【 #案件速遞 足球員及「艇仔」貪污「打假波」賭外圍三人判囚最高17個月】
廉署「碧草」行動早前成功瓦解1個非法外圍賭博「假波」貪污集團，在2021至2023年兩個賽季行賄足球員「打假波」，操縱3支足球隊在香港超級聯賽及香港甲組足球聯賽多場賽事的結果，以便集團成員在非法外圍賭博中獲利。涉案2名足球員及1名外圍賭注中介人(俗稱「艇仔」)今日(5月29日)在西九龍裁判法院分別被判入獄14個月4星期至17個月。
裁判官判刑時指出，本港足球運動發展有賴球員誠實作賽及公眾信任。他斥責被告蓄意操控球賽，破壞本港廉潔體壇及公平競賽，損害本港足球壇的聲譽，影響公眾信心。因此，法庭必須判處被告即時入獄，以反映案情嚴重兼收阻嚇之效。

【 #案件速遞 自編自導罪案予還押犯提供線報申請減刑 遭廉署起訴4人判囚1年至逾3年】
廉政公署早前揭發荔枝角收押所1名還押犯，串謀同黨策劃2宗自編自導的罪案，從而讓另外2名還押候訊犯人以向警方提供罪案線報，向法庭申請減刑。廉署及早介入，成功阻截該2宗管有非法槍械、炸藥或毒品罪案發生。4名被告早前承認串謀妨礙司法公正及「洗黑錢」等罪名，今日(5月29日)在區域法院分別被判入獄1年至逾3年。
暫委法官判刑時稱本案罪行性質嚴重，涉案金額大，而4名被告企圖協助減刑的2名還押犯，本身亦干犯了嚴重罪行。法官強調法庭必須判處本案各被告即時入獄，並批准控方申請，充公其中2名被告的涉案犯罪得益共約90萬元。

廉政公署早前起訴香港科技大學(科大)1名時任講座教授，控告他從友人收賄40,000元兼向2名同事派利是，以協助1名學歷不合資格的學生入讀他負責的碩士課程。涉案教授今日(5月28日)在觀塘裁判法院被判入獄20個星期。

【推動創新科技 提升防貪能力🌐🆙】
星期一(5月18日)，廉署防止貪污處處長李景文先生帶領一眾廉署人員，與香港應用科技研究院(應科院)行政總裁孫耀達博士工程師、首席商務官吳曉峰先生及科研團隊深入討論如何透過人工智能(AI)解決方案堵塞貪污漏洞🔍，並加強機構的誠信管理。
雙方探討了多項AI在防貪工作上的應用方向，包括數據分析、採購數據異常檢測工具及文件智能解決方案等技術。💡廉署期待與應科院及科技業界加強合作與交流，希望運用各項創新技術提升各個機構的防貪能力。

【ICAC Attends Anti-Corruption Forum in Uzbekistan to Share Experience and Strengthen Cooperation🤝】
The ICAC delegation visited Tashkent, the thousand-year-old ancient city and capital of Uzbekistan again last week (May 12 to 14), to attend “The VI Tashkent Anti-Corruption Forum” and the Regional Seminar, sharing the ICAC’s anti-corruption strategies and experience with over 260 experts and counterparts from Central Asia and neighboring countries👥.
Ms Irene Wang, ICAC’s Assistant Director of the Corruption Prevention Department, contributed to the Forum’s session on “Anti‑Corruption Education, Social Partnership, and Public Awareness”, sharing ICAC’s experience in community education and youth engagement. She also took part in the Regional Seminar, where she introduced the InTECHgrity Framework — a tool that leverages digitalisation to build corruption‑risk detection and control features into workflow at the system design stage. At the same seminar, Mr Gary Wong, Principal Investigator of the Operations Department, highlighted how the ICAC uses technology and data analytics to investigate corruption cases.
The ICAC values every opportunity to exchange with anti-corruption partners across the globe🤝. We will continue to strengthen cooperation with our anti-corruption partners in Central Asian countries and work together to build a “Clean Silk Road” 💪.
【廉署出席烏茲別克斯坦反貪論壇 分享經驗 強化合作🤝】
廉署代表團上星期（5月12至14日）再次造訪擁有千年歷史的烏茲別克斯坦首都塔什干，出席「第六屆塔什干反貪腐論壇」及區域研討會，與中亞及鄰近國家逾260位反貪專家及同儕分享廉署的反貪策略及經驗👥。
廉署防止貪污處助理處長王嫣女士在論壇的「反貪教育、社會伙伴關係與公眾意識」環節中分享了廉署在社區教育及青年參與方面的經驗。其後，她亦在區域研討會上介紹了「數『治』誠信框架」——一項運用數碼化科技，在系統設計階段把貪污風險偵測和管控功能嵌入工作流程的工具。同一場研討會中，執行處首席調查主任黃漢傑先生亦講解了廉署如何運用科技和數據分析偵查貪污案件。
廉署珍視每次與世界各地反貪同儕交流的機會🤝。我們會繼續與中亞國家的反貪伙伴合作，攜手共建「廉潔絲綢之路」💪。

【ICAC Commissioner attends first IAACA European regional anti-corruption conference in Hungary🇭🇺】
The ICAC Commissioner, Mr Woo Ying-ming, led a delegation to Budapest, Hungary last week (May 12 to 15). In his capacity of President of the International Association of Anti-Corruption Authorities (IAACA), the Commissioner hosted the IAACA's first regional anti-corruption conference in Europe. Jointly organised by the IAACA, the ICAC, the Integrity Authority of Hungary, the National Anti-Corruption Authority Council of Italy and the Hellenic National Transparency Authority, the conference united over 180 international experts from more than 70 anti-corruption, law enforcement and regulatory bodies across Europe and other regions of the world🌎, marked the largest and most extensive European anti-corruption exchange initiative of the ICAC and the IAACA.
ICAC representatives shared experience in innovative strategies in anti-graft education as well as effective measurement of anti-corruption performance. The of the ICAC also seized the opportunity to host a post-conference training seminar for participants.👥
During the visit, the Commissioner chaired the IAACA Executive Committee meeting to chart the path of the IAACA upon its 20th anniversary. Following a bilateral meeting with officials from the Hungarian Integrity Authority, the ICAC also entered into a Memorandum of Understanding (MoU) with the International Anti-Corruption Academy (IACA) of Austria. 🤝
The ICAC will continue to promote Hong Kong's probity culture and share the experience it has accumulated over more than half a century, to enhance the global anti-graft network, strengthen international co-operation and to tell good stories of Hong Kong.💪

【廉政專員赴匈牙利🇭🇺 出席國際反貪局聯合會首個歐洲區域反貪會議】
廉政專員胡英明上星期(5月12-15日)率領廉署代表團赴匈牙利布達佩斯，以國際反貪局聯合會(聯合會)主席身分，主持聯合會首個歐洲大型區域反貪會議。是次會議由聯合會、廉署、匈牙利廉政局、意大利國家反腐敗局及希臘國家透明管理局共同舉辦，雲集歐洲及其他地區超過70個反貪、執法和監管機構逾180位專家🌎，是廉署和聯合會歷來最具規模、覆蓋率最高的歐洲反貪交流項目。
廉署代表在會上分享創新反貪教育的工作策略，同時介紹如何有效衡量反貪工作成效。 #香港國際廉政學院 亦趁是次機會，在會議後為各國參加者舉辦反貪講座。👥
期間，專員主持聯合會執行委員會會議，商討聯合會今年成立20周年的往後發展方向。他隨後與匈牙利廉政局相關官員進行雙邊會議，並與奧地利的國際反腐敗學院簽訂合作備忘錄。🤝

【廉政公署🤝香港公司治理公會：攜手推動企業誠信文化】
香港公司治理公會（HKCGI）會長鄒兆麟先生早前(5月12日)與理事會成員到訪廉署大樓， 就推動廉潔營商文化進行交流。 會面期間，廉署代表與理事會成員分享：
✅ 香港整體廉潔現況 — 香港持續在多項國際調查中名列全球最廉潔地區之一，社會各界亦對貪污「零容忍」，充分彰顯廉署多年透過執法、預防及教育「三管齊下」打擊貪污的成果。
✅ 公私營合作— 廉署透過與各行各業的持份者建立策略聯盟，攜手推廣廉潔營商文化。未來，廉署亦將與HKCGI進一步深化合作，合力推動一套全面、實用且可持續的「誠信合規管理體系」，協助企業提升防貪與誠信管理的能力。
理事會成員亦趁今次機會參觀廉署展覽廳及「一九七四」咖啡廳，欣賞全新「留聲．印記」展覽，細味廉署五十多年來推廣誠信文化的珍貴歷程。

【ICAC🤝HKCGI: Together for Integrity-Driven Corporate Governance】
The President of The Hong Kong Chartered Governance Institute (HKCGI), Mr Tom Chau, recently (12th May) led council members on a visit to the ICAC for an in-depth exchange on fostering a culture of integrity in the private sector. During the session, ICAC representatives shared key insights on:
✅ Hong Kong's current probity landscape — Hong Kong is consistently ranked among the world’s least corrupt places in major international surveys, with society maintaining a firm “zero tolerance” stance towards corruption. This demonstrates the effectiveness of ICAC's three-pronged approach of law enforcement, prevention and community education in combating corruption.
✅ Public-private partnership — The ICAC promotes a culture of integrity and ethical business practices through strategic collaboration with key stakeholders across industries. It will further deepen cooperation with HKCGI to promote a comprehensive, practical and sustainable Integrity Compliance Management System, empowering companies to strengthen their corruption prevention and integrity management capabilities.
The delegation also took the opportunity to tour the ICAC Exhibition Hall and visit the Café 1974, where they experienced the brand-new "Imprinting Voices " exhibition, a showcase reflecting the ICAC’s five-decade journey in cultivating a culture of integrity throughout the community.
