We appreciate the Government of China for its continued support and commitment to strengthening our partnership in infrastructure development and socioeconomic initiatives.

Welcomed H.E. Amb. Guo Haiyan, Ambassador of the People’s Republic of China to Kenya, at the National Treasury for the official handing over of a USD 2 million grant from the Government of China to the Government of Kenya.

Of the total grant, USD 1 million will support drought mitigation efforts, while the remaining USD 1 million will strengthen Kenya’s preparedness and response to potential Ebola outbreaks.

I also briefed the Ambassador on my recent official visit to China and the follow-up engagements required to advance the various projects and areas of cooperation discussed during the visit.

I was joined during the ceremony by my colleague Mary Muthoni Muriuki CBS PS for Public Health and Professional Standards.

Met with Mr. Qimao Fan, World Bank Country Director for Kenya, at the National Treasury to further strengthen cooperation in support of Kenya’s development agenda.

The World Bank Group is a key development partner that has supported the Government of Kenya in critical sectors, including water, transport infrastructure, energy, agriculture, and policy reforms aimed at strengthening economic growth.

Kenya will also participate in the upcoming IMF and World Bank Annual Meetings in Bangkok, Thailand, from 12th to 18th October 2026, providing an opportunity to further engage development partners on financing and investment priorities.

Kenya and Sweden have enjoyed long standing relations, with development cooperation continuing to support key national priorities. Under the current Sweden Kenya Development Cooperation Strategy covering 2022 to 2026, Sweden committed KShs 20.6 billion towards development programmes in Kenya.

Sweden is also supporting the Kenya Revenue Authority to modernise revenue collection through the Data Warehouse and Business Intelligence Programme under the Public Finance Management reforms, at an estimated cost of KShs 545 million.

Hosted H.E. Amb. HÃ¥kan Ã…kesson, Ambassador of Sweden to Kenya, at the National Treasury to further deepen our cooperation, including in agriculture, energy and environmental sustainability.

My heartfelt condolences to my longtime friend, Mr. Pius Chelimo, Chairman of Lavington Security, and his family following the passing of his son, Robert Kipchirchir Chelimo.

Robert worked with the Nairobi City County Government as an urban planner and served until his untimely passing.

Losing a young man with so much ahead of him is a heavy blow to his family, friends and community, and no words can fully ease such pain.

To Pius and the entire family, please accept my heartfelt condolences. May God grant you strength, comfort and peace during this difficult time.

Honoured to join H.E. President Dr. William Samoei Ruto, four other Heads of State, and anchor investor Aliko Dangote for the groundbreaking of the East African Refinery in Lamu County.

The KShs 2.2 trillion refinery is designed to process about 700,000 barrels of crude oil per day, generate 1,000 megawatts of power and create an estimated 60,000 jobs.

The Government of Kenya, through the National Infrastructure Fund, will invest in the refinery. At the same time, Kenyans will also have an opportunity to own a stake in the project when shares are floated on the Nairobi Securities Exchange.

At the National Treasury, we remain committed to mobilising capital and sustaining investor confidence so that projects of this scale translate into jobs, enterprise and greater ownership opportunities for Kenyans.
