Subject: Plea for Transparent Investigation and Responsible Handling of Alleged Extremist Activities

We, INCLUDE, write to Your Excellency expressing deep concern regarding recent official statements identifying alleged extremist activities attributed to certain groups in Kalmunai, Eastern Province. Given the harrowing memory of the Easter Sunday attacks in 2019 - which were plotted by unknown sources and executed by a group falsely operating in the name of Islam - it is crucial to approach this matter with utmost transparency, diligence, and responsibility.

INCLUDE kindly urges Your Excellency and your administration to expedite an impartial and transparent investigation into these allegations to safeguard the security, dignity, and rights of all Sri Lankan citizens. The investigation must serve two critical objectives: firstly, protecting innocent citizens from any potential harm or undue blame, and secondly, proactively preventing any possibility of violence or extremism orchestrated by third-party entities seeking to destabilize our nation, disrupt ethnic harmony, or exploit the situation for political gains or geopolitical recognition.

Extremism, irrespective of its religious or ethnic affiliation, has regrettably existed throughout Sri Lanka’s history. Various extremist movements emerged from multiple communities, with some transitioning into democratic political entities and others, tragically, resorting to violence. In every instance, our nation and its people have suffered immeasurably. It is essential to highlight, however, the unique response of the Muslim community following the Easter attacks: Muslims unequivocally rejected, condemned, and disassociated themselves entirely from the perpetrators and their extremist ideology. This level of rejection from within a community toward extremists is unprecedented in our nation’s history, marking a clear distinction from other historical cases where extremist movements often garnered some level of sympathy or tacit support within their self labelled communities.

Throughout Sri Lanka’s history, the Muslim community had ample opportunities to resort to militancy but has consistently and consciously chosen to participate in peaceful democratic processes. This long-standing commitment to democracy and peace by the Muslim community must be recognized, respected, and protected by the State.

In this context, INCLUDE appeals not only to your government but to all political entities across Sri Lanka: refrain from exploiting Muslim community affairs, faith, or Islamophobia for political advantage or geopolitical recognition. Misusing sensitive issues surrounding a major ethnic community for short-term political objectives undermines the goodwill, trust, and social fabric essential for long-term stability and national prosperity. Sri Lanka’s true strength lies in the richness of its diversity and the harmonious coexistence of all communities, rather than division based on hate, prejudice, or racism.

Therefore, INCLUDE humbly urges Your Excellency to lead by example, ensuring responsible government communication, transparent investigations, and fair action in addressing extremism without generalizing blame or stigmatizing entire communities. Such responsible governance will reinforce national unity, restore trust among all communities, and uphold Sri Lanka’s long-term security and stability.

வெளியிடப்பட்ட அறிக்கைகள் குறித்து மிகுந்த கவலையுடன் உங்களிடம் இக்கடிதத்தை எழுதுகின்றோம்.

2019 ஆம் ஆண்டு ஈஸ்டர் தினத் தாக்குதல்களின் (வலிய) கொடூர நினைவுகள் நமது நாட்டின் ஒட்டுமொத்த மக்களுக்கும் இன்னும் அச்சத்தையும், துயரத்தையும் ஏற்படுத்துகின்றன. இத் தாக்குதல், அடையாளம் தெரியாத மூன்றாம் தரப்பினரால் திட்டமிடப்பட்டு, ஒரு சிறு குழுவினால் இஸ்லாத்தின் பெயரால் செயற்படுத்தப்பட்டது என்ற நிலைப்பாடு பல ஆய்வாளர்களிடமும் விசாரணையாளர்களிடமும் உண்டு. எனவே, தற்போதைய சூழலில் வெளிப்படையான, துல்லியமான, மற்றும் பொறுப்பான முறையில் துரித விசாரணையை மேற்கொள்ளப்படுவது மிகவும் அவசியமாகும்.

INCLUDE அமைப்பான நாங்கள், தற்போது நிலைகொண்டுள்ளதாகக் கூறப்படும்இஸ்லாமிய பயங்கரவாத குற்றச்சாட்டுகள் தொடர்பில் இலங்கை மக்களின் பாதுகாப்பை உறுதிப் படுத்தும் பாதுகாக்கும் வகையில், வெளிப்படையான, நியாயமான மற்றும் விரைவான விசாரணையை உங்கள் தலைமையிலான அரசாங்கம் மேற்கொள்ள வேண்டும் என பணிவோடு வேண்டுகிறோம்.

இது இரண்டு முக்கிய நோக்கங்களை நிறைவேற்ற வேண்டும்; முதலாவது, பயங்கரவாத குற்றச்சாட்டுக்கள் மூலம் இடப்பெறச் சாத்தியமான இனங்களுக்கிடையி லான கலவரங்கள் தடுக்கப்பட்டு, அப்பாவி பொது மக்களின் உயிர்கள் பாதுகாக்கப்பட வேண்டும்.

இரண்டாவதாக, மூன்றாம் தரப்பு சக்திகள் நாட்டைச் சீர்குலைக்கவும், இன நல்லிணக்கத்தை அச்சுறுத்தவும், அரசியல் மற்றும் புவிசார் லாபம் பெறவும் தீவிரவாதத்தைப் பயன்படுத்துவதை முற்றிலும் தடுக்க வேண்டும்.

தீவிரவாதம், மதம், இனம், மொழி போன்ற எவ்வித வேறுபாடுகளுமின்றி இலங்கையின் வரலாற்றில் பல வடிவங்களில் இருந்து வந்துள்ளது. சில தீவிரவாத அமைப்புகளும் ஆயுதக் குழுக்களும் நாளடைவில் ஜனநாயக அரசியலை ஏற்றுக்கொண்டாலும், சில அமைப்புகள் வன்முறையைத் தேர்ந்தெடுத்ததால் நாட்டிற்கு பேரழிவு ஏற்பட்டமை வரலாற்றில் பதிவாகியுள்ளது.

முஸ்லிம் சமூகதிற்கு பல சந்தர்ப்பங்களில் ஆயுதம் ஏந்தி போராட நியாயமான பாதுகாப்புக் காரணங்களும் வாய்ப்பும் இருந்த போதிலும், அதனை முற்றாகத் தவிர்த்து வரலாற்றில் ஜனநாயக அரசியலை மட்டுமே தங்கள் வழியாகத் தேர்வு செய்து வந்துள்ளனர். 2019 ஈஸ்டர் தாக்குதலின் போது, முஸ்லிம் சமூகத்தினர் தங்கள் சமூகத்தினுள் தோன்றிய தீவிரவாதக் குழுவைத் திட்டவட்டமாக நிராகரித்து, கண்டித்து, அவர்களுடைய ஜனாசாக்களையும் ஏற்க மறுத்து முழுமையாக விலக்கி வைத்தனர். இது இலங்கை வரலாற்றில் முதல்முறையாகவே ஒரு சமூகம் அதன் உள்ளகத் தீவிரவாதிகளுக்கு எதிராக முழுமையாக நின்ற சிறந்த முன்னுதாரணம் ஆகும்.

இந்த சூழ்நிலையில் INCLUDE, உங்கள் அரசாங்கத்திற்கும் அனைத்து அரசியல் கட்சிகளுக்கும் ஒரு தாழ்மையான வேண்டுகோளை முன்வைக்கிறது: முஸ்லிம் சமூகத்தின் பிரச்சினைகள், அவர்களின் மத நம்பிக்கை மற்றும் இஸ்லாமிய பயம் (Islamophobia) ஆகியவற்றை அரசியல் லாபங்களுக்காகவோ, புவிசார் அங்கீகாரம் பெறுவதற்காகவோ பயன்படுத்துவதிலிருந்து முழுமையாக தவிர்க்க வேண்டும். இவ்வாறு செய்யப்படுவது நாட்டின் நீண்டகால சமூக நல்லிணக்கம், பாதுகாப்பு மற்றும் ஒருமைப்பாட்டுக்கு ஆபத்தானது. இலங்கையின் உண்மையான பலம் அதன் பன்முகத்தன்மை மற்றும் இன, மத, கலாசார நல்லிணக்கத்திலேயே உள்ளது என்பதை நாம் அனைவரும் உணர்ந்தாக வேண்டும்.

எனவே INCLUDE அமைப்பாகிய நாங்கள் உங்களைத் தாழ்மையுடன் கேட்டுக்கொள்வது என்னவெனில், உங்கள் அரசாங்கம் இன, மத, மொழி பாகுபாடின்றி இனவாதம் மற்றும் தீவிரவாதம் தொடர்பான பிரச்சினைகளை வெளிப்படையாகவும்,பொறுப்புணர்வுடனும் கையாள்வதோடு,
குற்றச்சாட்டுக்கள் முன் வைக்கப்பட்டுள்ள தரப்பினர் குறித்து துரித விசாரணைகளை முன்னெடுக்குமாறும் அது தொடர்பில் ஆராய்வதற்காக பாராளுமன்ற உறுப்பினர்களையும் பாதுகாப்பு முக்கியஸ்தர்களையும் கொண்ட செயலணி ஒன்றை நிறுவுமாறும் கேட்டுக்கொள்கிறோம்.
