TSC intends to deploy teachers who can teach areas where JSS is currently experiencing shortage from primary to JSS.
The areas are mainly Creative arts and Sports. Creative arts and sports comprise of Visual Art,Performing Art and Physical Education and Sports.
TSC is unable to fill the gap through recruitment of additional teachers. This is because Music/any,P.E/any,Art & design/any and drawing &/any combinations that can fit into CA&S learning area have very few teachers who are mainly employed by National Schools,Extra county Schools and well paying private schools as well as lucrative international schools.
Any primary school teacher with a KCSE mean score of C+ and C+ in the two teaching subjects or C plain and C+ in two teaching subjects and has the ability to teach Creative Arts and Sports will be retooled for two weeks in December and will be deployed to JSS by January to teach CA&S.
"It is important to note that this is a temporary measure to address JSS staffing challenges as TSC looks for a permanent solution." A TSC top official at the headquarters who sorted anonymity disclosed to the press.
The succesfull teachers will be given a special allowance for the time they will be in JSS.
The retooling excise will be sponsored by the world bank.

Message from the Association of Junior School Curriculum Implementors~
Kenya’s Competency-Based Curriculum (CBC), now formally recognized as the Competency-Based Education (CBE) Framework, is structured as 2-6-3-3-3.
This framework spans from Early Childhood Development (ECD) to University. By both design and global best practice, higher levels of education must never be administered by lower levels.
For example:
Primary school administration cannot be placed under ECD administration.
Junior Schools (legitimately Junior Secondary Schools) cannot be placed under Primary School administration.
Senior Schools cannot be placed under Junior School administration.
The current arrangement, which subordinates Junior Schools to Primary School administration, is illogical, regressive, and detrimental to the vision and quality of Kenya’s education system.
As an Association, we reject this arrangement in totality—without fear of victimisation or intimidation—because our mission is to safeguard Kenya’s quality education.
We call upon His Excellency the President of the Republic of Kenya and the Ministry of Education to urgently address this policy gap and correct this anomaly.
To be clear: Junior School teachers do not object to sharing physical compounds with primary schools due to infrastructure considerations.
What we demand is independent leadership and management under post-primary administrators who understand the unique needs of Junior Schools, their teachers, and their learners.
Three years into implementation, the reality is clear. We demand:
1. Autonomy for Junior Schools with independent administration, just like Senior Schools.
2. Clear career progression pathways and due recognition of the Junior School teaching profession.
3. Review of sports age limits to promote inclusivity and nurture diverse talents.
4. Strategic development of Junior Schools across academics, sports
TSC Requests Fresh Data From P1 Teachers for Upgrade Programme
The Teachers Service Commission (TSC) has asked all its Regional and County Directors to collect fresh data from P1 teachers who were shortlisted for the proposed upgrade programme.
In a memo dated 18th September 2025, the commission noted some challenges in the earlier exercise. For instance, details of about 2,000 teachers were missing from TSC records, while some teachers’ qualifications did not match what appears in the registration system. Others complained that their information was never collected in the first place.
To fix this, TSC has directed all County Directors to double-check teachers’ names and TSC numbers against official records to avoid errors. The commission also emphasized that no qualified teacher should be left out, especially those at the primary school level (Grade 1–6) who meet the earlier set requirements.
In addition, TSC has introduced two new data points:
The KCSE Index Number
The Year a teacher sat for KCSE
A fresh Excel template has been shared to capture these details. The information must reach the Director of Teacher Professional Management, Dr. Mugwuku Nthamburi, by Wednesday, 24th September 2025.
The update specifically targets P1 teachers who scored at least a KCSE mean grade of C, with a C+ in at least two subjects, but do not yet hold a diploma or degree.
This move shows TSC’s effort to clean up its records and ensure that all eligible teachers benefit from the upcoming upgrade programme.
