Giri National Labour Institute (VVGNLI), an autonomous body of the Ministry of Labour and Employment, Government of India, set up in July 1974, is a premier Institute of Labour Research, Training and Education.

The V.V. Giri National Labour Institute conducted a ‘Training of Trainers for Capacity Building on Labour Codes for the Officials of MoLE and its Verticals’ during January 07-09, 2026. The programme aimed at developing a cadre of master trainers from MoLE and its verticals, equipped with comprehensive knowledge of the Labour Codes and professional training skills required to guide, train and support implementation teams across the country. The programme also endeavored to provide an in-depth understanding of the four Labour Codes and practical implications. The sessions were delivered by Shri Rajan Verma, Former Chief Labour Commissioner, Ministry of Labour and Employment GoI; Shri Prabhakar Mishra, Ex-Deputy Labour Commissioner (UP); Shri Abhijeet Kumar Former, Dy. Chief Labour Commissioner The programme was attended by twenty-nine participants. Dr. Ellina Samantroy, Fellow was the Course Director.

V.V. Giri National Labour Institute organised a Training Programme on ‘Gender Responsive Social Protection for Migrant Workers: Evidence Based Policy’ during December 22-24, 2025. The specific objective of this programme was to build the knowledge, skills and attitudes of stakeholders to design, implement and monitor social protection measures that are inclusive, gender sensitive and responsive to the unique vulnerabilities of migrant workers, ensuring their equitable access to rights, entitlements and decent work conditions. The programme was attended by 13 participants representing State Labour Departments from Uttar Pradesh, Madhya Pradesh, Kerala, N. F. Railway Mazdoor Union, and Hind Mazdoor Sabha. Dr. Ruma Ghosh, Senior Fellow, VVGNLI was the Course Director of this programme.

The institute conducted One Day Orientation Programme on Future of Work and Labour Codes for the Trainees of Defence Headquarters Training Institute of Ministry of Defence on 18th December, 2025. Mr.Rakesh Kumar, Assistant Director and 29 officials undergoing training in DHTI participated in this programme . P.Amitav Khuntia and Dr.Ellina Sanantroy delivered the sessions. Mr.P.Amitav Khuntia ,Associate Fellow of VVGNLI was the Course Director.

The programme aimed at equipping the participants with the broad scheme and key features of various labour codes. The programme also endeavored to provide understanding of the need and context of labour law codification. The programme was attended by twenty-three participants. The Institute organised a training programme on Good Governance for Efficient and Effective Delivery of Welfare and Development Measures (December 08-12,2025) with the aim to strengthen the knowledge of the participants with the concept of good governance,it's elements and the various welfare/development initiatives and discuss the issues and mechanisms for the efficient & effective delivery to working mass. 26 officers from Central & State Governments participated in this programme.

The V.V. Giri National Labour Institute conducted a Research Methods Programme on Gender and Labour Issues during December 01-05, 2025. The course aimed at enhancing the understanding of young researchers to learn about various methods and approaches pertaining to research on gender and labour issues. The course familiarized the participants with qualitative and quantitative techniques on gender and labour research and encouraged the researchers to identify emerging areas for research on labour issues from a gender perspective. Dr. B. R. Ambedkar National Law University, Sonepat, Haryana organized a Faculty development programme in Virtual Mode on “Labour Rights and Human Rights: Emerging Issues and Challenges” during 08-15 November, 2025. The programme was organized by the Centre for Labour Studies, DBRANLU in association with V.V. Giri National Labour Institute (VVGNLI), Noida.
The programme aimed to empower faculty members, research scholars, and professionals through interdisciplinary approaches, to enhance their teaching and research capabilities, and promote active academic engagement in the evolving domains of human rights law & labour law.
The main objectives of the programme were to enhance participants’ understanding of the conceptual, constitutional, and international dimensions of labour and human rights, to promote interdisciplinary engagement by integrating perspectives from law, economics, sociology, and public policy, to strengthen research and analytical competencies in addressing contemporary labour and human rights challenges, to provide pedagogical tools for effectively teaching and researching labour and human rights in higher education and to foster critical discussion on emerging issues such as gig work, workplace discrimination, occupational safety, and human dignity.
The programme started with an inaugural ceremony. Dr. Balwinder Kaur, Associate Professor & Director, Centre for Labour Studies delivered the welcome address. Prof. (Dr.) Devinder Singh, Vice-Chancellor, DBRANLU Sonepat; Prof.(Dr.) S. Surya Prakash, Vice-Chancellor, NLIU Bhopal and Prof. (Dr.) Manoj Kumar Sinha, Vice-Chancellor, DNLU Jabalpur delivered the keynote address. Dr. Arvind, Director General, VVGNLI delivered the special address.
The programme included sessions on key topics such as the foundations of human rights, constitutional framework and the role of judiciary in protecting the rights of vulnerable groups, including women, refugees, persons with disabilities, and children. It also addressed current issues related to technology, AI, data privacy, compliance, and ethical concerns in enforcement. The curriculum also delved into contemporary issues such as the impact of technology, artificial intelligence, data privacy, compliance, and ethical challenges in the enforcement of human rights. The programme concluded with written and practical assessments, followed by a valedictory ceremony and certification, ensuring a holistic and practice oriented learning experience. Prof.(Dr.) Ashutosh Mishra, Registrar & Dean Academic Affairs, Dr. B.R. Ambedkar National Law University, Sonepat delivered the vote of thanks.
The programme was attended by forty one participants representing faculty members, research scholars, legal professionals, and practitioners, both from India and abroad. The programme was coordianted by Dr. Balwinder Kaur, Associate Professor & Director, Centre for Labour Studies; Dr. Ellina Samantroy Jena, Fellow, V.V. Giri National Labour Institute, Noida and Mr. A***n Khare, Assistant Professor, Dr. B.R. Ambedkar National Law University, Sonepat.

V.V. Giri National Labour Institute organised a Training Programme on ‘New Labour Codes and Rules’ during November 24-26, 2025. The specific objectives of this programme were: (i) understand the major features of the various Labour Codes – The Code on Wages 2019, Code on Social Security, 2020, The Industrial Relations Code, 2020, The Occupational Safety and Health and Working Conditions Code 2020; (ii) understand the role of the different organisations/bodies to administer the provisions; (iii) understand the implication of these codes on the labour market – how the reforms will address the issues of the workers and impact the employers and their businesses. The programme was attended by 33 participants representing BMS, HMS, INTUC, AIDEF-NEU, Trades Manmates (TMM) from India Security Press Nasik, Currency Note Press Nasik, Naval Dockyard Mumbai, EDF Power Solutions, Tata Steel UISL, Jamshedpur, Hindustan Aeronautics Ltd, Sultanpur. Dr. Ruma Ghosh, Senior Fellow was the Course Director.
