Today, Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs, His Excellency Dr. Musalia Mudavadi, chaired the first meeting of the National Development Implementation Committee (NDIC) for the year 2026 at the Kenya School of Government.

He was accompanied by Principal Secretaries and senior officials serving under the Governance and Public Administration Sub-Committee.

The meeting focused on reviewing the progress of the 2027 Election Preparedness Coordination Framework, which is being implemented through a whole-of-government approach. This coordinated effort brings together key institutions including the Independent Electoral and Boundaries Commission (IEBC), the Office of the Registrar of Political Parties (ORPP), the Kenya Law Reform Commission (KLRC), the Office of the Attorney General, the State Department for Justice, Human Rights and Constitutional Affairs, and the Political Parties Tribunal.

The Commission on Administrative Justice today paid a courtesy call on Principal Secretary, State Department for Justice, Human Rights and Constitutional Affairs, Hon. Judith Pareno.

The CAJ delegation was led by the Vice Chairperson and Commissioner in charge of Access to Information, Dorothy Jemator.

The meeting explored key areas of collaboration in advancing the promotion and protection of human rights, justice and constitutionalism, as well as strengthening institutional cooperation between the Commission and the State Department for Justice, Human Rights and Constitutional Affairs.

Earlier today, Principal Secretary for Justice, Human Rights and Constitutional Affairs, Hon. Judith Pareno, held a consultative meeting with delegations from Kajiado East to deliberate on pressing land matters affecting the community.

Key issues discussed included:

Empakasi Land โ€“ presented by members of the Empakasi Olera Trust, highlighting historical claims, ongoing disputes, and the need for clarity on ownership of ancestral land.

Speaking during the meeting, the PS reaffirmed the State Departmentโ€™s commitment to dialogue, lawful processes, and people-centered solutions that uphold justice, human rights, and constitutional safeguards for all. She assured the community that the matter will be addressed through proper legal and administrative channels.

The Principal Secretary, State Department for Justice, Human Rights and Constitutional Affairs Hon. Judith Pareno , on 16th April, 2026 led the State Department in a civic education and community engagement initiative in Kajiado County.

The initiative is aimed to strengthen public understanding of civic responsibilities, the rule of law, and the Departmentโ€™s mandate in safeguarding justice, human rights, and constitutional affairs.

Accompanied by officers from the State Department, the PS engaged directly with citizens by providing legal aid services and raising awareness of the justice mechanisms available to them. Through community interactions and open forums, participants were informed about their rights, responsibilities, and the services offered by the Department to promote access to justice.

Speaking during the forums, the PS noted that the community engagement initiative serves as a vital platform to enhance trust between communities and justice institutions, empower citizens with knowledge, and demonstrate the Departmentโ€™s commitment to ensuring equitable justice for all.

As part of the Governmentโ€™s ongoing efforts to address the dual-threat emergency of severe drought and flooding, the PS also distributed relief food to the community of Purko at Oloosiyiamalil Baptist Church and Matapato at AIC Bisil Church.

โœ…Oloirien land โ€” presented by the MUA Kaputiei cluster, highlighting historical claims and the need for clarity on boundaries and ownership.

โœ…Embolioi and Kisaju land โ€” presented by the House of Bishops and representatives of the Kaputiei Council of Elders, focusing on community use, dispute resolution, and the protection of ancestral land.

Speaking after receiving their petitions, the PS reaffirmed the State Departmentโ€™s commitment to dialogue, lawful processes, and people-centered solutions that uphold justice, human rights, and constitutional safeguards for all.

She appreciated the leaders and elders for their constructive engagement as the State Department continues to work toward lasting peace and fairness in land matters.
