Finance is not the only resource important for entrepreneurship. A first-generation entrepreneur (FGE) needs the following resources to start:

1. Intellectual Resource (CA, CS, Corporate Lawyer, single window registration, and on-application approvals/sanctions like GST, FSSAI, etc.)

2. Physical Resource (Infrastructure, Equipment, Material—allotment of land, shops, priority basis electricity connection, concessional tariff, etc.)

3. Technical resources, mostly digital, are the bare need for business (website, mobile app, digitalizing the internal and external processes for a smooth go-to-market experience).

Prioritize this special category of entrepreneurs as and create exclusive active teams for Employment Generation through Entrepreneurship at district levels. The EGE Team shall look after resource facilitation, guidance, and troubleshooting and the government should bear the cost of these resources for the first 3 years of handholding.

Turn India from a Saving & Consumer Economy into an Entrepreneurial Economy through democratization of resources.

1. Make employment-linked loans interest free if repaid in 7 years or on time whichever is earlier
2. In case of First Generation Entrepreneurs , allow loans against Equity
3. No 3 years balance sheet, previous income tax statement and guarantor for FGEs, it must be one-time investment under on personal undertaking
4. Fix a standard amount per FGE. In case a group of FGEs or promoters are coming together as a Team for a bigger project, allow the credit limit accordingly: No. of FGEs x Right to Loan per FGE
5. is a one-time right, but the successful FGEs should have the Right to further loan for market acquisition, competition and expansion under employment-linked investment
6. To promote FGEs from the socially weaker SC-ST communities, reserve the loans for them as per their share in population
7. Only one FGE from one family should be allowed

This will be a serious attempt to promote People's Ventures from the bottom of the pyramid, break the serious wealth inequality in India and Democratize the Economy through Democratization of Resources.

Recognize explicitly ‘Right to Work’ with 'Right to Earn' and 'Duty to Work' as fundamental rights in Part III of the Constitution, along with the ‘Right to Life’ under Article 21.

1. Everyone should be offered either a , self-employment or Skill Training linked with Job or Loan, while passing out or reaching the working age of 15, as the case may be.

2. Priority should be given to the candidates whose family income is below a decent standard of living (may be, INR 2,00,000 p.a.).

3. The 'Work' offered must be suitable to the skill/talent/education of the candidate, though it may not exactly match "one’s choice" as per Article 23 and Article 6, and, the Universal Declaration of Human Rights and the International Covenant on Economic, Social, and Cultural Rights.

4. Fix Minimum National Salary (for unskilled) at a decent living standard of INR 12,000 per month. (The present national floor level minimum wage of INR 178 per day or INR 5,340 per month is not suitable for any civilized society.)

5. Include the so that the workforce becomes productive, responsible and does not become a burden on the employer and the nation, hampering the economy and the job creation cycle.
