Ambassador Yorlay Advances Landmark Alliance Between Liberia’s NPA and France’s HAROPA PORT

On March 31, 2026, H.E. Dr. Teeko Tozay Yorlay Sr. held a strategic meeting with Mr. Cedric VIRCIGLIO, Director for International Relations, European Affairs and Strategic Foresight, HAROPA PORT, at the Embassy of the Republic of Liberia near Paris, France. The discussions focused on the establishment of a sister port relationship between Liberia’s National Port Authority (NPA) and HAROPA PORT,

During the meeting, Ambassador Yorlay expressed sincere appreciation to Mr. VIRCIGLIO and the management of HAROPA PORT for accepting the invitation for a meeting and engaging in discussions of strategic importance aimed at strengthening institutional cooperation within the maritime and logistics sectors. He underscored that this initiative aligns with the Government of Liberia’s commitment to deepening bilateral relations with France through institutional partnerships and people-to-people exchanges. The Ambassador further highlighted the development vision of H.E. President Joseph Nyuma Boakai, as articulated through the ARREST Agenda for Inclusive Development, which also emphasizes strengthening international cooperation to support national development objectives.

In response, Mr. VIRCIGLIO expressed enthusiasm for the establishment of such a partnership and provided an overview of HAROPA PORT, noting its creation in 2021 through the integration of the ports of Le Havre, Rouen, and Paris into a unified system along the Seine corridor. He emphasized that HAROPA PORT functions as a leading European logistics platform, connecting maritime shipping, inland waterways, rail freight, logistics services, and industrial operations within a fully integrated network serving both national and international trade flows.

Both parties agreed in principle to establish a sister port relationship between the National Port Authority of Liberia and HAROPA PORT. The proposed cooperation framework is expected to be formalized through a Memorandum of Understanding (MoU) covering key areas, including capacity building and professional training, technical knowledge exchange, port development and modernization support, and potential assistance in addressing equipment and operational needs.

Mr. VIRCIGLIO committed to submitting a draft MoU within two weeks for review by the Liberian side, particularly the National Port Authority (NPA). He also expressed readiness to receive a technical delegation from NPA and committed to sharing a draft program for a working visit in advance. He welcomed the proposal for a preliminary visit by Ambassador Yorlay and his team to HAROPA PORT for site assessment or further engagement with the management.

The meeting concluded with both parties reaffirming their willingness to sustain engagement toward the formalization of this significant partnership.

Liberian Embassy Champions Strategic Engagement with Real Madrid Foundation to Expand Youth Opportunities

Madrid, Spain – March 26, 2026 – The Embassy of the Republic of Liberia near Paris, France, continues to play a pivotal role in advancing Liberia’s youth development agenda by facilitating a high-level engagement between Liberia’s Minister of Youth and Sports, Atty. Cornelia Wonkerleh Kruah, and the Real Madrid Foundation’s Managing Director Julio Gonzalez Ronco in Madrid, Spain.

The meeting brought together Minister Kruah, His Excellency Dr. Teeko Tozay Yorlay Sr., Liberia’s Ambassador to France, Mr. Joseph Nyuma Boakai Jr., and Real Madrid Foundation’s Managing Director Julio Gonzalez Ronco, reflecting a coordinated diplomatic effort to strengthen Liberia’s global partnerships in support of youth empowerment.

Organized through the proactive engagement of Mr. Joseph Boakai, Jr., the discussions underscore Liberia’s growing international outreach and commitment to leveraging sports diplomacy as a tool for national development. Mr. Boakai’s leadership in convening this dialogue highlights his ongoing mission to connect Liberian institutions with world-class organizations capable of delivering transformative opportunities for young people.

Ambassador Yorlay Meets with Monaco’s Director of Economic Development to Explore Opportunities for Economic Cooperation

On March 12, 2026, following a series of meetings in previous days with key officials and representatives of Monaco’s business and private sector, H.E. Ambassador Dr. Teeko Tozay Yorlay continued his strategic engagements with a meeting with the Director of Economic Development at Monaco’s Department of Finance and Economy (Ministry of Finance and Economy), Mr. Stéphane Bruno, to discuss opportunities for strengthening economic cooperation between Liberia and Monaco.

During the meeting, Ambassador Yorlay expressed appreciation for the opportunity to engage with Monaco on strategies aimed at deepening bilateral economic and development partnerships. He noted that Liberia places a high value on collaboration with partners capable of contributing expertise and innovative financing solutions in support of the country’s national development priorities.

The Ambassador highlighted Liberia’s commitment to inclusive economic growth and sustainable development under the Government’s ARREST Agenda for Inclusive Development (AAID), outlining key priority sectors including agriculture, road infrastructure development, education, health and sanitation, and tourism.

Discussions also focused on Liberia’s critical infrastructure and development priorities, particularly the expansion of electricity access and the improvement of road connectivity. Ambassador Yorlay underscored Liberia’s interest in building meaningful and mutually beneficial partnerships to help address binding constraints to economic growth in Liberia, while unlocking new investment opportunities. He emphasized that Liberia welcomes Monegasque investment across all sectors of the economy, including the priority areas identified under the AAID. He further encouraged Monegasque institutions, both public and private, to explore areas where their expertise in sustainable finance, economic planning, and investment promotion could support mutually beneficial cooperation.

Additionally, Ambassador Yorlay informed Mr. Bruno of a decision taken during a previous meeting to dedicate the 2026 edition of Monaco Africa Day to Liberia.

Mr. Bruno welcomed Ambassador Yorlay’s remarks and expressed support for dedicating Monaco Africa Day 2026 to Liberia, noting that the initiative would provide an excellent platform to showcase the country’s economic and investment opportunities to key stakeholders from Monaco’s public and private sectors. Mr. Bruno further informed the Ambassador that he is soon to assume a new position as Chief Executive Officer for Business and Investment, a role that will allow him to engage more directly with Monegasque business activities and facilitate connections between the Embassy and relevant institutions of interest.

The meeting, which marked Ambassador Yorlay’s last engagement in Monaco, concluded with Ambassador Yorlay and Mr. Bruno reaffirming their commitment to working together to explore opportunities for cooperation and partnerships that would deliver shared and mutually beneficial outcomes for both Monaco and Liberia.

Liberia Courts Monaco Investors as Ambassador Yorlay Meets FEDEM Leadership

Monaco: On, Thursday, March 12, 2026 , Ambassador Yorlay held a productive meeting with Mr. Philippe Ortelli, President of the Federation of Monegasque Enterprises (FEDEM), to discuss strengthening economic cooperation and expanding investment opportunities between Monaco and Liberia.



During the meeting, Ambassador Yorlay presented Liberia’s ARREST Agenda for Inclusive Development, highlighting opportunities for Monegasque enterprises across key sectors, including mining, agriculture, infrastructure, tourism, manufacturing, and digital services.

The Ambassador emphasized Liberia’s interest in mutually beneficial partnerships that can help address challenges in critical sectors —particularly in energy and road connectivity—to help address any constraints to sustainable economic growth and job creation.



Ambassador Yorlay also reaffirmed the Embassy’s readiness to support FEDEM in organizing a future business delegation to Liberia to further explore investment prospects and strengthen bilateral economic ties.



In response, Mr. Ortelli expressed appreciation for Ambassador Yorlay’s efforts to promote Liberia’s interests and explore avenues for establishing long-term partnerships with Monegasque enterprises. He indicated his willingness to connect the Embassy with relevant companies in Monaco, particularly those involved in energy and road infrastructure development. Mr. Ortelli further noted that the Federation of Monegasque Enterprises comprises approximately 800 companies operating across various sectors of the economy and expressed his commitment to facilitating connections between the Embassy and institutions aligned with Liberia’s development priorities.

Ambassador Dr. Teeko Tozay Yorlay Presents Letters of Credence to H.S.H. Prince Albert II, Pledges to Strengthen Liberia–Monaco Relations

On March 10, 2026, His Excellency Dr. Teeko Tozay Yorlay, Ambassador Extraordinary and Plenipotentiary of the Republic of Liberia to the Principality of Monaco, today formally presented his Letters of Credence to His Serene Highness Albert II, reaffirming Liberia’s commitment to deepening diplomatic, economic, and environmental cooperation between the two nations.
During the official ceremony, Ambassador Yorlay conveyed warm greetings and best wishes from Joseph Nyuma Boakai, President of the Republic of Liberia, as well as from the Government and people of Liberia. He underscored Liberia’s high regard for the Principality’s global leadership in environmental protection, humanitarian action, sustainable development, and multilateral diplomacy.

“Liberia holds the Principality of Monaco in very high esteem,” Ambassador Yorlay stated. “We deeply admire Monaco’s principled and forward-looking leadership in advancing human rights, environmental sustainability, and global cooperation.”

The Ambassador commended Monaco’s expanding diplomatic engagement and its 2026 foreign policy priorities, including its historic presidency of the Committee of Ministers of the Council of Europe. He praised the Principality’s focus on protecting children’s rights, combating violence against women, and fighting organized crime as strong demonstrations of its commitment to humanitarian diplomacy and international justice.

Ambassador Yorlay further applauded Monaco’s leadership in ocean governance and environmental innovation, highlighting initiatives such as the Blue Economy and Finance Forum, support for the BBNJ Treaty on the High Seas, and engagement with the Space4Ocean Alliance, which leverages advanced technologies to promote marine sustainability.

Liberia and Monaco share a longstanding relationship grounded in mutual respect, shared values, and a commitment to peace, environmental stewardship, and international cooperation. The partnership has been particularly meaningful in areas including maritime affairs, climate advocacy, biodiversity protection, and sustainable development.

Under President Boakai’s leadership, Liberia is implementing its ARREST Agenda for Inclusive Development—focusing on Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism. Ambassador Yorlay noted that these priorities align closely with Monaco’s emphasis on sustainability, innovation, responsible investment, and environmental protection, creating strong opportunities for enhanced bilateral collaboration.

The Ambassador extended an open invitation to Monegasque investors, entrepreneurs, foundations, and companies to explore opportunities in Liberia. Priority sectors include sustainable agriculture and agro-processing, eco-tourism, infrastructure development, renewable energy, maritime services, fisheries management, and logistics. He emphasized Liberia’s strategic location along the West African coast, its young and dynamic population, and ongoing economic and governance reforms as key advantages for investment and partnership.

Education and human capital development were also highlighted as central pillars of Liberia’s long-term transformation. Although resident in Paris, Ambassador Yorlay affirmed his full commitment to actively advancing Liberia’s diplomatic mission in Monaco. He pledged to work diligently to foster dialogue, expand trade and investment ties, and strengthen people-to-people exchanges between the two nations.

Monaco, March 11, 2026 – Liberia’s Ambassador, H.E. Dr. Yorlay, today held a strategic meeting with Mr. Guy Antognelli, Director of the Monaco Government Tourist and Convention Authority, to explore opportunities for enhanced cooperation in tourism development and the exchange of best practices between Liberia and the Principality of Monaco.

Ambassador Yorlay reaffirmed Liberia’s commitment to developing a sustainable, high-value tourism sector under the Government’s ARREST Agenda for Inclusive Development. He emphasized the importance of eco-tourism, the promotion of cultural heritage, and strengthening international partnerships through the Liberia National Tourism Authority (LNTA). The Ambassador highlighted Liberia’s rich biodiversity, pristine coastline, and unique cultural assets as key foundations for building a vibrant and competitive tourism industry.

The Ambassador also acknowledged Monaco’s global leadership in tourism, noting its recognition as Best European Destination 2025 and its strategic focus on long-haul markets, year-round tourism, and innovative digital promotion. *Ambassador Yorlay Meets with Director of Monaco Economic Board to Strengthen Economic Cooperation*

Monaco, March 10, 2026 – Ambassador Dr. Teeko Tozay Yorlay, Sr. held a high-level meeting with Mr. Guillaume Rose, Director of the Monaco Economic Board (MEB), to explore opportunities to strengthen economic cooperation, promote investment, and advance sustainable development between Liberia and Monaco.

During the discussions, Ambassador Yorlay reaffirmed Liberia’s commitment to inclusive and sustainable economic growth and highlighted the Government’s ongoing reforms aimed at improving public financial management, strengthening the investment climate, and promoting private sector–led development under the ARREST Agenda for Inclusive Development.

“Liberia recognizes Monaco as a global leader in innovative investment strategies. We look forward to building strong partnerships that foster innovation, drive inclusive growth, and create shared prosperity,” Ambassador Yorlay stated.

The meeting underscored several priority sectors for potential collaboration, including natural resources and mining, agriculture and agro-industrial processing, infrastructure and energy, manufacturing, tourism and hospitality, as well as financial and digital services.

Ambassador Yorlay encouraged Monaco-based investors to explore opportunities in Liberia through public–private partnerships, direct investment, and joint ventures with Liberian enterprises.

The Ambassador also invited the support of the Monaco Economic Board, comprising 650 companies, in organizing a Liberia–Monaco Business Forum, which would facilitate dialogue and engagement between businesses in both countries. Discussions further explored potential cooperation with the Monaco Chamber of Commerce and relevant Liberian institutions, including the National Investment Commission and the Liberia Chamber of Commerce. Ambassador Yorlay Seeks Strategic Port Development Partnership with Monaco

Monaco, March 9, 2026: Ahead of the official ceremony marking the presentation of his Letters of Credence to His Serene Highness Prince Albert II, Ambassador Dr. Yorlay held a high-level meeting with Mr. Aleco Keusseoglou, President and Chairman of the Board, and Mr. Olivier Lavagna, Chief Executive Officer and Managing Director of the Société d’Exploitation des Ports de Monaco (SEPM), Monaco’s port authority.

The discussions, held at the central office of the Port of Monaco, focused on advancing bilateral cooperation in capacity building, technical exchange, port front development, and port sector development. Ambassador Yorlay commended Monaco’s global leadership in marina management, cruise operations, and sustainable maritime infrastructure. He underscored Liberia’s commitment to modernizing its port system, improving operational efficiency, and leveraging strategic partnerships to strengthen technical capacity.

Highlighting the strategic role of the National Port Authority of Liberia(NPA), the Ambassador reaffirmed the Government of Liberia’s dedication to expanding maritime services, enhancing service delivery, and integrating modern, climate-resilient infrastructure into Liberia’s port infrastructure development. He also proposed the establishment of a formal framework for cooperation, including the development, signing, and implementation of a Memorandum of Understanding (MoU) between SEPM and the National Port Authority of Liberia, with the aim of institutionalizing collaboration between the two institutions.

In response, Mr. Lavagna welcomed the Ambassador’s initiative to strengthen ties with Monaco’s ports. Following a detailed presentation on the activities of Monaco’s ports—primarily focused on yachting and cruise operations—he noted that the most promising avenue for cooperation would be capacity building and knowledge sharing.

Ambassador Yorlay welcomed this proposal, emphasizing that human capacity development should remain central to the partnership. He stressed that professional training and skills transfer for Liberian port personnel are essential to improving operational performance, stimulating economic growth, and creating meaningful opportunities for young professionals in Liberia’s maritime sector.

The meeting concluded with an invitation for the Managing Director of the National Port Authority of Liberia to visit Monaco for further discussions and the conclusion of a partnership agreement. Mr. Lavagna also committed to submitting a draft Memorandum of Understanding through Ambassador Yorlay to the NPA for review and finalization, with the aim of formalizing cooperation between the Société d’Exploitation des Ports de Monaco and the National Port Authority of Liberia.

LIBERIA AND HYDRONEO SIGN MOU TO DEVELOP 20MW HYDROPOWER PLANT IN NIMBA COUNTY

Landmark Agreement Signed at Liberia–EU Business Forum in Brussels Signals Major Boost for Liberia’s Energy Sector

Brussels, Belgium – February 25, 2026 – The Government of the Republic of Liberia, through its Ministry of Mines and Energy, has signed a landmark Memorandum of Understanding (MoU) with HYDRONEO, a France-based independent power producer specializing in small- to medium-scale hydropower development across West and Central Africa.

The agreement was signed during the Liberia–EU Business Forum in Brussels, in the presence of His Excellency Ambassador Dr. Teeko Tozay Yorlay, Sr., Ambassador Extraordinary and Plenipotentiary of Liberia near Paris, France, who witnessed the historic occasion.

Under the agreement, HYDRONEO will support the development, financing, construction, and operation of a 20-megawatt hydroelectric power plant in Nimba County, Liberia, at an estimated investment of US$55.8–60 million. The project represents a transformative step toward strengthening Liberia’s national power grid and expanding access to reliable, clean energy.

The initiative is expected to significantly:
• Increase Liberia’s energy generation capacity
• Promote sustainable economic growth
• Create over 1,000 jobs during construction
• Improve electricity access for communities and businesses
• Strengthen long-term energy security

A HYDRONEO technical delegation is expected to arrive in Liberia within six weeks to commence concrete engagements and initiate detailed feasibility and on-site studies.

STRATEGIC ENGAGEMENT LAID GROUNDWORK IN PARIS

The Brussels signing builds on high-level strategic discussions held on October 9, 2025, at the Embassy of Liberia in Paris, France.

The meeting brought together Hon. Kou Meapeh Gono, Superintendent of Nimba County, and Mr. Samuel Zekri, Chief Executive Officer of HYDRONEO. The discussions were facilitated by Ambassador Yorlay and focused on the proposed construction and operationalization of the hydroelectric facility in Kokula, Yekepa, Nimba County.

Following technical consultations involving the Ministry of Mines and Energy, the Liberia Electricity Corporation, and HYDRONEO, the Kokula site was identified for feasibility assessments. Once finalized, the plant is projected to generate approximately 20 megawatts of electricity, substantially improving reliable power access throughout Nimba County and surrounding areas.

Mr. Zekri emphasized that the project marks a significant milestone in Liberia’s energy advancement. The three-year construction phase is projected to generate more than 1,000 employment opportunities for Liberian citizens, including engineers, technicians, masons, ironworkers, and other skilled professionals.

LEADERS WELCOME TRANSFORMATIVE INVESTMENT

Superintendent Gono expressed profound appreciation for HYDRONEO’s decision to invest in Nimba County.

“We are grateful for HYDRONEO’s selection of a site in Nimba County. This project symbolizes hope and progress for our people. The County Administration pledges its full support to ensure the successful implementation of this vital energy initiative.”

She underscored that expanded access to electricity remains one of Liberia’s most pressing development priorities and noted that the initiative aligns with Liberia’s ARREST Agenda for Inclusive Development by stimulating job creation and local economic transformation.

The Superintendent also commended Ambassador Yorlay and his diplomatic team for their proactive engagement in attracting critical foreign investment to Liberia.

Statement made by His Excellency Dr. Teeko Tozay Yorlay, Sr., Ambassador Extraordinary and Plenipotentiary of Liberia to France with multiple accreditations to Cyprus, Greece, Monaco, Portugal, Spain, and Switzerland on “Financing and Investment Opportunities in Liberia’s Energy and Transport Sectors” at the Liberia–EU Business Forum in Brussels, Belgium, on Wednesday, 25 February 2026

Distinguished participants, ladies and gentlemen,

As Liberia advances its economic transformation agenda, we recognize that sustainable financing and strategic investment are central to unlocking growth—particularly in the energy and transport sectors.

Liberia’s development vision aligns closely with the European Union’s Global Gateway strategy, which prioritizes high-quality, sustainable, and rules-based infrastructure investments. Through collaboration with the European Union, Liberia aims to mobilize blended finance, public-private partnerships, and risk-mitigation instruments to scale transformative projects.

Energy Sector Opportunities

Liberia’s energy sector offers significant investment potential across generation, transmission, and distribution. Liberia is focused on expanding renewable energy to increase national access and reduce reliance on costly imports. Projects of increased interest to Liberia include grid expansion, mini-grids for rural communities, and rehabilitation of hydropower assets. These initiatives present strong opportunities for European investors with expertise in clean energy technology, engineering, and climate finance.

Transport Infrastructure

Efficient transport networks are vital to regional trade and economic diversification. Investment priorities include road corridor rehabilitation, port modernization, and logistics improvements. Strengthening connectivity within Liberia as part of the Mano River Union region will enhance market access and facilitate private sector growth.

Financing Framework

Under the able and farsighted leadership of His Excellency Joseph Nyuma Boakai, Sr., President of the Republic of Liberia, our country has remained very committed to maintaining a stable investment climate, strengthening governance, and ensuring transparency. Against this backdrop, Liberia advances bankable project preparation, regulatory reforms, and investment safeguards to de-risk infrastructure projects and attract long-term capital. Opportunities exist for EU development finance institutions, private equity, impact investors, and infrastructure funds to participate in commercially viable and socially impactful ventures.

Conclusion

In conclusion, allow me to very confidently say that Liberia offers a compelling frontier for sustainable infrastructure investment. That is why we invite European partners to join us in building resilient energy systems and modern transport networks that drive inclusive growth and shared prosperity.

I am glad that this plenary session is made up of panelists with in-depth and hands-on knowledge of the two sectors and will provide specifics and details that our European partners need to know in order to find Liberia as their destination for immediate investment.
