Finance Minister Engages Private Sector Ahead of African Caucus 2026

The Minister of Finance and Economic Affairs, Seedy K.M. Keita, recently convened a meeting with members of the private sector to discuss strategic areas of partnership and ensure the sector’s full participation in the upcoming African Caucus, scheduled to take place from 6th to 8th July 2026.

The meeting brought together key stakeholders from various industries, including telecommunications, banking, aviation, petroleum, and other sectors, as part of ongoing preparations for the high-level continental gathering.

The African Caucus is an annual meeting of African Governors of the World Bank Group and the International Monetary Fund (IMF). The forum brings together finance ministers, central bank governors, development partners, and private sector leaders to discuss pressing economic and development priorities across the continent.

It also serves as a platform for African countries to coordinate common positions on issues such as economic growth, financing, climate resilience, debt sustainability, and regional integration.
During the discussions, Minister Keita highlighted the significance of hosting the African Caucus, describing it as a landmark event for The Gambia and the first of its kind for the country.

He emphasized the important role the private sector will play in ensuring the successful hosting of the event.

He also underscored the government’s commitment to coordinating the Caucus while allowing the private sector to lead in the ex*****on of event logistics and related services.
Participants at the meeting welcomed the initiative and reaffirmed their readiness to support the successful hosting of African Caucus 2026.

MoFEA Launches Citizens’ Budget 2026 to Promote Transparency and Public Engagement

The Ministry of Finance and Economic Affairs (MoFEA), through the Directorate of Budget, today launched the Citizens’ Budget 2026 at the Sir Dawda Kairaba Jawara International Conference Center.

The event brought together Government officials, civil society organisations, development partners, the media, and members of the public to engage in discussions on the national budget and its impact on the lives of Gambians.

Speaking at the dialogue, Deputy Permanent Secretary Lamin Singhateh described the Citizens’ Budget as a simplified and accessible version of the national budget aimed at helping ordinary citizens understand how public funds are generated and spent.

He emphasized that the budget directly affects critical sectors such as education, health, agriculture, and infrastructure, noting that transparency and accountability are essential for good governance.

“The Citizens’ Budget is your budget simplified, accessible, and understandable,” Singhateh stated, while encouraging citizens to actively participate in the budgeting process by asking questions, raising concerns, and contributing ideas for future national priorities.

The 2026 budget is guided by the theme: “Improving the Well-Being and Quality of Life of Gambians.”

The Citizens’ Budget Dialogue provided participants with the opportunity to engage directly with Government officials and contribute recommendations for the 2027 national budget.

Highlights from today’s 2027 Budget Consultation Workshop organized by the Ministry of Finance and Economic Affairs.

The engagement brought together MDAs to discuss key priorities and provide guidance on the 2027 Budget Call Circular, with a focus on fiscal discipline, realistic budgeting, and aligning national priorities with the Recovery-Focused National Development Plan (RF-NDP) 2023–2027.

Discussions also centered on strengthening budget credibility, improving accountability, respecting budget ceilings, and ensuring that gender-responsive and climate-sensitive planning remain part of the national budgeting process.

As work on the 2027 National Budget continues, the Ministry remains committed to promoting transparency, efficient resource allocation, and sustainable development that positively impacts the lives of Gambians.

Permanent Secretary at the Ministry of Finance and Economic Affairs (MoFEA), Baboucarr Jobe, has called on Ministries, Departments and Agencies (MDAs) to adopt stricter fiscal discipline and align spending priorities with national development goals as preparations begin for the 2027 national budget.

Speaking at the opening of the Budget Consultation Workshop organised by MoFEA, PS Jobe described the national budget as “the single most important policy instrument” through which government transforms development aspirations into concrete actions that improve the lives of Gambians.

The workshop, held under the theme “Aligning National Priorities with Fiscal Discipline – Preparing for 2027,” brought together Permanent Secretaries, technical staff and budget officials to discuss the FY2025–2027 Budget Call Circular and the country’s fiscal outlook.

Jobe said the theme reflects the need to balance the country’s development ambitions under the Recovery-Focused National Development Plan (RF-NDP) 2023–2027 with existing fiscal constraints.

The World Bank has underscored the urgent need for The Gambia to accelerate climate action and investment in resilience-building, warning that climate change is already reshaping the country’s development trajectory and could significantly affect future economic growth if left unaddressed.

This was highlighted by Ellysar Baroudy, Manager at the World Bank, during the launch of the Gambia Country Climate and Development Report (CCDR), where she noted that the country is experiencing increasing climate-related shocks, including more frequent flooding, erratic rainfall patterns, and coastal erosion affecting livelihoods and infrastructure.

Baroudy emphasized that these challenges are not isolated incidents but part of a broader and ongoing shift with serious implications for economic stability and development planning.
According to the CCDR, The Gambia despite contributing less than 0.01 percent of global greenhouse gas emissions is among the most climate-vulnerable countries in the world.

More than 60 percent of its population lives in coastal and urban areas that are highly exposed to flooding, erosion, and extreme heat.

The report further warns that if current trends continue, climate change could reduce The Gambia’s GDP by up to 9 percent by 2050. This impact would be driven by lower agricultural productivity, damage to infrastructure, rising heat stress, and increased pressure on public finances.

These outcomes are not inevitable, “With the right investments and policy choices, more than half of these projected losses can be avoided,” Baroudy stated, adding that climate action should be seen not only as a necessity but also as a sound economic strategy.

She outlined three priority areas for The Gambia going forward. First, the need to protect critical assets, particularly in the Greater Banjul Area, through coastal protection, improved drainage systems, and long-term spatial planning.

Second, unlocking investment by addressing structural constraints such as high energy costs, limited access to finance, and infrastructure gaps that restrict private sector growth.

Third, strengthen implementation by translating existing climate policies into concrete, bankable projects supported by stronger institutional coordination.
