This is the account of Project on "Building Disaster and Climate Resilient Cities in ASEAN"

Based on Concept Note 18 (CN 18) “Building Disaster and Climate Changes in ASEAN Cities” of ACDM Working Group (WG) on Prevention and Mitigation, this project will develop the implementation framework for CN 18. Overall, this project aims to increase the resilience of ASEAN cities to disasters through the following;

11th Project Steering Committee meeting was held on July 19 in Luang Prabang, Lao PDR. PSC members consisting of Co-chairs of ACDM WG on P&M (Lao PDR, Thailand), ASEC, AHA Centre, and JICA attended the meeting. The members accepted the Draft Final Report (2) prepared by JICA Project Team. In the meeting, ASEC updated that the 32nd ACDM meeting held in Malaysia on June 2018 endorsed the Guidebook for Urban Resilience. The members also discussed actions for sustainable use of CN 18 Outputs.

3rd ASEAN Urban Resilience Forum was held on July 17-18 in Luang Prabang, Lao PDR. About 50 participants from seven ASEAN Member States, ASEAN Secretariat, AHA Centre, JICA, and JICA Project Team participated in the forum. The experiences of the demonstration project in Luang Prabang, Lao PDR, and in Denpasar, Indonesia were shared among the participants. They also discussed utilization of checklist, conducting disaster risk assessment, and cooperation among the concerned sectors.

Guidebook for Urban Resilience 12/07/2018

Guidebook for Urban Resilience was developed to provide guidance to the national and local government officials in ASEAN Member States (AMS) in charge of Disaster Risk Reduction (DRR) and Urban Planning and Management. The officials can understand urban disaster risk, issues and countermeasures against the urban disaster risks or critical points regarding to DRR, mainstreaming DRR into urban planning and management including regulation of land use and development through reading the guidebook. They also can learn and share good practice and lessons on building
resilient cities obtained from the experiences in other countries/cities. You can download from the following URL.

ASEAN Urban Resilience Checklist 06/07/2018

ASEAN Urban Resilience Checklist was developed. The checklist is very useful tool for city governments to assess their coping capacities for building resilience. DRR dept. and Urban Planning dept. of city governments in ASEAN are expected to utilize this checklist.

The 9th ACDM-WG meeting on Prevention and Mitigation was held on May 25, 2018 at the Grande Centre Point Ratchadamri Bangkok, Thailand. In open session of the meeting, the Project Team briefed the project outline of CN18, achievements in each project output, and challenges of the remaining project period. Among the project outputs, website and facebook management and revision of the title of ASEAN Urban Resilience Forum to ASEAN Urban Disaster Resilience Forum were discussed among the attendants. Other partners such as IGES, ADB/Canada/ICEM, FAO, ASSI, APG, IFRC, and SDC also briefed their projects in the open session. Next event of the project is the 3rd ASEAN Urban (Disaster)
Reslience Forum on July 17-18, 2018 in Luang Prabang, Lao PDR.

National Workshop was held on May 9 in Denpasar, Indonesia, for sharing experiences of the demonstration project for disaster risk assessment and mainstreaming of disaster risk reduction with utilization of checklists. About 50 participants from both national government and local government of Indonesia attended the workshop and shared the ideas to improve the practices of disaster risk reduction.

The outputs of the demonstration project in Indonesia will be also presented in the 3rd ASEAN Urban Resilience Forum, which is a regional event, to be held on July 17-18, 2018 at Luang Prabang, Lao PDR.

A workshop on preparing action plans for formulating disaster management plan in Luang Prabang was held on March 5, 2018 in Luang Prabang Province, Lao PDR. A total of 21 government officers from various departments participated in the workshop. Following the presentations, the participants exchanged their ideas on required actions through group discussions.

Training for updating website of ASEAN Urban Resilience Forum was held on March 1 at AHA Centre. Two AHA Centre staff members took the training on web design and updating techniques from a website vender. The first GIS training was held on Jan. 17. More than 15 staff members of Kota Denpasar and Bali Province learned how to handle spatial data using free GIS software QGIS.
