TVETA CRACKS DOWN ON NON-COMPLIANT INSTITUTIONS IN MACHAKOS COUNTY
The Technical and Vocational Education and Training Authority (TVETA) has intensified compliance and enforcement operations in Machakos County, issuing closure notices to two private institutions in Yatta Sub-County over failure to meet regulatory standards.
The team first inspected Digitex Technical Driving College in Kithimani, where a 21-day closure notice was issued after the institution failed to implement recommendations from a previous quality audit, in which it scored a non-compliant 16%. Despite being granted three months to address the gaps, no corrective action had been taken.
While the institution holds a training license from the National Transport and Safety Authority for driving instruction, it was directed to cease all TVET training unless they comply with the 21-day grace period. Failure, the institution was directed to rebrand by removing “Technical” from its name and strictly operate within its approved mandate set under NTSA licensing. It was further advised to clearly separate any future TVET operations from its driving school in case they comply with TVETA standards.
The team also visited Dennis Motor Vehicle Training and Driving School in Matuu, which had ceased operations after failing to meet TVETA standards. The institution had also failed in the quality audit done last year and were issued with three months to address the recommendations made in the report. However, when the team visited the institution today, the facility was found in disrepair, with no evidence of ongoing training. A mandatory 21-day closure notice was issued, requiring complete shutdown, removal of signage, and of the premises to prevent misleading the public.
In a bid to strengthen enforcement, the TVETA team engaged Edward Lelgo, Deputy County Commissioner for Yatta Sub-County, to seek support in ensuring strict adherence to the closure directives. Discussions also focused on joint public sensitization efforts to encourage enrolment only in registered and accredited institutions.
TVETA reiterates its commitment to protecting learners, enforcing standards, and eliminating illegal or non-compliant training providers.
⚠️ Public Advisory: Always verify the registration status of any institution before enrolling.
⚠️ To Institutions: Compliance is mandatory. Failure to meet TVETA standards will result in closure.

CLOSED! UNREGISTERED INSTITUTION SHUT DOWN IN TIGONI
Fake certificates? No facilities? Unqualified trainers? NOT ON OUR WATCH!
Today, the TVET Authority, in a joint operation with the Limuru Sub-County Security Team, officially closed the "Initiative for Skills Empowerment" college in Tigoni for operating in total contravention of the TVET Act CAP 210A.
The Backstory: From Charity to Deception
What started as a noble donor project in 2020 by Rev. Bill of Rehoboth Community to offer free skills to needy youth has been hijacked!
• The Original Vision: Free training for the youth at the Tigoni Technical Centre.
• The Reality Check: A local CBO took over, renamed it "Initiative for Skills Empowerment", and began charging unsuspecting students for courses like Plumbing, Electrical Installation, and Bakery—without any equipment, no curriculum, and no qualified trainers.
The Harsh Reality for Students
During a heated stakeholders' meeting led by Deputy County Commissioner (DCC) Harrison Mutevwa and TVETA’s Head of Compliance Dr. Paul Wanyeki, the truth came out:
• Fake Certificates: Any papers issued by this "college" are invalid.
• Deplorable Conditions: Classes were being held in substandard facilities with broken-down sanitation.
• Financial Exploitation: Students were paying fees for "free" donor-funded training, with vague promises of sitting exams "elsewhere."
The Verdict
1. Immediate Closure: The institution is closed forthwith.
2. Legal Action: Students have been advised to seek legal redress against the CBO to recover their hard-earned money.
3. Strict Warning: The DCC warned that operating on public land illegally and duping the public is a crime. Local administration officials abetting such acts are also on notice!
MESSAGE TO PARENTS & STUDENTS: Don't gamble with your future! Before you pay a single shilling:
✅ VERIFY if the institution is registered on the TVETA website.
✅ CHECK if the courses are accredited.
✅ REPORT any suspicious colleges operating in your area.
"Our role is to protect the public from exploitation. Ensure your child is in a registered public or private institution to avoid losing money and time." — DCC Harrison Mutevwa.

TVETA Launches Strict Enforcement Drive in Machakos County
The TVET Authority (TVETA) has officially kicked off a high-stakes compliance and enforcement exercise in Machakos County, signaling a zero-tolerance approach toward substandard training and unregistered institutions.
Led by Dr. Paul Wanyeki (Head of Compliance and Enforcement), the TVETA delegation held strategic consultative meetings with the Machakos County Security team and County Leadership to streamline the crackdown on non-compliant institutions.
Partnership with County Administration
The team met with Deputy County Commissioner Lydia Wangeci (representing County Commissioner Josephine Ouko) to brief the security council on the week-long operation.
Key highlights from the briefing:
• Audit Findings: A previous TVETA audit identified three private institutions operating in direct violation of Section 17 (1) and (3) of the TVET Act, Cap 210A.
• The Crackdown: While two institutions have since complied, one has shut down. The team is currently on the ground to ensure those that remain open are maintaining rigorous national standards.
• Security Support: The DCC pledged full support from the county security apparatus to enforce the law and vowed to sensitize the public to enroll only in accredited institutions and programs.
Accountability in Vocational Training
The TVETA team further engaged Vincent Musili (Chief Officer, Vocational Training) and Dr. Juliana Wambua (Chief Officer, Youth Services) regarding the state of public Vocational Training Colleges (VTCs) in the county.
Following a comprehensive audit report shared with H.E. Governor Wavinya Ndeti, the Authority raised red flags over training quality, citing:
• Inadequate physical and financial resources.
• Lack of qualified, registered trainers.
• Failure to use approved academic programs.
Three institutions scored below 30% in the audit, rendering them non-compliant. While two have shown progress, one institution failed to respond to remedial notices and has now been issued a 21-day Closure Notice. Chief Officer Vincent Musili received the notice and requested a one-week window to implement an emergency "rescue plan" to resuscitate the failing institution before final closure is enforced.
The Road Ahead
This week, the Enforcement Team is traversing Machakos and Kiambu counties. Our mission is clear: to protect the investments of parents and the dreams of students by ensuring every TVET institution provides a quality, world-class education.
Check before you enroll! Always verify the registration status of your institution on our official portal.
