The National University of Management (NUM) hosted a professional workshop on “Smart City Policy and Regulation” this Saturday, organized under the EU-funded SCALe Project. The event was presided over by Dr. Seng Bunthoeun, Vice-Rector of the NUM, representing Rector Prof. Dr. Hor Peng. The goal of this event was to disseminate the micro-courses and professional courses available on the SCALe E-Learning Platform (https://e-learning.projectscale.eu/).

From May 5–7, 2026, Associate Professor Nop Kanharith of NUM-School of Public Policy and Ms. Tie Porly, a researcher at NUM-AERI, participated in three key events in Sarawak, Malaysia: the Workshop on Design Thinking for Smart Cities, the International Conference on Sustainable Smart Cities (ICSS), and the final project meeting of the SCALe Project.
The activities were hosted at the Imperial Hotel and Universiti Teknologi MARA (UiTM) Campus 2. During the ICSS, Associate Professor Nop Kanharith delivered a presentation titled “Conceptual Frameworks for the Development of Personal Data Protection Law in Cambodia’s Emerging Smart Cities.”

We are pleased to encourage students of the NUM School of Public Policy to benefit from the learning platform by conducting self-study on micro-courses related to smart cities at this SCALe project website: https://e-learning.projectscale.eu/login/index.php.
The SCALe (Smart City ASEAN Learning Network) project aims to equip professionals and students in Malaysia, Thailand and Cambodia with the skills needed for smart city development.
The project aims at the development of micro-courses to train Theoretical, Natural, Engineering, Computer Science and Information Technologies graduates to address the new challenges posed by the ever-increasing needs for environmental awareness, energy efficiency and concerns posed by urbanisation and technological developments.
The micro-courses will introduce innovative elements to the existing curricula. The project also aims at the development of professional courses to bridge skill gaps in technology, urban planning, and environmental management, as well as the implementation of practical schemes. The project also fosters collaborations between higher education institutions, government, and industry to promote sustainable urbanization and enhance employability in smart city sectors.
