Stalin launched the Tamil Nadu AVGC-XR Policy 2026 on 13.3.2026, in the presence of Hon’ble Minister for Information Technology & Digital Services Dr. Palanivel Thiaga Rajan along with Thiru N Muruganandam, IAS, Chief Secretary to Government of Tamil Nadu, Thiru Brajendra Navnit, IAS, Secretary, Information Technology & Digital Services Department, Dr. K P Karthikeyan , IAS, Managing Director, ELCOT and Thiru deepana visveswari IAS, Executive Director, ELCOT.
This marks a major step towards positioning Tamil Nadu as a leading hub for Animation, Visual Effects, Gaming, Comics, and Extended Reality, while strengthening the State’s creative economy, digital capability, talent ecosystem, and innovation pipeline.

A significant step towards strengthening Tamil Nadu’s creative technology ecosystem, Hon’ble Chief Minister Thiru M. K. Stalin today launched the Tamil Nadu AVGC-XR Policy 2026, in the presence of Hon’ble Minister for Information Technology & Digital Services Thiru Dr. Palanivel Thiaga Rajan. The event was also graced by the presence of Thiru Brajendra Navnit, IAS, Secretary, Information Technology & Digital Services Department and Dr. K P Karthikeyan, IAS, Managing Director, ELCOT.
The policy is a comprehensive framework designed to establish Tamil Nadu as the premier global destination for Animation, Visual Effects, Gaming, Comics, and Extended Reality (AVGC-XR). It outlines a strong roadmap to support industry growth, talent development and innovation, further strengthening Tamil Nadu’s position as a leading creative technology hub.
Strategic Pillars of the Policy:
🔹 Economic Growth & Employment: Targeting the creation of 2 lakh high-value jobs and capturing 20% of India’s AVGC-XR market share by 2030.
🔹 Infrastructure Excellence: Establishing the ELCOT Viyan Centre of Excellence (CoE) in Chennai, supported by a "Hub and Spoke" model across regional cities to ensure equitable growth.
🔹 Intellectual Property (IP) Leadership: Incentivizing original content creation to position Tamil Nadu as the IP Capital of India.
🔹 Institutional Support: A dedicated AVGC-XR Facilitation Cell to provide single-window clearances, simplifying the ease of doing business for global and domestic investors.
🔹 Human Capital Development: Integration of AVGC-XR modules in 400+ colleges and the creation of specialized Digital Arts Centers to bridge the talent-industry gap.
Through collaboration between industry, academia and government, the policy aims to position Tamil Nadu as a global center for creative content, intellectual property and digital storytelling.

Building India’s data centre ecosystem is no longer a question of demand — it is now a question of how quickly we can bring together the right stakeholders, capabilities, and ex*****on frameworks to seize the opportunity.
At the Conference on Building India’s Data Centre Electronics, organised by CII Southern Region Confederation of Indian Industry in Chennai, Mr. Brajendra Navnit, IAS, Principal Secretary to Government, Department of Information Technology Department, Government of Tamil Nadu, delivered the special address and underscored the importance of building a strong, collaborative ecosystem to support the next wave of digital infrastructure growth. Tamil Nadu’s AI Pavilion at the India AI Impact Summit 2026!
The Information Technology and Digital Services Department, Government of Tamil Nadu, led the State’s participation at the India AI Impact Summit 2026, with Electronics Corporation of Tamil Nadu Limited (ELCOT) piloting ex*****on and coordinating collaborative efforts with Guidance Tamil Nadu, Tamil Nadu e-Governance Agency, Tamil Nadu Technology Hub (iTNT) , Tamil Virtual Academy TN, ICT Academy and StartupTN.
The Pavilion also created opportunities for numerous key meetings and ecosystem interactions, enabling market access conversations for startups with industry stakeholders, institutions, and prospective partners. In parallel, major strategic dialogues and AI-focused panel discussions were facilitated during the summit, strengthening Tamil Nadu’s visibility in the national AI discourse. As part of this coordinated effort, 20 startups from Tamil Nadu were enabled to participate and showcase their AI-led innovations on a national platform.
Guidance Tamil Nadu led strategic investment dialogues for the State with key industry players, including Eros, Sarvam AI, NVIDIA, and others, to further strengthen Tamil Nadu’s AI investment pipeline.
The Tamil Nadu AI Pavilion provided structured visibility for innovators while enabling meaningful engagement with policymakers, industry leaders, and investors. ELCOT also co-executed a thematic session with Guidance Tamil Nadu, highlighting infrastructure readiness, industry integration, and investment pathways that support Tamil Nadu’s deployment-oriented AI strategy.
The Pavilion witnessed visits and active engagement from key leadership, including Thiru S Krishnan, IAS, Secretary, Ministry of Electronics and Information Technology (MeitY), Government of India; Thiru Brajendra Navnit, IAS, Principal Secretary, Information Technology and Digital Services Department, Government of Tamil Nadu; and Thiru K P Karthikeyan, IAS, Managing Director, ELCOT, along with other senior officials, who interacted with participating startups and ecosystem partners at the Pavilion.
A key highlight at the Pavilion was the demonstration of TNeGA’s AI-enabled WhatsApp-based governance services, showcasing Tamil Nadu’s citizen-centric digital public infrastructure and its scalable approach to AI adoption in governance.
