To understand its impact, we need to look at how effectively it is implemented, how widely it is adopted, who it reaches, whether it improves efficiency, and what measurable outcomes it delivers.

An evidence-led approach helps us understand what is working, identify gaps in implementation, and determine where further action or intervention may be needed.

A Parliamentary Standing Committee on Commerce has recommended periodic third-party evaluation of EoDB reforms, shifting the focus from counting reforms to measuring their impact on the ground.

Faster approvals. Lower compliance costs. Better digital services. More predictable regulations.

Because reform on paper is not the same as ease in practice.
The next phase of EoDB must be about measurable outcomes, independent assessment and continuous improvement.
