신중국에서 전범재판을 받고 1956년 귀환한 일본인들이 결성한 반전·평화운동단체 ‘중국귀환자연락회’는 1957년 출범해 2002년 해산하기까지 45년 동안 줄곧 자신들의 가해를 증언하고 사죄했다. 2000년 여성국제법정에서 한 증언도 그 일환이었고, 이는 조직 해산 2년 전에 이루어진 거의 마지막 활동이라 할 수 있다. 전쟁 책임을 인정하지 않는 일본 사회에서 드물게 중귀련은 어떻게 자신들의 가해를 평생에 걸쳐 일관되게 증언하고, 사죄하는 활동을 조직적으로 할 수 있었을까.

「육군성 업무일지 적록」은 일본군 육군성 의무국에서 근무했던 긴바라 세츠조가 전쟁 중 기록한 것을 전후에 재정리한 자료였다. 1993년 이전까지 비공개라 접근이 어려웠던 이 일지를 면밀히 검토한 요시미 요시아키 교수는 「적록」을 통해 일본군 당국이 ‘위안소’ 설치에 직접적으로 관여했음을 밝혔다. 자료에는 일본군 수뇌부가 '위안소'를 왜 필요로 했으며, 어떻게 설치를 계획하고 실행에 옮겼는지 생생히 드러나 있다.
