Under the guidance of the Director General of Ports, Iraq Participates in IMO meetings to Address Carbon Emission Taxes and their Implications for Global Trade

With the support and direction of Dr. Eng. Farhan Al-Fartousi, Director General of the General Company for Ports of Iraq, Iraq is taking part in the 84th session of the Marine Environment Protection Committee of the International Maritime Organization (IMO), held from April 27 to May 1, 2026. The meetings aim to discuss the IMO framework for achieving Net- zero emissions of carbon from ships.

Captain Mazen Al-Kaabi, Maritime Attaché and Deputy Permanent Representative of Iraq to the IMO, stated: “The committee is addressing a vital and contentious issue among member states. The zero-emission framework stipulates imposing fees on ships engaged in international trade, which could amount to significant sums due to the use of conventional fuels. European countries and their allies are attempting to enforce new technologies to promote the use of alternative, environmentally friendly fuels, from their perspective.”

He added: “This represents a major challenge for developing member states, as imposing taxes on ship emissions will lead to higher prices for foodstuffs transported by sea.”

Al-Kaabi emphasized that “Iraq’s active participation is a key element in influencing the organization’s policy, in cooperation with Arab countries, particularly oil-exporting nations.”

These meetings form part of the United Nations’ efforts to steer the shipping sector toward reducing carbon emissions, amid divergent positions among states regarding implementation mechanisms and the associated economic costs.

بتوجيه مدير عام الموانئ.. العراق يشارك في اجتماعات منظمة (IMO) لمواجهة ضرائب الكربون وتداعياتها على التجارة العالمية

بدعم وتوجيه من مدير عام الشركة العامة لموانئ العراق الدكتور المهندس فرحان الفرطوسي، يشارك العراق في اجتماعات الدورة الرابعة والثمانين للجنة حماية البيئة البحرية التابعة للمنظمة البحرية الدولية (IMO) للفترة من 27 نيسان/ أبريل الى 1 ايار/ مايو 2026، لمناقشة إطار المنظمة البحرية للوصول إلى صفر كاربون من الانبعاثات الناتجة من السفن.

قال الملحق البحري ونائب الممثل الدائم للعراق لدى المنظمة الكابتن مازن الكعبي، إن “اللجنة تناقش موضوعا حيويا ومسألة اختلافية بين الدول الأعضاء، حيث ينص الإطار الصفري على فرض رسوم على السفن التي تعمل بالتجارة الدولية قد يصل الى مبالغ كبيرة نتيجة استخدام الوقود التقليدي، ومحاولة دول أوروبا ومن يحالفها فرض تكنولوجيا جديدة لغرض استخدام وقود بديل صديق للبيئة من وجهة نظرهم”.

وتابع أن “ذلك يمثل تحديا كبيرا للدول الأعضاء النامية، حيث سيؤدي فرض الضرائب على الانبعاثات من السفن الى زيادة أسعار المواد الغذائية المنقولة بالسفن”.

وأشار إلى أن “مشاركة العراق الفاعلة عنصر أساس في تغيير سياسة المنظمة بالتعاون مع الدول العربية وخصوصا المصدرة للنفط”.

وتأتي هذه الاجتماعات ضمن جهود الأمم المتحدة لدفع قطاع الشحن البحري نحو خفض الانبعاثات الكربونية، وسط تباين مواقف الدول بشأن آليات التطبيق والتكاليف الاقتصادية المترتبة عليها.

Iraq Ports Launch ISM Course to Enhance Maritime Safety and Operational Efficiency

The General Company for Ports of Iraq has inaugurated a specialized training program on the International Safety Management (ISM) system at the Ports Institute. The course runs from April 26 to 30, 2026, with the participation of several maritime sector employees, as part of the company’s ongoing efforts to strengthen professional capabilities and improve institutional performance.

Dr. Eng. Farhan Al-Fartousi, Director General of the General Company for Ports of Iraq, emphasized that “investment in human resource development constitutes a fundamental pillar in advancing institutional performance.” He stressed that “training is essential for building capacities, refining skills, and enhancing professional competence, which positively impacts work quality and safety standards across the ports.”

He further noted that “training courses represent a key component of the workforce development strategy, as they contribute to fostering a productive work environment and preparing employees to effectively meet diverse operational requirements.”

The program aims to reinforce maritime safety concepts, deepen understanding of regulatory and legislative frameworks in line with international conventions and standards, and develop skills for handling operational scenarios and emergencies.

The course was conducted by inspectors from the Marine Inspection Department and included both theoretical and practical modules on the ISM system, its implementation mechanisms, emergency management requirements, documentation processes, and crew responsibilities. It also featured simulated scenarios designed to enhance readiness and professional awareness, with active engagement reflecting the importance of such programs in embedding a culture of maritime safety.

أطلقت الشركة العامة لموانئ العراق، دورة تدريبية متخصصة في نظام إدارة السلامة البحرية (ISM) في معهد الموانئ، تستمر للفترة من 26 إلى 30 نيسان/أبريل 2026، بمشاركة عدد من منتسبي القطاع البحري، ضمن برنامجها الهادف إلى تطوير القدرات المهنية ورفع كفاءة الأداء المؤسسي.

وقال المدير العام للشركة العامة لموانئ العراق الدكتور المهندس فرحان الفرطوسي، إن "الاستثمار في تنمية الموارد البشرية يمثل ركيزة أساسية في تطوير الأداء المؤسسي"، مشددا على أن “التدريب يشكل أساسا في بناء القدرات وصقل المهارات ورفع الكفاءة المهنية، بما ينعكس إيجابا على جودة العمل ومستويات السلامة في الموانئ”.

وأضاف أن "الدورات التدريبية تمثل أحد المحاور الرئيسة في استراتيجية تطوير الملاكات، لكونها تسهم في تعزيز بيئة العمل ورفع جاهزية العاملين للتعامل مع مختلف المتطلبات التشغيلية".

تهدف الدورة إلى تعزيز مفاهيم السلامة البحرية وفهم الأطر التنظيمية والتشريعية وفق الاتفاقيات والمعايير الدولية، وتطوير مهارات التعامل مع الحالات التشغيلية والطوارئ.

ونفذ الدورة مفتشو قسم التفتيش البحري، وتضمنت محاور نظرية وتطبيقية لنظام إدارة السلامة، وآليات تطبيقه، ومتطلبات إدارة الطوارئ والتوثيق، وتحديد مسؤوليات الطواقم، كما شملت سيناريوهات افتراضية لرفع الجاهزية والوعي المهني، وشهدت تفاعلا إيجابيا يعكس أهمية هذه البرامج في ترسيخ ثقافة السلامة البحرية.

The Ministry of Transport Holds a Workshop to Discuss the Draft Law of the “Development Road” Project

The Ministry of Transport convened today, Sunday, 26 April 2026, to review the draft law for the Development Road project during a workshop held at the Ministry’s headquarters, as part of ongoing efforts to finalize the legislative framework for this strategic initiative.

The workshop was chaired by the Director General of the General Company for Ports of Iraq, Dr. Eng. Farhan Al-Fartousi, alongside the Director General of the General Company for Land Transport, Mr. Murtadha Al‑Shahmani, and the Director General of the General Company for Iraqi Railways, Dr. Maki Jabir Nasser. The meeting was also attended by the Minister of Transport’s Advisor, Mr. Zaid Al‑Tamimi, the Deputy Director General for Technical Affairs at the Ports Company, Mr. Abdulsada Khalaf Fanjan, as well as representatives from the Ministry’s Legal Department and legal advisors.

Dr. Eng. Farhan Al‑Fartousi stated that “the Development Road project represents a strategic axis for transforming Iraq into a regional logistics hub, and completing its legislative framework is a pivotal step toward ensuring a stable and attractive investment environment.”

He added that “the integration between Al Faw Grand Port and the country’s land and rail transport networks requires a flexible legal framework that keeps pace with economic developments and enhances operational efficiency in line with international standards.”

The Iraqi government aims to accelerate the completion of the legal requirements for the Development Road project in preparation for submitting it to the relevant authorities, as part of broader plans to strengthen Iraq’s position as a commercial corridor linking Asia and Europe.

برئاسة مدير عام الموانئ وعدد من المديرين العامين في الوزارة.. النقل تعقد ورشة عمل لمناقشة مسودة قانون مشروع (طريق التنمية)

بحثت وزارة النقل، اليوم الأحد 26 نيسان/ أبريل 2026، مسودة قانون مشروع (طريق التنمية)، وذلك خلال ورشة عمل عقدت في مقر الوزارة، في خطوة تهدف إلى استكمال الإطار التشريعي لهذا المشروع الاستراتيجي.

وترأس الورشة مدير عام الشركة العامة لموانئ العراق الدكتور المهندس فرحان الفرطوسي، إلى جانب مدير عام الشركة العامة للنقل البري الأستاذ مرتضى الشحماني، ومدير عام الشركة العامة لسكك الحديد الدكتور مكي جابر ناصر، وبحضور مستشار وزير النقل زيد التميمي، ومعاون المدير العام للشؤون الفنية في شركة الموانئ الأستاذ عبدالسادة خلف فنجان، فضلا عن ممثلي الدائرة القانونية في الوزارة والمستشارين القانونيين.

وقال مدير عام الشركة العامة لموانئ العراق الدكتور المهندس فرحان الفرطوسي، إن “مشروع طريق التنمية يمثل محورا استراتيجيا لتحويل العراق إلى عقدة لوجستية إقليمية، وإن استكمال التشريع الخاص به يعد خطوة مفصلية لضمان بيئة استثمارية مستقرة وجاذبة”.

وأضاف أن “التكامل بين ميناء الفاو الكبير وشبكات النقل البرية والسككية يتطلب إطارا قانونيا مرنا يواكب التطورات الاقتصادية ويعزز كفاءة التشغيل وفق المعايير العالمية”.

وتسعى الحكومة العراقية إلى تسريع استكمال المتطلبات القانونية لمشروع طريق التنمية، تمهيدا لعرضه على الجهات المختصة، ضمن خطط أوسع لتعزيز موقع العراق كممر تجاري يربط بين آسيا وأوروبا.

Director General of Ports Strengthens Path of International Partnerships: Iraq Attends Meetings of the International Hydrographic Organization in Monaco

Iraq participated in the fourth session of the Assembly of the International Hydrographic Organization, hosted by the Principality of Monaco from 20 to 23 April 2026. The event brought together representatives from 104 member states, along with several international organizations specializing in maritime and hydrographic affairs.

The Iraqi delegation was headed by Captain Mazin Al-Kaabi, Deputy Permanent Representative to the International Maritime Organization and Naval Attaché. He took part in the Assembly’s sessions and technical meetings, which focused on advancing hydrographic survey activities and enhancing navigational safety in international waterways.

Captain Mazin Al-Kaabi, Head of the Iraqi Delegation, stated: “Iraq’s participation in this session reflects its active engagement within the international hydrographic community and global organizations. It strengthens Iraq’s capabilities in hydrographic surveying and updating navigational charts, in line with the requirements of maritime safety in ports and territorial waters. This is a priority consistently emphasized by Dr. Eng. Farhan Al-Fartousi, Director General of the General Company for Ports of Iraq.”

He added that Iraq obtained full membership in the International Hydrographic Organization in 2023, following a ceremony in which the Iraqi flag was formally presented. The ceremony was led by Deputy Minister Dr. Hazem Al-Hafadhi, with the attendance of Dr. Eng. Farhan Al-Fartousi, Director General of the General Company for Ports of Iraq. He also noted that the meetings included the election of a new Secretary-General, with Mr. Luigi Sinapi of Italy winning the position.

On the sidelines of the meetings, the Iraqi delegation held a series of discussions with representatives of international organizations and institutions, including the United Kingdom Hydrographic Office (UKHO), the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA), as well as delegates from several Arab and foreign countries. These meetings explored opportunities for technical cooperation and the exchange of expertise in hydrography and navigation technologies.

The events also featured a specialized exhibition, with participation from countries and global companies showcasing the latest technologies in hydrographic surveying and navigation equipment supported by updated hydrographic data. The exhibition highlighted the rapid advancements in this vital sector, which is closely linked to the security and safety of global maritime transport.

شارك العراق في أعمال الدورة الرابعة لجمعية المنظمة الهيدروغرافية العالمية، التي استضافتها إمارة موناكو للفترة من (20 إلى 23 نيسان/أبريل 2026)، بمشاركة (104) من الدول الأعضاء إلى جانب عدد من المنظمات الدولية المتخصصة في الشؤون البحرية والهيدروغرافية.

وترأس وفد العراق نائب الممثل الدائم لدى المنظمة البحرية الدولية، الملحق البحري الكابتن مازن الكعبي، حيث شارك في جلسات الجمعية والاجتماعات الفنية التي ناقشت تطوير أعمال المسح البحري وتعزيز سلامة الملاحة في الممرات الدولية.

وقال رئيس وفد العراق الكابتن مازن الكعبي، إن "مشاركة العراق في هذه الدورة تأتي في إطار الانخراط الفاعل ضمن المنظومة الدولية الهيدروغرافية، والمنظمات العالمية، وبما يعزز من قدراته في مجالات المسح البحري وتحديث الخرائط الملاحية، بما ينسجم مع متطلبات سلامة الملاحة في الموانئ والمياه الإقليمية وهذا ما يؤكد عليه دائما مدير عام الشركة العامة لموانئ العراق الدكتور المهندس فرحان الفرطوسي”.

وأضاف أن "العراق نال العضوية الكاملة في المنظمة الهيدروغرافية العالمية عام 2023، بعد مشاركة وفد عن وزارة النقل في مراسم تسليم العلم العراقي، برئاسة وكيل الوزارة الدكتور حازم الحفاظي، وبحضور مدير عام الشركة العامة لموانئ العراق الدكتور المهندس فرحان الفرطوسي"، مشيرا الى أن "الاجتماعات شهدت كذلك انتخاب أمين عام جديد للمنظمة، حيث فاز الإيطالي السيد (لويجي سنابي) بالمنصب".

وعلى هامش الاجتماعات، أجرى الوفد العراقي سلسلة لقاءات مع ممثلي منظمات وهيئات دولية، من بينها مكتب الهيدروغرافيا البريطاني (UKHO)، ومنظمة (IALA)، إلى جانب ممثلي عدد من الدول العربية والأجنبية، لبحث آفاق التعاون الفني وتبادل الخبرات في مجالات الهيدروغرافيا وتقنيات الملاحة.

كما تخللت الفعاليات إقامة معرض تخصصي شاركت فيه دول وشركات عالمية، عرضت خلاله أحدث التقنيات في مجالات المسح البحري والأجهزة الملاحية المدعومة ببيانات هيدروغرافية محدثة، بما يعكس التطور المتسارع في هذا القطاع الحيوي المرتبط بأمن وسلامة النقل البحري عالميا.

تبذل قيادة القوة البحرية العراقية جهوداً كبيرة واستثنائية لتأمين وحماية السفن النفطية والتجارية القادمة إلى العراق، وضمان سلامة الممرات الملاحية الحيوية.

On Wednesday, April 22, 2026, Dr. Eng. Farhan Al-Fartousi, Director General of the General Company for Ports of Iraq, received Eng. Salar Mohammed Amin, Deputy Chairman of the National Investment Commission, and Eng. Alaa Abdul Hussein Salman, Chairman of the Basra Investment Commission, accompanied by an official delegation. The meeting was held to discuss prospects for cooperation and to enhance investment opportunities in strategic port projects.

The Director General stated that “the Ports Authority is moving forward rapidly with the implementation of major infrastructure projects, foremost among them the Al-Faw Grand Port project,” emphasizing that “the current stage requires expanding partnerships with investment entities to accelerate progress and maximize economic returns.”

He added that “Iraq’s Ports prioritize the creation of an attractive investment environment by developing regulatory frameworks and simplifying procedures, thereby encouraging the inflow of both domestic and foreign capital, particularly in logistics and service sectors connected to port operations.”

This meeting comes as Iraq continues its efforts to develop its port sector and transform it into a pivotal hub for regional and international trade, in line with the government’s growing commitment to strengthening the role of investment in supporting and executing infrastructure projects.
