Today, we were honoured to welcome Ms Caroline Khamati Mugalla, the Regional Director of the International Labour Organization (ILO), to the National Employment Authority (NEA) Headquarters in Kasarani on 2nd October 2024.
She was warmly received by Mrs. Edith Okoki, Director General of NEA.
During the visit, ILO and NEA reaffirmed their commitment to ongoing collaboration on ILO programs and projects. ILO will also support NEA in key areas such as reviewing policy documents and capacity-building initiatives for organisational development.
Also present was Mr. Wycliffe Ouma, National Project Coordinator at ILO.

The National Employment Authority (NEA) is happy to announce a comprehensive set of reforms aimed at improving the recruitment and deployment processes for Kenyans seeking employment abroad. These initiatives stem from extensive consultations with local and international stakeholders, designed to enhance the efficiency and integrity of Kenya's labour migration system.

A significant change is the introduction of a streamlined registration system for employment agencies. Effective September 23, 2024, the initial registration certificate for new agencies will be valid for one year at a cost of Ksh 500,000. Existing agencies can renew their registration for two years at Ksh 500,000 or opt for a one-year renewal at Ksh 250,000. These adjustments simplify the licensing process and ensure compliance with legal standards, supported by an enhanced compliance section within the NEA.

Dr Mutua was accompanied at the event by the Principal Secretary of the State Department of Labour, Shadrach Mwadime, the Director-General of the National Employment Authority, Edith Okoki, and the Acting Director-General of NITA, Teresa Wasike. Dr. Mutua reaffirmed the government's commitment to fostering a supportive business environment.
During the meeting, he announced initiatives to strengthen the operational capabilities of employment agencies. While acknowledging the many reputable agencies in the sector, he assured participants that any agencies involved in fraudulent activities would be thoroughly investigated. He also addressed the issue of migration fees, clarifying that individuals seeking employment abroad should not bear these costs.

The NEA has introduced systems to streamline the registration process for employment agencies, enhancing overall efficiency. Collaborating closely with NITA, there will be timely training for job seekers. Notably, domestic workers with prior Gulf experience will be exempt from certain training requirements, facilitating their return to work more swiftly. To further support this initiative, a model house will be established in Mombasa, and subsequently in Nairobi, replicating an Arabic home environment to better prepare domestic workers for employment in countries like Saudi Arabia. Additionally, the cost of home care and pre-departure training will be capped at Ksh 14,000, ensuring affordability.
Medical assessments for job seekers will be conducted at designated institutions based on negotiations with host countries. Dr Mutua emphasized that all job seekers will have equal access to opportunities, aiming to facilitate at least 10,000 placements per week. Compliance requirements will include timely registration through the NEAMIS system, with a two-week deadline for registration and a processing time of no more than 30 days.

On 20th August 2024 During the "Enhancing Labour Migration: A Strategic Engagement with Private Recruitment Agencies" meeting, Dr. Alfred N. Mutua, Cabinet Secretary for Labour and Social Protection, engaged with private recruitment agencies at the Kenyatta International Convention Centre (KICC). Dr. Mutua was accompanied by the Principal Secretary, State Department for Labour, Shadrack Mwadime; National Employment Authority (NEA) Director General, Edith Okoki; NEA Chairman, Vincent Kigen; National Industrial Training Authority (NITA) Acting Director General, Theresa Wasike; NITA Chairman, Aden Noor Ali, and the Government Spokesperson Dr. Isaac Mwaura among other officials.
In a decisive move, Dr. Mutua issued a stern directive to unlicensed employment agencies operating in Kenya, mandating them to cease operations immediately or face stringent legal repercussions.
The discussion centred on the government's unwavering commitment to protecting Kenyan workers, especially those seeking opportunities in the Gulf region. Dr. Mutua expressed serious concern over the detrimental activities of certain agencies that operate without proper licenses, causing harm to unsuspecting job seekers. These unlawful practices have resulted in adverse situations for many Kenyans working abroad.
The CS highlighted how the Ministry of Labour and Social Protection is actively in the plan of developing policy and legislative measures aimed at intensifying the crackdown on unscrupulous operators. These measures may include increased fines, stricter penalties, and severe consequences such as imprisonment, substantial fines, and complete operational bans for those found operating without the required licenses.
To the agencies operating lawfully, Dr. Mutua assured the governmentโs full support and highlighted how these agencies are vital in securing employment opportunities for Kenyans. Concerns were raised regarding the National Employment Authorityโs regulatory processes, particularly the need for reforms to ensure smoother operations, including reducing the pre-departure training period for domestic workers and expediting the license renewal process.
In response, Dr. Mutua committed to reviewing the pre-departure training program to enhance its efficiency and effectiveness. Furthermore, the government is actively pursuing additional bilateral agreements to expand employment opportunities for Kenyans overseas. Dr. Mutua emphasized the importance of partnership between the government and recruitment agencies and pledged to optimize government systems to achieve shared objectives.
