【主動調查行動報告】近年香港接連發生多宗令人痛心嘅殘虐動物事件😿🐾,部分動物更被虐待至死🐶💔,全社會都對呢種行為絕對零容忍!

今日,申訴專員陳積志就漁農自然護理署(漁護署)打擊殘虐動物工作嘅成效發表主動調查行動報告。經過深入調查,包括派調查員實地視察🔍、詳細研究200宗舉報個案📞、審研相關行動指引🗂️同政策文件等, 公署調查主要發現:
📍殘虐動物舉報大幅上升︰上年首6個月漁護署已接獲251宗
📍個案調查成效不足︰漁護署職員未能入屋視察,因而未能見到涉案動物�
📍欠缺處理一般殘虐個案嘅指引︰職員處理個案方式不一
📍對非法使用捕獸器嘅執管︰罰則過輕,全冇阻嚇力

公署向漁護署提出咗45項改善建議🛠️,已獲署方全部接納,期望社會各界攜手守護動物生命🤲

💡重點建議包括:
✅考慮分階段修訂《防止殘酷對待動物條例》,優先加強罪行罰則、加強漁護署人員嘅執法權力
✅優化工作指引,統一調查同執法準則�
✅強化內部監察同把關,加強前線調查效能、溝通能力嘅培訓
✅加強同警務處、愛護動物協會嘅協作,打擊殘虐動物問題
✅針對捕獸器黑點加強巡查,並研究提高相關刑罰

【Direct Investigation Operation Report】In recent years, multiple heartbreaking cases of animal cruelty have arisen in Hong Kong😿🐾, with some animals even abused to death🐶💔. Our society must have zero tolerance to such cruelty.

Today, the Ombudsman, Mr Jack Chan, announced the results of a direct investigation operation into the effectiveness of the Agriculture, Fisheries and Conservation Department (“AFCD”) in combating animal cruelty. Following an in-depth investigation that included site inspections by investigation staff🔍, the study of 200 reported cases📞, and a review of relevant operational guidelines and policy documents, our key findings are as follows:
📍Significant increase in animal cruelty reports: AFCD received 251 reports in the first half of 2025 alone
📍Ineffective investigations: AFCD staff did not enter the premises for inspection and could not check on the animals involved
📍Lack of guidelines for handling general abuse complaint cases: staff members handle cases in varying ways
📍Enforcement against illegal use of animal traps: penalties were too light to serve as any deterrent

We have made 45 recommendations for improvement, all of which have been accepted by AFCD. We call on all sectors of society to join hands in protecting animal lives🤲

💡Our key recommendations include:
✅consider amending the Prevention of Cruelty to Animals Ordinance in phases, with priority given to strengthening penalties and AFCD staff’s enforcement powers
✅improve operational guidelines and establish uniform standards for investigation and enforcement
✅strengthen internal monitoring, and enhance training for frontline staff in investigation effectiveness and communication skills
✅reinforce collaboration with the Hong Kong Police Force and the Hong Kong Society for the Prevention of Cruelty to Animals to combat animal cruelty
✅step up inspections at animal trap blackspots, and explore raising relevant penalties

【申訴專員出席「全民國家安全教育日」開幕典禮暨主題講座】

申訴專員陳積志今日獲邀出席「全民國家安全教育日」開幕典禮暨主題講座。今年主題為「主動對接『十五五』規劃 堅持統籌發展和安全」。中央港澳工作辦公室主任、國務院港澳事務辦公室主任夏寶龍以視頻連線出席典禮,並擔任主禮嘉賓及發表主旨致辭。香港特區行政長官李家超、中聯辦主任、香港特區維護國家安全委員會國家安全事務顧問周霽,以及中央駐港國家安全公署署長董經緯等亦擔任主禮嘉賓。

陳積志表示,國家安全是社會穩定與經濟繁榮的基石,特區政府每年均會就「全民國家安全教育日」籌辦一系列的活動,讓公眾能更深入認識和學習如何維護國家安全。公署亦持續定期舉辦相關培訓,進一步增強全體人員維護國家安全的意識,並積極主動對接「十五五」規劃,致力提升公共行政治理水平,促進社會和諧,為維護安全穩定的發展環境作出更大努力和貢獻。

【Ombudsman attends opening ceremony cm seminar of National Security Education Day】

The Ombudsman, Mr Jack Chan, today attended on invitation the opening ceremony cm seminar of the National Security Education Day. The theme of this year is “Proactively Align with the 15th Five-Year Plan; Follow a Holistic Approach to Development and Security”. The Director of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Hong Kong and Macao Affairs Office of the State Council, Mr Xia Baolong, attended the ceremony as the officiating guest and delivered a keynote speech via video link. Other officiating guests included the Chief Executive of the Hong Kong Special Administrative Region (“HKSAR”), Mr John Lee; the Director of the Liaison Office of the Central People’s Government (“CPG”) in the HKSAR and the National Security Adviser to the HKSAR Committee for Safeguarding National Security, Mr Zhou Ji; and the Head of the Office for Safeguarding National Security of the CPG in the HKSAR, Mr D**g Jingwei.

Mr Chan stated that national security is the cornerstone of social stability and economic prosperity. The HKSAR Government organises a series of activities every year to mark the National Security Education Day, enabling the public to deepen the understanding and learn about how to protect national security. The Office will also continue to organise relevant training regularly to further raise all staff’s awareness of safeguarding national security. Proactively aligning with the 15th Five-Year Plan, the Office will strive to improve the standard of public administration, foster social harmony, and make greater efforts and contributions to maintaining a secure and stable environment for Hong Kong’s development.

公署同由政務司司長領導推行嘅「共創明『Teen』計劃」合作 ,今日舉行首場「青年人正面看申訴座談會暨調解工作坊」,超過40名青年學員👩🏻🧑🏻‍🦱參與其中,深入認識公署嘅角色同職能⚙️。

助理申訴專員鄧健章出席工作坊同學員交流 ,鼓勵更多年輕人積極參與公共事務,了解良政善治嘅重要性,共同建設更美好、更優質嘅社會,為國家同香港嘅發展貢獻。

【Ombudsman holds youth workshop to support Strive and Rise Programme🌱】

The Office of The Ombudsman, in collaboration with the Strive and Rise Programme led by the Chief Secretary for Administration, held the first “Youth Workshop on Positive Complaint Culture and Mediation” today. Over 40 young students👩🏻🧑🏻‍🦱 participated in the Workshop, enabling them to better understand the role and functions of the Office⚙️.

The Assistant Ombudsman, Mr Kenny Tang, attended the Workshop to engage with students. He encouraged more young people to actively participate in public affairs and to understand the importance of good governance. He emphasised that by working together, we will build a better, higher-quality society and contribute to the development of the motherland and Hong Kong.

The three strategic focuses🎯championed by the Ombudsman, Mr Jack Chan, and the results achieved in the past year were highlighted. The Workshop also shared how the Office fosters a positive complaint culture💡and raises governance standards through promoting mediation and inter-departmental collaboration. The young students were actively engaged in the question-and-answer session. The Office is committed to promoting and deepening the work on youth affairs. In 2026/27, we will continue to organise similar activities, providing more opportunities for students to enhance their understanding of the Office’s work .

申訴專員公署轄下香港國際申訴專員學院今日首次走入社區🏛️,喺禮頓山社區會堂舉辦首場講座👩‍🏫 ,目的係向區議員同議員助理介紹公署嘅職能同工作⚙️,等佢哋向市民提供協助嘅時候更能掌握公署點樣處理市民嘅申訴🔍,為佢哋解決困難。講座由公署總調查主任主講,重點闡述申訴專員陳積志為公署提出嘅三大策略性方向同工作成果🎯,透過倡導調解同跨部門協作🤝,推廣正面申訴文化,積極促進良政善治,防範行政失當,切實排解市民嘅憂難💡,從而增加市民嘅幸福感同獲得感✨。

【📢Ombudsman Academy holds “Public Administration and You” seminar for District Council members💬】

The Hong Kong International Ombudsman Academy under the Office of The Ombudsman today held its first community seminar👩‍🏫 at the Leighton Hill Community Hall🏛️. The seminar, titled “Public Administration and You” aimed to brief District Council members and their assistants on the Office’s functions and work⚙️, enabling them to have a better grasp of the Office’s procedures for complaint handling🔍 and resolving problems faced by members of the public. Presented by a Chief Investigation Officer, the seminar highlighted the three strategic focuses championed by the Ombudsman, Mr Jack Chan, and the results obtained🎯. By pressing ahead at full steam with mediation, interdepartmental collaboration🤝 and the promotion of a positive complaint culture, the Office strives to foster good governance, prevent maladministration and effectively address public grievances💡, thereby enhancing the public’s sense of happiness and fulfilment✨.

In addition to today’s seminar, a second session is being organised to facilitate broad participation by District Council members and their assistants. The next session is scheduled for May📅. The response has been enthusiastic👏, with more than 300 participants signing up for the two sessions to engage in interactive discussions and exchanges.

【Ombudsman Academy visited CUHK-Shenzhen to deliver keynote lecture💬】

The Hong Kong International Ombudsman Academy (HKIOA) of the Office recently delivered the first keynote lecture🎙️ across the border. Invited by the Division of Civil Education, The Chinese University of Hong Kong, Shenzhen, two Chief Investigation Officers of the Office served as guest speakers at a serial lecture under the course “Society and Public Policy in Contemporary China”, briefing young university students on the Office’s functions and powers⚙️. The three strategic focuses championed by the Ombudsman, Mr Jack Chan, and the results obtained in the past year were highlighted🎯. The lecture also shared practical cases of complaint handling and discussed how the Office fosters a positive complaint culture and raises governance standards through promoting mediation and inter-departmental collaboration.

The lecture was well received and attended by nearly 100 undergraduate and postgraduate students. Apart from actively engaging in the question-and-answer session🙋🏻‍♂️, they also interacted with HKIOA representatives to deepen their understanding of Hong Kong’s public administration and complaint culture📝. It was a fruitful event fully demonstrating the vibrant connection between Hong Kong and the Mainland🤝.

The Ombudsman, Mr Jack Chan, today received a delegation led by the Commissioner Against Corruption of the Macao Special Administrative Region, Ms Ao Ieong Seong, with a meeting held together with three Assistant Ombudsmen to reinforce bilateral ties👥.

During the meeting, Ombudsman Chan briefed the delegation on the Office’s three strategic focuses and the results achieved in the past year📚, highlighting our efforts through the Hong Kong International Ombudsman Academy to promote mediation and inter-departmental collaboration, with a view to driving innovation and reform in public administration🏛️. The two parties also engaged in in-depth discussions and shared experience in monitoring public administration and handling complaints📝.

【展開主動調查行動】香港人口持續高齡化🧓👵,為護老護殘帶嚟社會關注同壓力,政府喺推動樂齡科技應用同普及方面嘅成效又係點呢?

樂齡科技嘅產品種類多元,例如電動輪椅 、扶抱器具、智能陪伴機械人🤖等,唔止可以改善同提升長者嘅生活質素,亦可以減輕照顧者嘅壓力。不過,喺香港嘅普及性仍然偏低📉,市民對相關嘅產品認識唔多,資訊亦有限,甚至連有關基金資助嘅產品都未被充分使用。

申訴專員陳積志表示,面對高齡化挑戰,將創新科技融入安老同康復服務係大勢所趨✨。樂齡科技不但可以提升長者自我照顧能力,加強佢哋同社會嘅連繫,仲有助紓緩照顧者嘅壓力。因此,公署決定展開主動調查行動🕵️‍♂️,審研社會福利署推動應用樂齡科技措施嘅成效,包括有關基金嘅使用情況💰、不同服務單位嘅實際應用⚙️、對相關措施嘅監察同支援👥、跨機構或跨界別嘅協作🤝等,希望提出改善建議,令樂齡科技嘅應用更完善同普及,真正走入長者生活。💪

【Launch of Direct Investigation Operation】In Hong Kong, the continuously ageing population🧓👵 has raised concerns about the care of elderly persons and persons with disabilities, exerting pressure on society. Against this backdrop, we will examine the Government’s effectiveness in promoting and broadening the application of gerontechnology.

Gerontechnology encompasses a wide range of products, including electric wheelchairs♿, assistive lifting devices, and companion robots🤖, which enhance the quality of life for elderly persons while alleviating the burden on carers. The pe*******on of gerontechnology in Hong Kong, however, remains at a relatively low level📉, with a lack of public knowledge on gerontechnology products. Moreover, limited product information have led to the underutilisation of items supported by the relevant fund.

The Ombudsman, Mr Jack Chan, noted that in addressing the challenges of an ageing society, integrating innovative technology into elderly and rehabilitation services has become inevitable✨. Gerontechnology not only enhances the self-care abilities of the elderly but also strengthens their social connections, while at the same time, reducing the burden on carers. Hence, the Office has decided to launch a direct investigation operation 🕵️‍♂️to examine the effectiveness of Social Welfare Department’s measures to promote the application of gerontechnology. The investigation will cover the utilisation of the relevant fund💰, the actual adoption of gerontechnology across different service units⚙️, the Department’s monitoring and support of relevant initiatives, as well as its collaboration with other organisations🤝. We will make recommendations for improvement, with a view to enhance and broaden the application of gerontechnology, thereby providing genuine support to the lives of elderly persons.💪

【主動調查行動報告】涉及醫生嘅投訴處理數以年計、個案長期積壓,相關投訴處理機制有待改善⚙️

香港醫務委員會(醫委會)拖延處理一單投訴,歷時15年未審,秘書處未能交代延誤原因,醫委會一度決定永久擱置個案,引發社會高度關注。申訴專員陳積志今日就衞生署轄下醫委會秘書處就投訴處理所提供嘅支援同成效、衞生署嘅相關監管發表主動調查行動報告。喺調查過程中,公署同時發現醫委會現行嘅處理投訴機制有唔少系統性管理同運作上嘅問題。

公署調查主要發現︰
◾2020至2025年間,超過75%醫療投訴個案喺5年內完成;有4%更要10至15年先完成處理
◾截至上年年底,有895宗投訴未完成處理,更有個案接獲後7年仲喺偵委會初步考慮階段,積壓個案嚴重
◾衞生署喺評核秘書處人員嘅工作表現時未有徵詢醫委會,反映雙方溝通不足,甚至權責不清
◾醫委會喺2024年主動檢視個案積壓情況,其後推出一系列改善措施

公署向衞生署提出咗 21項改善建議,已獲當局全部接納,期望當局同醫委會釐清監督角色同權責,維繫社會對本港醫療規管制度嘅信心🔍。

💡重點建議包括:
✅促請秘書處支援醫委會制訂行政指引,確保投訴處理機制有效運作
✅促請醫委會考慮精簡程序,提升研訊效率
✅促請醫委會加強對秘書處嘅監督同人員管理
✅考慮增加醫委會業外委員比例
✅完善法例,加強覆檢機制

【Direct Investigation Operation Report】Urgent improvements to complaint handling mechanism are called for to clear the backlog and prevent complaints against medical practitioners from dragging on for years⚙️

It has come to the attention of the Office that the Medical Council of Hong Kong (“MCHK”) delayed the handling of a complaint for 15 years, while its Secretariat was unable to explain the delay. At one point, MCHK even decided to stay the proceedings permanently, triggering significant public concern. The Ombudsman, Mr Jack Chan, today announced the results of a direct investigation operation into the effectiveness of administrative support provided for complaint handling by the Secretariat of MCHK under the Department of Health (“DH”), and DH’s regulatory role. During our investigation, we also found systemic issues in the management and operation of MCHK’s complaint handling mechanism.

Our investigation revealed that:
◾Between 2020 and 2025, more than 75% of medical complaints were completed within five years, but 4% took 10 to 15 years
◾A serious backlog of 895 cases at the end of 2025, including case still at the initial consideration stage by the Preliminary Investigation Committee seven years after being received by MCHK
◾DH conducted the performance appraisals of Secretariat staff without consulting MCHK, indicating a lack of communication between them and even unclear delineation of powers and responsibilities
◾In 2024, MCHK proactively reviewed its backlog status and introduced a series of improvement measures

We made 21 recommendations to DH, calling on the authorities and MCHK to clarify their supervisory roles and responsibilities, with an aim of upholding confidence in the regulatory system over the healthcare sector in Hong Kong🔍. All recommendations have been accepted by the government.

💡Our key recommendations include:
✅ Urging the Secretariat to support MCHK’s formulation of administrative guidelines to ensure the effective operation of its complaint handling mechanism
✅ Urging MCHK to consider streamlining procedures to improve the efficiency of inquiries
✅ Urging MCHK to step up the supervision and management of Secretariat staff
✅ Considering an increase in the proportion of lay members in MCHK
✅ Enhancing the legislation to strengthen the review mechanism

【📢 Ombudsman joins Education & Careers Expo 2026 and launches Summer Internship Programme ✨】
The Office of The Ombudsman is running a booth at the Education & Careers Expo 2026 from today for four consecutive days to introduce its functions and work results, as well as recruitment information. This year, we will launch our first ever Summer Internship Programme. It is a great opportunity for tertiary students interested in gaining hands-on experience and pursuing a career in public service, so be sure to stay tuned!

The Ombudsman, Mr Jack Chan, visited the venue and engaged with visitors. Ombudsman Chan aspired to encourage more young people to actively participate in public affairs and understand the importance of good governance, and to promote a positive complaint culture. He considered the youth are the driving force behind the development of society and our motherland.

【主動調查行動報告】香港山多平地少,加上出現極端天氣越嚟越頻密🌧️⛰️,唔做好防治山泥傾瀉嘅工作,隨時危害到市民大眾嘅生命同財產安全!🤯

憑藉土木工程拓展署(土拓署)多年來嘅努力,特別係現屆政府嘅多項前瞻性措施🛡️,本港嘅山泥傾瀉風險📉已經大幅度降低。不過針對相關政府部門就天然山坡同政府人造斜坡嘅安全管理,公署認為仲有進一步提升嘅空間。

公署翻查本港過往35年嘅山泥傾瀉事故數據,做咗7次實地視察🔍,發現到近10年(2015–2024)平均每年都有約214宗山泥傾瀉事故,而超過40%涉及政府人造斜坡,天然山坡佔約25%,當中:

◾大部分涉及嚴重事故嘅天然山坡,在事故前都未被納入長遠防治山泥傾瀉計劃,或即使已納入計劃,但事故前仍未開展鞏固工程
◾政府人造斜坡發生事故嘅比率竟較私人人造斜坡高1至3倍⚠️
◾部分政府人造斜坡3年內重複發生事故,令人對潛在事故風險同結構安全🧱有疑慮

公署今日就政府嘅防治山泥傾瀉工作同對政府人造斜坡嘅管理,發表主動調查行動報告,向土拓署、地政總署、路政署、水務署同建築署提出共32 項改善建議,獲部門全部接納✅。

💡重點建議包括:
✅加快為潛在風險較高嘅天然山坡開展風險緩減工程 📊
✅審視政府同私人人造斜坡事故比率差異嘅原因,制訂應對措施
✅優化政府人造斜坡嘅維修同管理機制,提升防災效能
✅善用人工智能同大數據分析,部署事故應對工作🤖
✅共用中央斜坡維修資料庫同「智慧斜坡記錄冊」加強數據分析📗

【Direct Investigation Operation Report】Hong Kong is characterised by its hilly terrain and scarcity of flat land. With extreme weather becoming more frequent 🌧️⛰️, landslide prevention and mitigation are crucial for safeguarding public lives and property🤯.

Thanks to the continuous efforts of the Civil Engineering and Development Department (“CEDD”) over the years, coupled particularly with a range of forward looking measures introduced by the current-term Government🛡️, the landslide risk in Hong Kong📉 has been substantially lowered. Nevertheless, the Office considers there is still room for further improvement in the safety management of natural hillside catchments and government man-made slopes.

After reviewing over 35 years of landslide data and conducting seven site inspections🔍, the Office found that an average of about 214 landslides occurred every year in the past decade (2015–2024), including over 40% involving government man-made slopes and around 25% involving natural hillside catchments. In particular:

◾a majority of natural hillside catchments involved in serious incidents had not been included in the Landslip Prevention and Mitigation Programme before the incidents, or no reinforcement works had been commenced even if they had already been so included
◾the failure rate of government man-made slopes was higher than that of private man-made slopes by one to three times⚠️
◾some government man-made slopes were involved in repeated incidents within three years, raising concerns about potential risks and structural safety🧱

The Office announced today a direct investigation operation report on the Government’s landslide prevention and mitigation work and its management of government man-made slopes. All the 32 recommendations made to CEDD, the Lands Department, the Highways Department, the Water Supplies Department and the Architectural Services Department have been accepted by these departments✅.

💡Key recommendations include:
✅expediting risk mitigation works for natural hillside catchments with higher potential risks 📊
✅examining the underlying causes of the different failure rates between government and private man-made slopes, and formulating counter-measures
✅optimising the mechanism for maintenance and management of government man-made slopes for more effective prevention of incidents
✅ leveraging artificial intelligence and big data analytics for better preparation of response actions🤖
✅ sharing data through the Centralised Slope Maintenance Database and the Smart Slope Catalogue to enhance data analytics📗

The Eighth Legislative Council General Election was held today. In full support of the election, the Ombudsman, Mr Jack Chan, and his staff dutifully fulfilled civic responsibility by casting their important votes. Ombudsman Chan expressed his expectation that the newly elected Legislative Council members will unite their efforts to assist the Hong Kong Special Administrative Region Government in advancing good governance, driving reform and innovation, strengthening public administration and enhancing the well-being of the community. He called on all stakeholders to work hand in hand in building a brighter future for Hong Kong.
