JASA splits, SC-ST officers form new body

One of the most important conglomerations of government officers the Jharkhand Administrative Service Association suffered a virtual split, that too on the caste line. This is for the first time an association of administrative officers has split this way in the country. As many as 20 officials of the JASA belonging to the scheduled castes and scheduled tribes have formed their own unit.

Ranchi: One of the most important conglomerations of government officials—the Jharkhand Administrative Service Association (JASA) — suffered a virtual split, that too on the caste line. And, this is for the first time the association of state administrative officers witnessed such a division in the country.
As many as 20 officials of the JASA belonging to the scheduled castes (SC) and scheduled tribes (ST) have snapped their association with the main body and formed their own unit. The SC/ST officers were disenchanted with the JASA for the last few months, as they found the association was doing little to take up the issue of their promotions as per the provisions of the 85th amendment to the Constitution.
The new association, yet to be named, is being headed by Birsai Oraon, the Additional Collector of Ranchi. Justifying the rift, Oraon said there was no reason for remaining tied up with the JASA if it failed to ensure justice to the officers belonging to deprived sections of the society.
“The number of the officers affiliated to the SC/ST group would go up to 150, the half the working strength of the JASA. Most of the officers hailing from our community are being discriminated within the association. So we decided to float out own association to spearhead the campaign for justice,” said Oraon.
JASA President Sunil Kumar Singh, however, feigned ignorance about any rift in the association, saying that he had not received any intimation about it officially.
“I have heard about it from media. But the reasons cited by the officers are totally baseless, as JASA has always been raising the demands related to promotions of the SC/ST officers as per their constitutional entitlement. The allegation is there because the government does not accept our demands all the time,” Singh said.
JASA functionaries, however, see the division of the association as an attempt to weaken its strength. It may also be a design from the Indian Administrative Service (IAS) officers, who do not want to spare important posts like those of the Additional Secretary and Joint Secretary for the State Administrative cadre officers.
Insiders pointed out that the Supreme Court, while delivering its judgment in the M Nagraj case in 2006, ruled that the Government could grant amendment benefits provided it gathered quantified data to establish that reserved categories were inadequately represented in the services, that there was necessary to fill the post ignoring merit and that doing so would not hamper overall administrative efficiency.
“JASA officers are reluctant to take up this matter, as it would curtain their chances of promotions,” another functionary of the newly created association said adding that since none of these conditions laid down by the apex court had been fulfilled, the government was justified in granting reservation of promotions to SC/ST officers at the rate of 36 per cent of the total post
