Ministry of Lands Lauded for Exceptional Performance in Mid-Year Review

March 25, 2026.

The Ministry of Lands, Public Works, Housing and Urban Development has been lauded for its exceptional performance during the signing of cascaded performance contracts and the mid-year assessment for the Financial Year 2025/2026. The exercise was presided over by Cabinet Secretary Hon. Alice Wahome, who also signed the Ministerial Performance Contract.

Speaking during the event, CS Wahome praised the Principal Secretaries for the progress made so far and encouraged continued effort to achieve even better results. She noted that while the Ministry scored 3.3 in FY 2024/25, it is now targeting a composite score of below 3.0 for the current financial year.

CS Wahome noted that in the first half of FY 2025/2026, the Ministry has already achieved significant milestones, including the completion and handover of affordable housing units in Machakos, substantial progress on housing projects across several counties, issuance of 154,507 title deeds, and the settlement of thousands of landless households. Key infrastructure projects, including modern and ESP markets and footbridges, are also underway at various stages of completion.

Principal Secretary for Lands and Physical Planning, Hon. Generali Nixon Korir, reaffirmed his State Department’s commitment to delivering on its targets.

“Despite financial constraints, we are encouraged by the progress we are making. As a State Department, we are ready to deliver, determined to do even better, and fully committed to achieving our targets this financial year,” he said.

He added that the State Department is working closely with the State Department for Housing and Urban Development to ensure affordable housing projects are backed by proper land documentation and title deeds.

Principal Secretary for Public Works, Joel Arumonyang, emphasized his department’s role as an enabler of government development projects.

“We remain focused on designing, documenting, and developing public infrastructure, supporting Ministries, Departments, and Agencies to achieve their goals,” he stated.

National Government Coordination Principal Secretary Ahmed Abdisalan Ibrahim, who oversaw the exercise, commended the Ministry for its overall performance.

“The Ministry has made commendable progress. With attention to a few priority areas, you are well on course to achieve even greater results,” he said.

Performance contracting continues to strengthen accountability, align institutional priorities with national development goals, and enhance service delivery to the people of Kenya.

DAY ONE : BUSIA COUNTY
AFFORDABLE HOUSING & MARKETS

Today, Cabinet Secretary Hon. Alice Wahome joined H.E. Dr. William Samoei Ruto, in Busia County for the launch of key development projects aimed at improving livelihoods, creating jobs, and strengthening local trade.

During the visit, foundation stones were laid for the Budalangi ESP Market, the Nasewa Industrial Park Affordable Housing Project, and the Malaha County Strategic Market.

The Nasewa Industrial Park Affordable Housing Project will deliver 2,000 housing units across 21 blocks, supported by key social amenities including a Level 3 hospital, primary and ECD schools, a commercial shopping centre, community hall, police post, chief’s camp, sports facilities, power houses, and waste management infrastructure.

The Malaha County Strategic Market will feature 750 stalls, accommodate 375 external sellers, and serve an estimated 6,000 buyers, significantly boosting local commerce.

These initiatives reinforce Government’s commitment to providing affordable housing, expanding economic opportunities, empowering traders, and improving the quality of life for citizens.
