On 12 March 2026, the ECOWAS Steering Committee and the ECOWAS Peace, Security and Governance (EPSG) Project team paid a working visit to the Centre to deliberate on the Centre’s achievements so far in the area of human security. The delegation was led by Dr. Onyinye Onwuka, Acting Director of the Early Warning Directorate at the ECOWAS Commission, Abuja.
The delegation was welcomed by the Director of , Col Emmanuel Sampson. During the meeting, the Analyst for Crime and Criminality, Ms. Victoria Ama Asieduwaa, presented to the delegation on the current status of the Centre as well as its upcoming activities.

On Tuesday, 3 February 2026, The Deputy Head of the European Union Delegation in Ghana and Head of the Political, Press and Information Section, Mr. Jonas Claes, paid a courtesy call on the Director of the National Centre for Coordination of Early Warning and Response Mechanism (NCCRM), Col Emmanuel Sampson, to familiarize himself with the operations of the Centre.
The meeting also provided an opportunity for both institutions to strengthen collaboration and explore joint solutions to emerging issues within the Early Warning landscape.

On 26th January 2026, the National Centre for the Coordination of Early Warning and Response Mechanism (NCCRM) paid a courtesy call on the Minister for the Interior, Hon. Muntaka Mohammed-Mubarak. The delegation was led by the Director of NCCRM, Col. Emmanuel Sampson.
The visit was to formally establish a one-on-one rapport with the Honourable Minister following the inauguration of the NCCRM Board, of which the Ministry for the Interior is a key stakeholder.
During the meeting, the Minister emphasized the critical importance of Early Warning systems in preventing conflicts. He noted that effective early warning mechanisms help reduce the need for kinetic responses, as potential conflict situations can be identified and addressed proactively before they escalate.
He further encouraged NCCRM to strengthen collaboration with other peacebuilding institutions and to enhance its visibility to ensure that its role and impact are widely recognized.
In response, the Director of NCCRM, Col. Emmanuel Sampson affirmed the Centre’s commitment to these recommendations and reassured the Minister of NCCRM’s dedication to deepening partnerships and improving its operational visibility in support of national peace and security.

The National Centre for Coordination of Early Warning and Response Mechanism (NCCRM) was honoured to host participants of the 5th Battalion Commanders’ Course from the Army Combat Training School (ACTS), Whistler Barracks, Teshie, on Wednesday, 10th December 2025.
The delegation, made up of senior military officers from the Ghana Army, was warmly welcomed by the Director of the Centre, Col Emmanuel Sampson, who highlighted the Centre’s mandate in strengthening national preparedness, coordination, and timely response to emerging threats.
The visit also featured a presentation by Maj Jude Adu-Mensah, Security, Terrorism & Maritime Analyst, who shared key insights into NCCRM’s operational framework, threat analysis processes, and collaborative engagements with stakeholders across the country.

THREE (3) DAY ECOPHISM REVIEW WORKSHOP SUCCESSFULLY COMPLETED 12th – 14TH NOVEMBER 2025 AT MJ GRAND HOTEL, EAST LEGON
The ECOWAS Division of Human Security and Civil Society, in partnership with the National Centre for Coordination of Early Warning and Response Mechanism (NCCRM) and the Ministry of Foreign Affairs & Regional Integration, has successfully concluded a national workshop on the ECOWAS Protection and Human Security Integrated Coordination Mechanism (ECOPHISM).
ECOPHISM is a key ECOWAS framework that strengthens protection systems for vulnerable groups, women, children, and other at-risk populations, ensuring that human security and gender considerations are fully integrated into national early-warning and response efforts.
Day 1 - Opening Ceremony & Introduction to Review Templates
The workshop opened with remarks from:
• Col. Emmanuel Sampson, Director – NCCRM
• Ambassador Eddison Agenyegah, Ministry of Foreign Affairs & Regional Integration
Facilitated by Mr. Olatunde Playemi from ECOWAS, participants began their review of Ghana’s 2023 ECOPHISM Roadmap.
Participants were also taken through different standardized ECOPHISM review templates and tools, guiding them on how to assess:
• Progress made since 2023
• Protection gaps
• Gender considerations
• Areas requiring improvement
These templates formed the basis for the group work throughout the workshop.
Day 2 — Intensive Group Discussions & Analysis
Day two continued with deep-dive group discussions, where participants analyzed:
• Changes since the 2023 roadmap
• Emerging human security concerns
• Gaps in protection systems and coordination
• Gender and vulnerability issues
• Recommendations and updated strategies
• Each group refined their inputs for the revised national roadmap.
Day 3 — Presentations & Signing of Updated Roadmap
Day three focused on presentations from the various groups, plenary discussions, and validation of the final document.
A key highlight was the official signing of the updated ECOPHISM Roadmap by: Ambassador Eddison Agenyegah, Ministry of Foreign Affairs & Regional Integration.
This reaffirmed Ghana’s commitment to strengthening human security, gender-sensitive protection systems, and coordinated early-warning and response mechanisms.

On 26th September 2025, students from the Basic Intelligence Course of the Department of Defence Intelligence, Ghana Armed Forces (GAF), paid a courtesy call on the Director of the National Centre for Coordination of Early Warning and Response Mechanism (NCCRM), Col. Emmanuel Sampson.
The visit aimed to deepen their understanding of the Centre’s operations in relation to national security and early warning mechanisms. On 24th September 2025, the EW4ALL Governance Leadership Forum was successfully held at the UN WFP Conference Room.
The high-level event, led by NCCRM National Focal Point, Col. Emmanuel Sampson, together with the UN Resident Coordinator in Ghana, brought together key national and international stakeholders to strengthen collaboration, foster shared ownership, and drive collective action toward the implementation of the EW4ALL Roadmap.
As part of the proceedings, the Implementation Roadmap document was formally handed over to the National Focal Point, marking a major milestone in Ghana’s commitment to building resilience through early warning and early action.
Participating institutions included: NCCRM, IFRC, NADMO, GMET, EPA, NCA, MCDTI, and NDPC.
Together, we are building a resilient future through early warning and early action for all.

The NCCRM sincerely thank our member Centre, Sierra Leone, for the heartfelt condolence message following the tragic loss of our board members, Dr. Edward Omane Boamah and Hon. Alhaji Dr Ibrahim Murtala Mohammed, in the 6th August helicopter crash.

On 31st July 2025, a delegation from ECOWAS, African Peace and Security Architecture (APSA), led by Marcel Komi Bossou of the Early Warning Directorate, Abuja, visited our Centre. They were warmly received by Col Emmanuel Sampson, Director of the National Centre for Coordination of Early Warning and Response Mechanism.
The team inspected and noted our effective use of the ICT equipment, office supplies, and vehicles provided under APSA-IV Support, but observed that much of the equipment is now outdated. The mission will recommend replacements, additional capacity building, and boosting our staff strength to further improve operations.
We thank ECOWAS for their continued support and look forward to implementing their recommendations to enhance our Centre’s effectiveness.

A 14-member delegation from the National Centre for Coordination of Early Warning and Response Mechanism (NCCRM), alongside key stakeholders from the Office of the President and Ministries of Defence, Health, Communications, and the NCCE, has successfully completed the second phase of a 3-year Capacity Building Program in Busan, South Korea, from 13th to 26th July 2025.
This impactful training organized under the auspices of KOICA (Korea International Cooperation Agency) focused on strengthening our understanding and practical application of Early Warning Systems (EWS).
The program offered deep insights, hands-on learning, and valuable cross-country collaboration. A big thank you to KOICA for the seamless organization and continued support in building a resilient and responsive Ghana!
