A 3-day training of District & Charge Level Census Functionaries on Census 2027 (Phase 1: House Listing & Housing Census) is currently underway simultaneously across 15 districts of Assam.
Additional Principal Census Officers, District Census Officers, City Census Officers, Additional & Deputy District Census Officers, Charge Officers, Additional Charge Officers, and other key district & charge Census functionaries are being imparted training on various aspects of Census 2027 by Sr. Officers of DCO, Assam.
District-level Training has commenced in Sivasagar, Charaideo, Jorhat, Lakhimpur, Kamrup, Cachar & Silchar M. Corp, Dhubri, Goalpara, Dima Hasao, Darrang, Kokrajhar, Morigaon, Baksa, Kamrup (M) & Dhemaji .
Marking a historic shift, Census 2027 will be conducted entirely in digital mode in two phases: Phase 1 focusing on the House Listing & Housing Census (HLO) during 17 August to 15 September, 2026 in Assam to lay the foundation and create the framework. The option of Self enumeration will also be available during 2nd-16th August, 2026 for the residents of Assam through a dedicated portal https://se.census.gov.in. This will be followed by Phase 2 focusing on Population Enumeration (PE) in February, 2027.

A State Level Conference of Principal Census Officers (PCOs) in connection with Phase-I of Census 2027 namely Houselisting & Housing Census (HLO) was held today at the Assam Administrative Staff College, Guwahati under the Chairmanship of Dr. Ravi Kota, IAS, Chief Secretary, Assam. The conference was organized by the General Administration Department, Nodal Department for Census 2027 of Govt. of Assam in association with Directorate of Census Operations, Assam under the Office of the Registrar General & Census Commissioner, Ministry of Home Affairs, Govt. of India.
The conference was attended by the Registrar General & Census Commissioner of India, Shri Mritunjay Kumar Narayan, IAS, Senior officers of the Government of Assam, Chief Principal Census Officer cm Director of Census Operations, Assam, State Nodal Officer, District Commissioners & Municipal Commissioners cm Principal Census Officers of all Districts & M. Corps and Officers from Directorate of Census Operations, Assam.
It was informed that Census 2027 will be India’s first Census in digital mode and will be conducted in two phases namely House-listing & Housing Census (HLO) and Population Enumeration (PE). Phase-I of Census will focus on houses and households, and not on individual persons. Information relating to housing conditions, amenities available and assets possessed by households will be collected during this phase. The House-listing & Housing Census will also provide the frame for conduct of Population Enumeration during Phase-II. Government of Assam has notified the Phase-I Census schedule from 17th August to 15th September 2026, within the national April–September 2026 window. Self-enumeration for Phase-I in Assam will be available from 2nd August to 16th August 2026 through the official portal https://se.census.gov.in, while house-to-house field operations will be conducted through trained enumerators using digital devices who will validate the data submitted by the residents through SE Portal. It was further informed that Population Enumeration in Assam will be conducted in February 2027 along with all other States and Union Territories of the country. The reference date of Census 2027 is 00:00 hours of 1st March 2027.
The conference reviewed preparedness relating to field operations, training, digital infrastructure, supervision and public outreach. It was informed that 2 National Trainers have been selected from the Directorate of Census Operations, Assam for conducting cascade training programmes. A total of 59 Master Trainers have been designated in the State and training programmes for Master Trainers are scheduled from 9th June to 12th June 2026. Further, 1109 Field Trainers have been finalized by the State Government and their training is scheduled from 3rd week of June 2026 on tentative basis. A total of approximately 83,535 Enumerators and Supervisors, including reserve personnel, will be deployed during Phase-I Census operations in Assam. Addressing the conference, Dr. Ravi Kota, Chief Secretary, Assam emphasized the importance of coordinated administrative efforts, public participation and timely preparedness for successful conduct of Census 2027. The Registrar General & Census Commissioner of India highlighted the significance of technological interventions, self-enumeration and digital monitoring systems for ensuring accurate and transparent data collection. Addressing the conference, Shri Biswajit Pegu IAS, Chief Principal Census Officer of the state of Assam emphasized that cooperation and participation of the public, along with compliance with responsibilities and duties prescribed under the Census Act, 1948 and notifications issued by the Government of Assam, are essential for the successful conduct of this gigantic exercise of national importance. The conference concluded with discussion on operational strategy, training of Census functionaries and awareness generation activities across the State.

Publicity & Awareness Campaign-Census 2027: Silchar dated 8th May,2026:
The Directorate of Census Operations (DCO), Assam, in association with Assam University, Silchar, hosted a Pre-Census Awareness Programme today on the theme “Census in Digital Mode in India.” The event was graced by Professor R.M Pant, Vice Chancellor, Professor Dibyojyoti Bhattacharjee, HoD, Statistics & Programme Co-ordinator, Dr. R. Shanker, Associate Professor, Department of Statistics, Dr. Tanusree Deb Roy, Assistant Professor, Statistics, Dr. Jonali Gogoi, Asst. Prof, Statistics, Sh. Nabarun Chakraborty, Research Scholar, Department of Statistics. Representing the DCO were Sh. Subhabrata Mukherjee, Deputy Director, Dr. K.S. Singh, Retired Consultant and Sh. Raj Kumar Sharma, SI-Gr-II.
The program inaugurated with the ceremonial lighting of the lamp and the resonance of the Census slogan, “Janaganana Se Jana Kalyan.” Discussions focused on the transition to India’s first digital census, emphasizing the importance of accurate enumeration and the role of academic institutions in spreading awareness.
A key highlight was the student-led play, “Count Every Person,” which addressed census myths and residents’ responsibilities, alongside a cultural dance and singing performance showcasing Assam’s heritage and culture. These creative sessions were followed by a technical presentation on Self-Enumeration and House Listing Operations (HLO), focusing on data privacy and security.
The event concluded with a live demonstration of digital tools by the DCO team, followed by an interactive audience quiz, ceremonial distribution of Census Logo embedded umbrella to ASHAs & sanitation workers and media interaction at the end. This initiative successfully equipped students and the public with the knowledge required for a seamless transition to the digital enumeration of Census 2027.

The Directorate of Census Operations (DCO), Assam, in association with Bodoland University, Kokrajhar, hosted a Pre-Census Awareness Programme today on the theme “Census in Digital Mode in India.” The event was graced by Dr. Babulal Ahuja, Vice Chancellor, Md. Anis Rasul Mazumdar, ACS, Additional District Commissioner (Census), Kokrajhar . Representing the DCO were Smt. Bharati Chanda, Deputy Registrar General, Shri Bikash Nath, Joint Director, and Shri Anand Yadav, S.I. Gr. II.
