Congratulations to Ambassador Khazar Ibrahim, my former Georgetown classmate, on the successful celebration of Azerbaijan’s Independence Day and Armed Forces Day in Washington, D.C. It is a source of pride to see him recognized as one of the capital’s most dynamic diplomats, whose leadership has helped further strengthen the Azerbaijan–U.S. strategic partnership and deepen the bonds of friendship between the two nations.

This occasion also reminds us of the longstanding and brotherly ties between Afghanistan and Azerbaijan, rooted in mutual respect, shared cultural affinities, and cooperation across diplomacy, regional connectivity, and international engagement.

I remain hopeful that the return of sustainable peace, stability, and inclusive governance in Afghanistan will enable the full resumption and expansion of the broad spectrum of relations and cooperation between our two friendly nations.

I extend my warmest congratulations and best wishes to the Government and people of Azerbaijan. May Azerbaijan continue its impressive progress toward greater peace, prosperity, and development at home, while contributing to stability, cooperation, and understanding across the wider region. 🇦🇿🇺🇸🇦🇫

I argued that Afghanistan’s crisis is systemic, not merely humanitarian. It is driven by illegitimacy, repression, economic collapse, displacement, terrorism, and regional fragmentation.

Drawing on my Regional Compact framework, I proposed that Pakistan can best prove its commitment to Afghanistan’s stabilization by initiating collective regional action under a UN-led and SCO-plus-supported conflict-resolution process.

I also stressed that the Taliban themselves constitute the central structural challenge to Afghanistan and regional stability. Under their rule, a multiplicity of crises is deepening -- from forced migration and gender apartheid to the sheltering of terrorist groups, expansion of drug production, support for separatist dynamics, endemic poverty, and a worsening humanitarian emergency.

Unless this dangerous status quo is addressed through a collective regional effort, the entire region will inevitably pay the price for neglecting Afghanistan in its own backyard.

Such a compact should rest on three enforceable principles: 1) noninterference in Afghanistan’s internal affairs; 2) non-use of Afghan territory for terrorism, proxies, or destabilization; and 3) formation of a legitimate and inclusive government in which the Taliban are one side among other Afghan sides representing the country’s pluralistic society.

I emphasized that the compact must be implemented through verification, sequencing, and reciprocity -- not vague pledges. With a legitimate Afghan government in place, the region could cooperate on shared interests, including water, energy, counterterrorism enforcement, disaster-risk reduction, transit trade, and investment.

I also called on the United States, given its legacy in Afghanistan, to support this framework as a win-win-win: a win for long-suffering Afghans, a win for regional stability, and a win for international peace and security.

I made these points during the panel discussion “Afghanistan and Its Neighbors: Conceptualizing a New Mechanism for Regional Security,” hosted by George Washington University and The Andiana Foundation, convened by Dr. Nilofar Sakhi, President and Founder of the Andiana Foundation, and moderated by Annie Pforzheimer, former Acting U.S. Deputy Assistant Secretary of State for Afghanistan.

"In extremely fragile environments like Afghanistan, where state institutions are too weak and the country carries one of the region’s largest displaced populations, gaps in basic service delivery have immediate humanitarian implications, not abstract development costs.

In such dire humanitarian environments, local and international NGOs should be harnessed to fill governance gaps—responding immediately to save lives and help communities restart livelihoods—through hybrid delivery that reinforces, rather than replaces, public functions."

Read this timely and important article by our President and Founder, Ambassador M. Ashraf Haidari, on how multi-track partnerships can help address Afghanistan’s deepening displacement and governance crisis:
https://www.diplomaticourier.com/posts/multi-track-partnerships-for-afghanistans-displaced-millions

With state institutions under severe strain and millions in need of humanitarian assistance, the article underscores that no single actor can meet the scale of the challenge. It calls for coordinated, hybrid partnerships between governments, NGOs, and international organizations to bridge governance gaps, deliver essential services, and build long-term resilience.

Crucially, it highlights that displaced Afghans themselves must be part of the solution—actively involved in the design and delivery of aid—to strengthen efficiency, legitimacy, and sustainable outcomes.

A compelling case for practical, inclusive, and results-driven cooperation at a moment of urgent need.

The reality is this: a weak mediator confronted two adversaries, each constrained by well-documented spoiler dynamics--total, greedy, and limited--on both sides. Their fundamentally incompatible interests and misaligned incentives all but precluded any quick breakthrough.

That is precisely why a sustained negotiation process is indispensable. It is through continued engagement that these spoilers can be gradually pressured--and persuaded--to recalibrate their positions toward compromise, even if a fully symmetrical, win-win outcome remains unlikely.
