The General Financial Rules (GFRs) 2017 of India contain the following rules for books in libraries:
👉Rule 211: Library books are classified as Fixed Assets.
👉Rule 212: Library books should be recorded in the Fixed Assets Register in Form GFR-22.
👉Rule 213: Library books should be verified physically at least once every year.
👉Rule 214: Loss of library books up to 2% of the total number of books issued or consulted in a year is considered reasonable. However, loss of a book of a value exceeding Rs. 1,000/- (Rupees One thousand only) and rare books irrespective of value shall invariably be investigated and appropriate action taken.
👉Rule 215: Libraries having more than fifty thousand volumes should conduct a sample physical verification at intervals of not more than three years.
