The Central Environmental Authority (CEA) was established in August 1981 under the provision of the National Environmental Act No:47 of 1980.

The Ministry of Environment and Natural Resources (ME&NR) which was established in December 2001 has the overall responsibility in the affairs of the CEA with the objective of integrating environmental considerations in the development process of the country. The CEA was given wider regulatory powers under the National Environment(Amendment) Acts No:56 of 1988 and No:53 of 2000.

මධ්‍යම පරිසර අධිකාරියේ කාර්යය මණ්ඩලය අතර අන්තර් පුද්ගල සබඳතා වර්ධනය කිරීම අරමුණු කරගනිමින්, ආයතනයේ, සුබසාධක සංගමය විසින් වාර්ෂිකව සංවිධානය කරනු ලබන, සැහැල්ලු පන්දු, සුහද ක්‍රිකට් තරගය පසුගියදා බත්තරමුල්ල, බුද්ධදාස ක්‍රීඩාංගණයේදී පවත්වන ලදී.

මෙවර ක්‍රිකට් තරගය සඳහා පළාත් හා දිස්ත්‍රික් කාර්යාල ද නියෝජනය කරමින් කාන්තා කණ්ඩායම් 05ක් හා පිරිමි කණ්ඩායම් 13ක් සහභාගී වූහ. කාන්තා අවසන් තරගය සඳහා ඌව පළාත් කණ්ඩායම සමඟ ප්‍රධාන කාර්යාලයීය කණ්ඩායම තරග වැදුණු අතර කණ්ඩායම් 2කම සම ශූරතාවය හිමි කරගත්හ. පිරිමි තරගයේ අවසන් වටයට කුරුණෑගල දිස්ත්‍රික් කණ්ඩායම සහ දකුණු පළාත් කණ්ඩායම සුදුසුකම් ලැබූ අතර, ඔවුන් ද සම ශූරයන් වූහ.
මධ්‍යම පරිසර අධිකාරියේ , සභාපති චන්ද්‍රරත්න පල්ලේගම මහතා සහ අධ්‍යක්ෂ ජනරාල් හේමන්ත ජයසිංහ මහතා සමඟ, අධිකාරියේ සුබසාධක සංගමයේ ගරු සභාපති අජිත් විරසුන්දර මහතා ඇතුළු මධ්‍යම පරිසර අධිකාරියේ කාර්ය මණ්ඩලය මෙම අවස්ථාවට සහභාගී වූහ.

Cookery Demonstration for CEA Officers 12/09/2018

Under the guidance of the senior management of the CEA, an especial cookery demonstration program was held on 11th September 2018 at the CEA premises. The revelation was done by Mr. J Bandara Udugama, Training Consultant, briefly explained about the value of spices and how to use them in cooking. A live cookery demonstration was also carried out in the event.
The main objective of this program was to revelation of healthy food practices when cooking and to promote healthy foods among the younger generation.

Workshop for the media personnel 12/09/2018

Under the direction of Mr. Chandrarathne Pallegama, Chairman CEA a workshop has been arranged by the EE & A Division of the CEA on 21st August 2018 at Biyagama for the media personnel to make them aware about the role of the CEA and the sanitary Landfill site at Dompe, which is globally accepted method for the final disposal of waste.
The media personnel visited the sanitary Landfill site at Dompe and observed the process of final disposal of residual waste which cannot be recycled. The brief presentation of this process and the technology behind the landfill method was carried by Mrs. Sarojini Jayasekara, Director Waste Management.
In order to give broader knowledge and clear idea about the role, functions and the regulations of the CEA several presentations were made by resources persons. Eminent Environmental Lawyer Jagath Gunawardhane briefly explained about the legal framework of the National Environmental Act (NEA) and the other environmental related regulations parallely in the country. He clearly explained the CEA’s role as a regulatory entity according to the National Environmental Act.
The environmental pollution control is another main function implemented by the CEA. The presentation in this aspect was made by Dr. Sanjaya Rathnayake, Director, EPC Unit, which covered air quality, waste quality standard etc.
Ms. Kanthi De Silva, Deputy Director General (DDG), Environmental Management and Assessment delivered a presentation on sustainable development and environment management. She briefly expressed about the Environmental Impact Assessment process and how CEA transparently carried out EIA for the projects with the public participation. And also, she stated that EIA is not a process to stop developing projects in the country, it is a process to adjust project into Eco –friendly Manner.
Mr. Chandrarathne Pallegama, Chairman CEA address the gathering and said as a regulatory entity CEA follows rules and regulations according to the NEA. He also gave his pleasure for the journalist for participating in this event. Further, he stated that under the direction of the H/E the president new programs will be introduced to achieve the sustainable development goals.
Hemantha Jayasinghe, Director General CEA, Mr. J M U Indrarathne, DDG, Waste Management, Mr. Gamini Jayasinghe, DDG, EE & A, Mrs, Shayamani Periyapperuma, Director, Environment Promotion Unit and other senior officers also participated in the occasion.

Southern Provincial Environmental Pioneers Camp – 2018 12/09/2018

The Environmental Pioneer Program, which is specially planned for school children, is being successfully carried out in most of the schools in Sri Lanka. Under this program, Southern Provincial office of CEA collaborates with the Ministry of Environment & Fisheries, Southern Provincial Council, organized a provincial camp for the Environmental Pioneers.
The program was held from 06th to 09th of August 2018 at Yakkalamulla, Polpagoda Dharmapala Maha Vidyalaya in Galle District with the participation of 175 Environmental Pioneers who awarded with Silver & Gold medals.
By conducting this kind of program it expected to enrich the knowledge on environment & threats to the environment by giving theoretical as well as the practical knowledge to the pioneers. Field visits to the Kanneliya Forest Reserve, Hiniduma is arranged for the students in order to share the field experience.
In addition, with the aim of raising awareness among the Environmental pioneers, organized special lecture on “Ocean Pollution Sri Lanka has a problem".
Mr. H. W. Gunasena Southern Provincial Honorable Minister of Fisheries, Livestock, Environment, Electricity and Rural Industries, Mr.A. U. Welarathna, the Secretary of that ministry and Mr. Premarathna Disanayaka, Director of Environmental Education and Awareness, Central Environmental Authority and participated as chief invitees of ceremonial occation of the event.

Green Sand Ferry Competition 12/09/2018

Under the supervision of the Ministry of Mahaweli Development and Environment, the Geological Survey and Mines Bureau (GSMB) jointly with the Central Environmental Authority (CEA) has organized the Green Sand Ferry Competition to motivate people to practice Eco friendly practices in the sand ferry.
To aware CEA officers about this concept, an awareness program was conducted by the GSMB on 6th August 2018 at the Auditorium of the CEA.
Mr. Chandrarathne Pallegama, Chairman CEA delivered the welcome speech and said that, this concept is highly appreciated, but many issues, encounter with the sand mining in Rivers. River bank erosion, the below down of the river bed and intrusion of sea water to the river are the main problematic issues facing at the present. As a solution for all these issues this will be a good opportunity to create a green environment in sand ferries.
Mr. Asela Iddawela, Chairman, GSMB addressed the gathering and said that as a non-renewable natural resources, those minerals has to be used in a sustainable manner. He further stated that the responsibility of the GSMB is to supply sand to the country while protecting the environment.
Eng. D Sajjana De Silva, Senior Director, Mines, GSMB, Mr. Ajith De Silva, Director, Ministry of Mahaweli Development & Environment and Dr. I. Dissanayake from Institute of Environment Professionals Sri Lanka were also expressed their views on this competition.
Dr. C H E R Siriwardhane, Director General, GSMB delivered the vote of thanks and senior officers from both CEA & GSMB were participated in the occasion.

The CEA raids another Illegal Lunch Sheet Manufacturing Factory 12/09/2018

The CEA conducted a raid on banned lunch sheet manufacturing industry, which is located in Ellakkala in Attanagalla Police area, jointly with the Consumer Affairs Authority (CAA) and Police special Unit of the CEA on 11th August 2018 Saturday.
When the raid was conducted the industry was in operation and lunch sheets were being manufactured using HDPE materials and calcium. An extruder machine (15Hp), a cutting machine (5Hp) and a mixture were being used for the production process. It has been revealed that this illegal industry does not possess any kind of approval, including the Environmental Protection License, Business Registration and Trade License. This industry has violated the National Environmental Act since there is no valid EPL and manufactures HDPE lunch sheets in contrary with Regulation No. 2034/34 of 2017 09.01. The CEA pursue legal action against the accused for these two charges in the Attanagalla Courts.
The production stock was arrested by the CAA, which is worth of nearly one million rupees. The accused was a lunch sheet trader who commenced this industry in last May within a premises rented out in Meewitiya, Ellakkala and the illegal products are reported to be sold in Gampaha and Petttah.

කොළඹ 11, පීපල්ස් පාර්ක්, අංක LG 117 යන ස්ථානයේ බුහාරී මචන්ට් නම් තොග වෙළඳම් ස්ථානයේ නීති විරෝධී පොලිතීන් අලෙවිය සිදු කර ඇත. මෙම තහනම් පොලිතීන් තොගය අත්අඩංගුවට ගන්නා ලදී. මෙම හදිසි වැටලීම සඳහා පාරිභෝගික සේවා අධිකාරිය සමග මධ්‍යම පරිසර අධිකාරියේ විමර්ශන ඒකකයේ නිලධාරීන් හා පරිසර පොලිස් ඒකකයේ නිලධාරීන් ද සහභාගී වූහ.
මධ්‍යම පරිසර අධිකාරියේ අධ්‍යක්ෂ ජනරාල් හේමන්ත ජයසිංහ මහතාගේ උපදේශකත්වයෙන් දිවයින පුරා තහනම් පොලිතීන් වැටලීමේ කටයුතු දිවා රාත්‍රී වශයෙන් ක්‍රියාත්මක කිරීමට ද සැලසුම් කර ඇත.
