CEC Nominee for Lands , planning and Housing Mr. Hussein Mohammed together with Chief of Staff Dr. Oduwo Noah Akala and County Secretary Jeizan Faruk visited the National GIS center at Survey of Kenya Office in Nairobi.

The team engaged members of the ministry on various ways to collaborate and digitize lands records for better service delivery.

The County Government of Mombasa under the leadership of H.E Abdulswamad Shariff Nassir will prioritise the issue of digitizing land records to minimize fraud and enhance service delivery.

Following a previous announcement by the Governor H.E Abdulswamad Shariff Nassir on Compliance of buildings and developments in Mombasa County, CEC Lands and urban renewal nominee Mohamed Hussein together with Chief Officer Mr. Ali Shariff, Building Inspectors and enforcement officers embarked on an operation to sensitize and enforce developers to comply with building requirements for safety of Our County.

Our enforcement exercise around Old Town, Tudor and Shimanzi Ganjoni Wards today saw the issuance of Stop Orders to non-compliant developments and arrest of the developers who didn't comply to enforcement Notice or stop orders that were issued previously.

This exercise will continue to mop out all illegal buildings, enforce compliance and ensure all building activities are done with transparency.

In finding lasting resolutions to solve Mombasa land challenges , Today H.E Abdulswamad Shariff Nassir together with Nominee for CECM for Lands, Housing and Urban renewal Mohamed Hussein Amadoh met with PS for Lands Nixon Korir to discuss various land issues in Mombasa.

Mombasa being an urban city county has a dense population of approximately 2 million people. With this human presence comes the challenge of land ownership.

COUNTY GOVERNMENT OF MOMBASA SEVEN (7) DAY REGULARIZATION - DEVELOPMENT APPLICATIONS

Members of the public within Mombasa are reminded that the period for the regularization of non-compliant developments will end on Thursday the 1st of December, 2022. Thereafter the County Government of Mombasa will carry out enforcement that will include but not limited to charging of penalties and prosecution.

Applicants and members of the public are advised to seek further guidance from the Building Audit Taskforce available at the Bima Towers, 3rd Floor Department of Lands, Housing & Urban Planning.

NOTICE;

The County Government of Mombasa hereby gives notice to the general public of a seven (7) day regularization period for non-compliant developments.

Developers are expected to apply for development permission through the Electronic Development Application Management System (EDAMS).

Developers are hereby urged to utilize this opportunity to comply so as to avoid penalties and possible prosecution in accordance with the Law.

Our county enforcement teams will be thorough and consistent in conducting their duties and will ensure construction projects within Mombasa County are in good order.

“Mr. Speaker, Sir,

It is now common knowledge that property developers in Mombasa are celebrating as building approvals are fully transparent and issued in a timely fashion. Old applications have been expedited and we expect a boom as the construction industry resumes operations.

Mr. Speaker,
Sir, our plea and request to these developers is that they employ our local youth in their projects to create employment and spur the growth of Mombasa.

Mr. Speaker, Sir,

Even as we take these initiatives to create a conducive and welcoming environment for property developers, I shall be moving the Mombasa County Sectional Properties Bill to this Honorable House for approval. The purpose of this Act once passed shall be:

(a) To control, manage, and administer common property and do all things reasonably necessary for the enforcement of the county laws; and

(b) do all things reasonably necessary for the enforcement of any lease or license under which the land is held”

Familiarize with the process of obtaining construction/ building permit.

1. Getting a registered draftsman/architect draw a plan for you

2. A registered architect uploads the plan on Mombasa e-construction system

3. Get invoiced by then inspection by chief building inspector to acquire a plan number after paying the required fees

4. After payments the invoice becomes the plan number

5. The plan then enters circulation stage for comments and corrections from planning department, fire departments, public health etc

6. If there are no correction, chief engineer & county director approves the plan for stamping
