淺談 Laissez-faire 自由放任

Laissez-faire，即「自由放任」一詞，源自法語，意思為 ‘let it go’，是一種主張政府對經濟進行最小干預的哲學。該理論認為，經濟應透過供需關係， 以及自由市場交易原則進行自然調節，而非依賴政府權力，以促進私有產權及個人自主。

儘管放鬆管制能促進自由貿易、保護個人權利、並透過競爭提高效率，但反對者認為，它助長個人追求自身利益的行為，造成貧富差距，並導致社會之間協調不力。在 1930 年代大蕭條時期，經濟模式發生了重大轉變，由自然調節續漸變為國家干預。因此，政府干預與自由市場原則之間的平衡仍在不斷演變，反映了國家在經濟事務中扮演甚麼角色的持續爭論。

投稿：藝術不犯政治？從國際政治藝術看香港電影金像獎

全球政治波譎雲詭，世界各地槍林彈雨，家破人亡，民怨沸騰，抗議成風，在亂象叢生的國度，許多藝術作品都以政治作主題，並在大型場合公開表達自己的政治訴求，往往激起軒然大波。

可想而知，很多粉絲都不樂意見到自己的偶像捲入政治鬥爭裡，一來不是所有粉絲都與藝術人有相同政治立場，二來藝術與政治本來就是兩碼子的事啊，做藝術的根本不懂政治，藝術家又為何要插手呢？

這或許是粉絲逃避主義的表現，但問題的核心不在於粉絲，而是在於藝術家應否享有參與政治的權利。我們不得重新思考：藝術是否僅限於娛樂大眾，它有沒有透視、評論，甚至改變政治的能力呢？

香港金像獎今年傳出DQ事件，對香港電影人來說，難免不感到失落徬徨。國際政治時局動盪，藝術家也在想方設法保持藝術的獨特性，這些經歷或有助香港演藝界抓緊契機，透過藝術發聲。

政治及公共行政學會（港大政政）將於2月25日舉辦政治座談會，我們非常榮幸邀請曾鈺成先生, GBM, GBS, JP作寶貴分享。是次座談會主題為「政府與民意的距離」，探討政府如何爭取民意掌權執政，以及民粹主義能否拉近人民與政治的距離，促進「良政善治」。參加者能從中全面深入認識香港和國際的政治難題，反思公共行政運作，以及我們在公民社會的角色。

The Politics and Public Administration Association (PPAA) is organising a political forum on 25th February, 2026, themed ‘Narrowing the Gap: People and Government’. We are honoured to have Jasper Tsang Yok-sing, GBM, GBS, JP as our guest speaker. Our main discussion revolves around how governments in Hong Kong and around the world obtain the mandate to rule over societies. Participants can gain a deeper understanding of local and international political dilemmas, therefore reflecting on the state of public administration and contemplating our role in civil society.
