Controller of Certifying Authorities - CCA India

The Ministry of Electronics & Information Technology, Government of India and the Directorate-General for Communication Networks, Content and Technology (DG CONNECT) of the European Commission have signed an Administrative Arrangement on Advanced Electronic Signatures and Seals on 27 January 2026.

The arrangement was signed by the Secretary, MeitY, and the Director-General, DG CONNECT. The cooperation will be implemented by MeitY through the Controller of Certifying Authorities (CCA), in line with India’s legal and regulatory framework, in accordance with the applicable provisions of the Information Technology Act, 2000, within the established regulatory framework of the Controller of Certifying Authorities (CCA).

Office of the Controller of Certifying Authorities - CCA India participated in the First Ever North East Science, Technology and Industrial Expo 2025, being held from 27th to 30th October, 2025, at North-Eastern Hill University (NEHU), Shillong.
Through its participation, CCA showcased its key initiatives and technological contributions toward strengthening India’s Public Key Infrastructure (PKI). The initiative aims to raise awareness among students, researchers, and emerging startups in the Northeast about the importance of digital signatures, eSign services, and trust infrastructure in enabling secure digital transformation.

The Digital Tech Expo 2025 exhibition, under the theme of "Digital Trust Ecosystem", was held from 03-04 September 2025 and featured state-of-the-art technologies, new and/or indigenously developed products, and solutions in this domain. The event was co-located with the 6th IEEE International Conference on Public Key Infrastructure and its Applications – PKIA 2025.

IEEE PKIA 2025 featured three special addresses by Dr. Sanjay Bahl (Controller of Certifying Authorities - CCA India and Director General, CERT-In, Government of India ), Prof. Debabrata Das (Director, IIIT-Bangalore) and Shri Ravi Kumar M (Deputy Director General of Shipping, Coastal Shipping). Dr. Bahl talked about the future of PKI, innovation, resilience and trust in the face of threats from Quantum Computing and the rising AI. He mentioned that PKI is the backbone of digital trust through a digital certificate for authentication, integrity and encryption. Prof. Das spoke about the security needs for the digital infrastructure across the globe for the upliftment of mankind. Shri Ravi talked about the use and importance of PKI in maritime operations.

On Day 2 of the IEEE PKIA conference, a Memorandum of Understanding (MoU) was signed and exchanged between C-DAC Bengaluru and Christ University, Bangalore for a capacity building program, internship of students of Christ & C-DAC, minor and master courses powered by Centre for Development of Advanced Computing : C-DAC . Dr. S D Sudarsan, Ph.D., Executive Director, CDACINDIA Bangalore, and Dr. Anil Joseph Pinto, Registrar, Christ University, Bangalore, signed the MoU on behalf of their respective organizations. Dr. Sanjay Bahl (Controller of Certifying Authorities - CCA India and Director General, CERT-In, Government of India ) and Shri Arvind Kumar, Senior Advisor, CDAC, also graced the occasion.

The 6th IEEE International Conference on Public Key Infrastructure and its Applications – PKIA 2025 received 78 research papers, of which ten were selected after multiple reviews. The question-answer session saw a healthy discussion on the presented research topics. Dr. Kunal Abhishek, C-DAC Patna, received the Best Paper award for his paper titled "Extending Elliptic Curve Cryptography for Quantum Readiness". The paper presentation sessions were chaired by Prof. Dr. Pushparaj Shetty D., NIT-K, Shri P Ramchandran, Scientist G, O/o CCA, Shri Shamsuddin Khan, Assistant Controller (Technology), O/o CCA, Shri R P PANDEY, Assistant Controller (Investigation), O/o CCA and Shri Gopinath P, Scientist ‘E’, C-DAC Bangalore.

Centre for Development of Advanced Computing : C-DAC Bangalore, under the aegis of the Controller of Certifying Authorities - CCA India, Ministry of Electronics & Information Technology, Government of India(MeitY) and supported by IEEE Computer Society Bangalore Chapter, and IEEE Industry Applications Society Bangalore Chapter, hosted the 6th IEEE International Conference on Public Key Infrastructure and its Applications – PKIA 2025, at Christ University, Bangalore, Central Campus, Hosur Road, Bengaluru, India, during September 3-4, 2025.

Chief Guest Shri Arvind Kumar, Senior Advisor, CDAC (Former CCA), inaugurated the conference. The inaugural program of the conference was graced by a galaxy of dignitaries from CCA, IEEE and MeitY, which included Shri AASHISH BANATI, Deputy CCA (Technology), O/o CCA, MeitY, Prof. Rudrapatna Shyamasundar, IIT Bombay, Dr. Sanjay Tyagi, Jurisdictional Director, STPI, Dr. Sunil Kumar Vuppala, Chair, IEEE Computer Society Bangalore Chapter, Shri Dilip Kumar Barman, Deputy CCA (Investigation), O/o CCA, Dr. Ananda Mohan Pemmaraju, Life Fellow, IEEE and Dr. S D Sudarsan, Ph.D., Executive Director, C-DAC, Bangalore.

The conference was a 2-day program with 10 paper presentations, 13 invited talks, 3 Special Talks and a keynote address. The conference was well-received by over 200+ offline and 400+ online participants.
