Global Digital Capacity Building Alliance’s consultation with over 300 senior officials across the Global South found that 𝟳𝟳% see digital disruption as the biggest pressure on governance. Most still depend on one-off training, while HR, learning and performance systems work in silos.

In a new op-ed, 𝗠𝘀. 𝗦. 𝗥𝗮𝗱𝗵𝗮 𝗖𝗵𝗮𝘂𝗵𝗮𝗻, Chairperson, CBC and 𝗗𝗿. 𝗩𝗮𝘀𝗵𝗶𝗺𝗮 𝗦𝗵𝘂𝗯𝗵𝗮, Principal Advisor, CBC, call for a “𝗖𝗮𝗽𝗮𝗰𝗶𝘁𝘆 𝗯𝘆 𝗗𝗲𝘀𝗶𝗴𝗻 𝗳𝗼𝗿 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲” (𝗖𝗯𝗗-𝗚) revolution. It would give public servants a shared, sovereign digital capacity spine, building on India’s Mission Karmayogi experience.

The first batch of the 2-day State Master Trainer (SMT) Programme under the Karmayogi Kartavya Karyakram, a flagship initiative of Mission Karmayogi, concluded at the Tamil Nadu Police Academy (TNPA), Chennai, Tamil Nadu. During the programme, 31 participants comprising faculty members from TNPA and the state Police Department were trained as State Master Trainers (SMTs). These SMEs will now lead the rollout of Karmayogi Kartavya Karyakram across the State in a cascade manner.

The Gopabandhu Academy of Administration hosted the Secretary Level Karmayogi Kartavya Karyakram, a training programme for the senior leadership of Odisha’s administration.

The programme was inaugurated by 𝗦𝗺𝘁. 𝗖𝗵𝗶𝘁𝗵𝗿𝗮 𝗔𝗿𝘂𝗺𝘂𝗴𝗮𝗺, 𝗜𝗔𝗦, 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗼𝗳 𝘁𝗵𝗲 𝗔𝗰𝗮𝗱𝗲𝗺𝘆. In her address, she highlighted the need for behavioural transformation and said it is very important for public servants and front-line workers. They deal with citizens directly, and their attitude and conduct shape how people experience governance.

𝗦𝗵𝗿𝗶 𝗦𝘂𝗺𝗲𝗲𝘁 𝗦𝗶𝗻𝗴𝗵, 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿, 𝗖𝗮𝗽𝗮𝗰𝗶𝘁𝘆 𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻, graced the occasion online and gave the orientation. He spoke about the programme’s vision: to foster a culture of 𝗦𝗲𝘃𝗮 𝗕𝗵𝗮𝘃 (the spirit of service) among public servants. The programme aims to reconnect officers with the deeper purpose of public service and to strengthen citizen-centric governance and responsiveness across all tiers.

A total of 𝟰𝟱 𝘀𝗲𝗻𝗶𝗼𝗿 𝗼𝗳𝗳𝗶𝗰𝗶𝗮𝗹𝘀 𝗳𝗿𝗼𝗺 𝗮𝗰𝗿𝗼𝘀𝘀 𝗮𝗹𝗹 𝗱𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁𝘀 𝗼𝗳 𝗢𝗱𝗶𝘀𝗵𝗮 have joined the programme.

The 2nd (Series), held under , concluded at Assam Administrative Staff College, Guwahati, with participation from representatives of GADs, ATIs, Training Institutions and public-facing departments across 8 States.
The Workshop featured an interactive session on by 𝐌𝐬. 𝐀𝐧𝐤𝐢𝐭𝐚 𝐒𝐢𝐧𝐠𝐡, Director, Capacity Building Commission.
The focus was on 𝐒𝐞𝐯𝐚 𝐁𝐡𝐚𝐯 (𝐬𝐩𝐢𝐫𝐢𝐭 𝐨𝐟 𝐬𝐞𝐫𝐯𝐢𝐜𝐞), encouraging responsive behaviour, respectful citizen interactions and greater public trust to enable the delivery of citizen-centric services.

The CBC has entered into a knowledge partnership with Simplilearn to strengthen digital and blended learning capabilities across the Training Institution ecosystem, with a focus on faculty development.

A 𝐒𝐭𝐚𝐭𝐞𝐦𝐞𝐧𝐭 𝐨𝐟 𝐈𝐧𝐭𝐞𝐧𝐭 was signed by 𝐒𝐡. 𝐉𝐚𝐝𝐠𝐞𝐞𝐩 𝐆𝐮𝐩𝐭𝐚, Secretary, CBC, and 𝐒𝐡. 𝐊𝐫𝐢𝐬𝐡𝐧𝐚 𝐊𝐮𝐦𝐚𝐫, Founder & CEO, Simplilearn, during the 1st Regional Workshop under . The partnership was further advanced through an expert session on digital learning and the future of training.

This collaboration supports CBC’s wider effort to strengthen institutional capability and advance the Transformation of Training Institutions into Capacity Building Institutions.

𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠 𝐜𝐚𝐩𝐚𝐛𝐥𝐞 𝐬𝐭𝐚𝐭𝐞𝐬, 𝐭𝐨𝐠𝐞𝐭𝐡𝐞𝐫.

Today, the Global Digital Capacity Building Alliance (GDCBA), at the Capacity Building Commission (CBC), engaged with 37 civil servants from 20 countries participating in the National Centre for Good Governance’s (NCGG) Capacity Building Programme for Civil Servants of Multi-Countries.

Representing countries from Bangladesh and Botswana to Panama, Fiji and Zimbabwe, the cohort included officers from ministries of public administration and general administration, local government service commissions, HR management units, Presidents’ offices and cabinet policy coordination.

Dr Vashima Shubha, Principal Adviser and Head of , led a session on , India’s approach to transforming civil service capacity building through competency-based frameworks, digital learning and a citizen-centric focus.

The discussion explored how these principles could be adapted to different governance contexts, with participants exchanging perspectives on role-based competency frameworks, digital public infrastructure for learning, and institutional capacity planning.

These conversations reflect the vision behind GDCBA: enabling countries to learn from one another, adapt relevant practices to their own contexts, and strengthen public institutions for the future. By fostering collaboration across the Global South, GDCBA seeks to advance a shared approach to building capable, digitally enabled, and responsive public services.

At the regional workshop in Guwahati, the transformation of Training Institutions through for the holistic development of the North-Eastern Region was highlighted.

The discussions emphasised systemic competency mapping, research, higher-order learning, and the integration of online learning with offline training interventions.

By strengthening institutional capabilities and fostering collaborative learning through UNNATI, seeks to support more responsive governance and effective public service delivery across the region.
