.

The event starts off on 13 November with a joint meeting between the Network and The Hague Judicial Club which brings together international courts and tribunals based in The Hague. The theme of the joint meeting is โ€œ๐“๐ก๐ž ๐‚๐จ๐ง๐ญ๐ซ๐ข๐›๐ฎ๐ญ๐ข๐จ๐ง ๐จ๐Ÿ ๐ˆ๐ง๐ญ๐ž๐ซ๐ง๐š๐ญ๐ข๐จ๐ง๐š๐ฅ ๐š๐ง๐ ๐๐š๐ญ๐ข๐จ๐ง๐š๐ฅ ๐‚๐จ๐ฎ๐ซ๐ญ๐ฌ ๐š๐ง๐ ๐“๐ซ๐ข๐›๐ฎ๐ง๐š๐ฅ๐ฌ ๐ญ๐จ ๐ญ๐ก๐ž ๐‘๐ฎ๐ฅ๐ž ๐จ๐Ÿ ๐‹๐š๐ฐโ€ and the keynote speeches of the session are delivered by Mr Yuji Iwasawa, President of the International Court of Justice, Ms Tomoko Akane, President of the International Criminal Court, Mr Mattias Guyomar, President of the European Court of Human Rights and Lord Robert Reed, President of the Supreme Court of the United Kingdom. The sessions is moderated by Ms Dineke de Groot, President of the Supreme Court of the Netherlands.

New Presidents of Supreme Courts have assumed office in Greece, Romania and Italy.

Ms Anastasia Papadopoulou assumed office as President of the Supreme Civil and Criminal Court of Greece โ€œAreios Pagosโ€ on 7 July 2025.

Ms Papadopoulou entered the judicial profession on May 26, 1989, as an Associate Judge at the Thessaloniki Court of First Instance. She was promoted to the rank of First Instance Judge in 1991. In 2005, Ms Papadopoulou was promoted to the rank of Presiding Judge of the Court of First Instance and served at the Drama Court of First Instance. In 2010, she was promoted to the rank of Judge of Appeal and served at the Thessaloniki Court of Appeal. In 2020, she was promoted to the rank of Presiding Judge of the Court of Appeal.

In 2021, Ms Papadopoulou was promoted to the rank of Supreme Court Judge. She was initially assigned to the First Civil Department of the Supreme Court, and in 2022, by a unanimous decision of the Supreme Judicial Council of the Supreme Court, she was appointed Director General of the National School of Judicial Officers. In 2024, she was promoted to the rank of Vice-President of the Supreme Court and retained her position as Director General of the National School of Judicial Officers, where she served in this capacity for three years.

Ms Lia Savonea assumed office as President of the High Court of Cassation and Justice of Romania on 1 August 2025.

Ms Savonea is a graduate of the Faculty of Law, University of Bucharest (1996) and holds a Ph.D. in Criminal Procedural Law from Nicolae Titulescu University of Bucharest.

President Savonea began her judicial career in 1996 at the Court of First Instance of District 6 in Bucharest. Between 2001 and 2003, she served as President of this court, before being promoted to the Bucharest Tribunal, where she led the First Criminal Chamber from 2003 to 2008. In 2008, she promoted to the Bucharest Court of Appeal, Second Criminal Chamber, where she subsequently held key leadership roles, including vice-president and acting president of the court. From 2012 to 2023, she served as President of the Bucharest Court of Appeal. Concurrently, she was a member of the Superior Council of Magistracy from 2017 to 2023, holding the position of President of the Council in 2019.

In June 2023, Ms Savonea was promoted to judge of the Criminal Chamber of the High Court of Cassation and Justice.

Mr Pasquale Dโ€™Ascola assumed office as First President of the Supreme Court of Cassation of Italy on 9 September 2025.

Mr Pasquale Dโ€™Ascola has been a member of the Italian Judiciary since 1981, first as a first-instance single judge in Verona and then as a member of the first-instance Court of the same town. From 2001 to 2007 he served at the Study & Research Office of the Court of Cassation and then became Supreme Court justice. In 2018 he was appointed President of Chamber, and in January 2020 he became President of the Second Civil Chamber of the Supreme Court.

Today, the Commission published its sixth annual Rule of Law Report. The 2025 Rule of Law Report examines developments across all Member States, both positive and negative, in four key areas for the rule of law: the justice system, the anti-corruption framework, media pluralism and freedom, and other institutional issues related to checks and balances.

As it did in 2024, the Report does not only cover 27 Member States but also includes four country chapters dedicated to developments in Albania, Montenegro, North Macedonia and Serbia.

Since 2022, the Report includes concrete recommendations to all Member States. The analysis in the 2025 Report therefore also contains a qualitative assessment of the progress made by the Member States towards implementing the previous yearsโ€™ recommendations.

Today, the European Commission published the thirteenth edition of the EU Justice Scoreboard, an annual report providing comparative data on the efficiency, quality, and independence of the justice systems among EU Member States. It shows that citizens in most Member States perceive judicial independence as having improved or remained stable, compared to last year.
This yearโ€™s Scoreboard also presents new indicators relevant for the single market, highlighting the essential role of efficient and independent justice systems in fostering a fair and competitive market environment.
Launched in 2013, the EU Justice Scoreboard serves as an analytic tool to monitor reforms related to the efficiency, quality and independence of the justice systems across EU Member States. It is part of the EUโ€™s Rule of Law toolbox.

๐‰๐”๐ƒ๐ซ. ๐…๐ซ๐š๐ง๐ญ๐ข๐ฌฬŒ๐ž๐ค ๐Œ๐จ๐ณ๐ง๐ž๐ซ has been working at the Supreme Court of the Slovak Republic since 1 April 2016 as a judge of the Criminal Law Chamber, since 9 March 2018 as the President of the Senate, and since 24 October 2019 as the President of the Criminal Law Chamber.

Mr Mozner is a graduate of the Faculty of Law of the Pavol Jozef ล afรกrik University in Koลกice.

From 1999 to 2008, he worked in the prosecutorโ€™s office, first as a legal trainee at the District Prosecutorโ€™s Office in Preลกov, later as a prosecutor at the Regional Prosecutorโ€™s Office in Preลกov in the department of first-instance criminal proceedings and the fight against organized crime.

In 2008, Mr Mozner was appointed to the position of judge with assignment to the District Court Koลกice I. In the years 2008โ€“2016, he served as a judge of the Criminal Law College of the Regional Court in Preลกov, and since January 2012 as the Chairman of the Criminal Law College.

In 2021, Mr Mozner became the President of the Association of Judges of Slovakia. Since 2018, he has been the representative of the Slovak Republic in the Consultative Council of European Judges. JUDr. Frantiลกek Mozner is an external member of the teaching staff of the Judicial Academy of the Slovak Republic.

On Friday, 28 March 2025 the Joint Meeting between the Network and the Court of Justice of the European Union (CJEU) took place at the Courtโ€™s premises in Luxembourg. The Meeting, which focused on judicial independence and the GDPR supervision of judicial processing of personal data, was attended by Members and Observers of the Network, Members of the Court of Justice and Members of the General Court.
โ€œI hope that the regular Joint Meetings with the CJEU, which the Covid-19 pandemic significantly disrupted, will now on resume their course. We all โ€“ the national courts and the CJEU โ€“ are important components of the legal machinery of the European Union. Dialogue through jurisprudence forms an important part of our everyday work. However, from time to time, and especially in turbulent times, it is essential to also meet and share experience in person. The focus of our Meeting, although approached from different angles, was judicial independence โ€“ the fundamental basis of cooperation in a Union built on democracy and the rule of law.โ€ observed Mr Anders Eka, President of the Supreme Court Sweden and President of the Network.

Introductory remarks on behalf of the Network were delivered by Mr Donal Oโ€™Donnell, Chief Justice of Ireland. Mr Irmantas Jarukaitis, President of the Fourth Chamber, presented the theme on behalf of the CJEU.
The afternoon session โ€œ๐†๐ƒ๐๐‘ ๐ฌ๐ฎ๐ฉ๐ž๐ซ๐ฏ๐ข๐ฌ๐ข๐จ๐ง ๐จ๐Ÿ ๐ฃ๐ฎ๐๐ข๐œ๐ข๐š๐ฅ ๐ฉ๐ซ๐จ๐œ๐ž๐ฌ๐ฌ๐ข๐ง๐  ๐จ๐Ÿ ๐ฉ๐ž๐ซ๐ฌ๐จ๐ง๐š๐ฅ ๐๐š๐ญ๐šโ€ was moderated by President Anders Eka. Ms Dineke de Groot, President of the Supreme Court of the Netherlands, was the keynote speaker for the Network. President Lenaerts, Ms Tamara Periลกin, Judge at the General Court, and Mr Marc-Andrรฉ Gaudissart, Deputy Registrar at the Court of Justice, shared the experience of the CJEU in the field.

Ms Valentina Pavliฤiฤ‡ assumed office as President of the Supreme Court of Montenegro on 2 December 2024. President Pavliฤiฤ‡ became a judge in 2001 sitting primarily criminal law cases. Between 2013 and 2015 Ms Pavliฤiฤ‡ served as President of High Court of Podgorica. ๐Œ๐ฌ ๐ˆ๐ฌ๐š๐›๐ž๐ฅ ๐๐ž๐ซ๐ž๐ฅ๐ฅ๐จฬ ๐ƒ๐จ๐ฆ๐žฬ๐ง๐ž๐œ๐ก is the President of the Supreme Court Spain and the General Council of the Judiciary since 4 September 2024.

Born in 1958, she joined the judiciary in 1985 and was assigned to the Court of First Instance and Investigation in Mahรณn (Menorca) and the Provincial Court of Barcelona.

A judge specialising in the administrative judicial branch since 1991, she also served in the Chamber for Contentious Administrative Proceedings of the High Court of Justice of Andalusia in Seville (1991-1992) and that of the National High Court (1993-1994 and 2001-2009). In addition, she was a counsel at the Constitutional Court (1994-2001). In 2009 she was appointed as judge of the Third Chamber of the Supreme Court, where she exercised her judicial functions until she was named president of the Supreme Court and the General Council of the Judiciary.

Ms Perellรณ Domรฉnech has participated in various courses on constitutional matters, comparative administrative law, telecommunications and constitutional case-law in gatherings organised by the General Council of the Judiciary on sport, regulation and justice. She has co-authored several works and collaborated on the book โ€œLa Europa de los Derechos: el Convenio Europeo de los Derechos Humanosโ€ (Europe of Rights: the European Convention on Human Rights), published by the Centre for Political and Constitutional Studies.

On 24 July 2024 the European Commission published the ๐Ÿ๐ŸŽ๐Ÿ๐Ÿ’ ๐‘๐ฎ๐ฅ๐ž ๐จ๐Ÿ ๐‹๐š๐ฐ ๐‘๐ž๐ฉ๐จ๐ซ๐ญ, the fifth annual report examining the rule of law situation in each Member State. The report covers four pillars: national justice systems, anti-corruption frameworks, media freedom and pluralism as well as other institutional checks-and balances.

The 2024 report, as every year, includes a Communication examining the situation in the EU as a whole and 27 country chapters looking at significant developments in each Member State. This yearโ€™s report includes, for the first time, four country chapters on developments in ๐€๐ฅ๐›๐š๐ง๐ข๐š, ๐Œ๐จ๐ง๐ญ๐ž๐ง๐ž๐ ๐ซ๐จ, ๐๐จ๐ซ๐ญ๐ก ๐Œ๐š๐œ๐ž๐๐จ๐ง๐ข๐š ๐š๐ง๐ ๐’๐ž๐ซ๐›๐ข๐š.
