The Ghana Tertiary Education Commission (GTEC) In collaboration with the Commonwealth of Learning, Vancouver, Canada, has organized a two-day capacity building workshop on implementation strategies of Ghana Open and Distance Learning (ODL) Policy for National Quality Assurance and Tertiary Education Stakeholders. The workshop was held at the GTEC Conference Hall on Tuesday, 9th and Wednesday, 10th September 2025.

The Director General of GTEC, who was the chief host and Chairman of the workshop, Prof. Ahmed Jinapor Abdulai, in his opening remarks, said the global extension of digital learning technologies coupled with the demand for more flexible and inclusive educational pathways requires the Commission to re-imagine the delivery of tertiary education in ways that extend beyond the traditional classroom, therefore open and distance learning is not only merely alternative mode of education, but a central pillar for broadening access and promoting innovation in Tertiary Education.

“The Ghana Tertiary Education Commission, as part of encouraging and promoting access to tertiary education delivery, has developed the Ghana Open and Distance Learning Policy to serve as a regulatory and guiding framework for the establishment and operation of Distance Learning Centers and for the integration of ODL into our mainstream tertiary education system. This Policy underscores our commitment in ensuring quality, accountability, and relevance in ODL delivery. It provides a roadmap for institutions to decide, implement and evaluate ODL programs that meet both national development priorities and global standards’’, he said.

Prof. Jinapor further revealed that The Ghana Tertiary Education Commission has identified and flagged 149 distance learning centers that are not fit for purpose. These centers, he said, were found in second cycle institutions, Churches, Public Works Departments (PWD), Electricity Companies etc., and the GTEC has issued a moratorium to these centers to teach out all students and apply for accreditation for facilities that are fit for purpose.

The consultant for the workshop was Professor Olugbemiro Jegede who is currently the Chair of TETFund Advisory Committee on Digital Literacy, Productivity, and Emerging Skills.

Facilitators were Joshua Caleb Mallet who is a former consultant and Executive Director of the Centre for National Distance Learning and Open School (CENDLOS) and John Dadzie Mensah, Director for Policy, Planning, Research, Monitoring and Evaluation at GTEC.

The workshop was attended by Heads of Distance Learning units of universities and other selected tertiary education institutions in ODL practice in Ghana. Also in attendance were all Technical Committee members for the development of the ODL policy, and all Directors and Senior Staff of GTEC.
