කොවිඩ් මර්දනයට එන්නත්කරණය ඇතුළුව රජය ගෙනයන වැඩපිළිවෙළ සහ කොතලාවල ආරක්ෂක විශ්වවිද්‍යාල පනත සම්බන්ධයෙන් ජනාධිපති ගෝඨාභය රාජපක්ෂ මැතිතුමා මහා සංඝරත්නය දැනුවත් කරයි.

ජනවාරි මස 28 වන දින ඇස්ට්‍රාසෙනිකා පළමු එන්නත් තොගය ලැබීමේ සිට මේ දක්වා ලද සියලු ම එන්නත් ලැබීම් සහ දිස්ත්‍රික්ක මට්ටමින් දිවයින පුරා ක්‍රියාත්මක කළ එන්නත්කරණ වැඩපිළිවෙළින් අගෝස්තු මාසය අවසන් වීමට පෙර වයස අවුරුදු 30ට වැඩි සියලු දෙනාට එන්නත් මාත්‍රා දෙක ම ලබාදී අවසන් කළ හැකි බවට ජනාධිපතිතුමා විශ්වාසය පළ කළේය.

එමෙන් ම දළදා පෙරහර මංගල්‍යයට පෙර මහනුවර දිස්ත්‍රික්කයේ එන්නත්කරණය අවසන් කිරීමට අපේක්ෂා කෙරේ. ලෝක සෞඛ්‍ය සංවිධානය මෙරට එන්නත්කරණ ක්‍රියාවලිය ඇගයීමට ලක් කර ඇති අතර එන්නත්කරණයෙන් දකුණු ආසියාවේ ඉදිරියෙන් ම සිටින රට බවට ශ්‍රී ලංකාව පත් ව ඇතැයි ජනාධිපතිතුමා පෙන්වා දුන්නේය.

බෞද්ධ උපදේශක සභාව අද (16) පස්වරුවේ 11 වෙනි වතාවට ජනාධිපති කාර්යාලයේදී රැස් වූ අවස්ථාවේ ජනාධිපතිතුමා මේ බව සඳහන් කළේය.

රටේ අනාගතය සඳහා ගනු ලබන ප්‍රතිපත්තිමය තීරණවලට ඇතැම් පිරිස් විචාරයකින් තොරව එරෙහි වීම අනාගත පරපුරට කරන බලවත් අසාධාරණයක් බව රාජපක්ෂ මැතිතුමා පෙන්වා දුන්නේය.

කොතලාවල ආරක්ෂක විශ්වවිද්‍යාලය වසර 40ක කාලයක් පුරා මෙරටට අවශ්‍ය විද්වතුන් විශාල සංඛ්‍යාවක් දායාද කර ඇති බවත් උසස් පෙළ ඉහළින් ම සමත් වන දරුවන් පවා කොතලාවල ආරක්ෂක විශ්වවිද්‍යාලය සිය උසස් අධ්‍යාපනය සඳහා තෝරාගැනීමට දැඩි උනන්දුවකින් පෙළඹී සිටින බවත් ජනාධිපතිතුමා පැවසීය.

උසස් අධ්‍යාපනය සඳහා තම දරුවන් විදේශ රටවලට යැවීමෙන් රටට සහ දෙමව්පියන්ට අහිමි වන විශාල මුදලක් ඉතිරි කරගැනීමට නම් ඉහළ ප්‍රමිතියෙන් යුත් මෙවැනි විශ්වවිද්‍යාල රට තුළ බිහිවීමේ අවශ්‍යතාවත් ජනාධිපතිතුමා පෙන්වා දුන්නේය.

විශ්වවිද්‍යාල ප්‍රතිපාදන කොමිෂන් සභා පනතේ ඇති බාධා ඉවත් කර කොතලාවල ආරක්ෂක විශ්වවිද්‍යාලය ඒ යටතට ගෙන එන බව ද ජනාධිපතිතුමා සඳහන් කළේය.

කොවිඩ් මර්දනය සඳහා ආරම්භයේ සිට ම ජනාධිපතිතුමා ප්‍රමුඛ රජය ගෙනගිය වැඩපිළිවෙළ ඇගයීමට ලක් කළ මහා සංඝරත්නය කොතලාවල ආරක්ෂක විශ්වවිද්‍යාලය සම්බන්ධයෙන් වූ අරමුණු පිළිබඳව ජනතාව දැනුවත් කර සමාජය තුළ පැතිර යන වැරදි මතවාද වැළැක්වීමට පියවර ගැනීමේ අවශ්‍යතාව ද පෙන්වා දුන්හ.

கொவிட் - 19 ஒழிப்புக்குத் தடுப்பூசி ஏற்றுதல் உள்ளிட்ட அரசாங்கம் முன்னெடுத்துள்ள நிகழ்ச்சித்திட்டங்கள் மற்றும் கொத்தலாவல பாதுகாப்புப் பல்கலைக்கழகச் சட்டம் தொடர்பில், பௌத்த மஹா சங்கத்தினருக்கு, ஜனாதிபதி கோட்டாபய ராஜபக்ஷ அவர்கள் விளக்கினார்.

ஜனவரி மாதம் 28ஆம் திகதியன்று, அஸ்ட்ரா செனக்கா தடுப்பூசியின் முதலாவது தொகுதி கிடைக்கப்பெற்றது முதல், இதுவரையில் கிடைத்துள்ள அனைத்துத் தடுப்பூசிகள் மற்றும் நாடளாவிய ரீதியில் மாவட்ட மட்டத்தில் நடைமுறைப்படுத்தப்படும் தடுப்பூசி ஏற்றும் வேலைத்திட்டத்தின் மூலம், ஓகஸ்ட் மாதம் நிறைவடைவதற்கு முன்னர், 30 வயதுக்கு மேற்பட்ட அனைவருக்கும் தடுப்பூசியின் இரண்டு அலகுகளையும் வழங்கி முடிக்க முடியுமெனவும், ஜனாதிபதி அவர்கள் நம்பிக்கைத் தெரிவித்தார்.

மேலும், “கண்டி ஸ்ரீ தலதா பெரஹராவுக்கு முன்னர், கண்டி மாவட்டத்தின் தடுப்பூசி ஏற்றும் நடவடிக்கைகளை நிறைவுசெய்ய எதிர்பார்க்கப்படுகின்றது. உலக சுகாதார ஸ்தாபனம், நாட்டின் தடுப்பூசி ஏற்றும் நடவடிக்கைகளைபட பாராட்டியுள்ளதுடன், தடுப்பூசி ஏற்றும் நடவடிக்கையில், தெற்காசிய நாடுகளின் வரிசையில், இலங்கையே முன்னணியில் இருக்கின்றது” என்றும், ஜனாதிபதி அவர்கள் சுட்டிக்காட்டினார்.

பௌத்த ஆலோசனை சபை, 11ஆவது தடவையாக நேற்று (16) பிற்பகல் ஜனாதிபதி அலுவலகத்தில் ஒன்றுகூடிய போதே, ஜனாதிபதி அவர்கள் இதுபற்றித் தெரிவித்தார்.

நாட்டின் எதிர்காலத்துக்காக மேற்கொள்ளப்படும் கொள்கை சார்ந்த தீர்மானங்களுக்குச் சிலர் எதிர்ப்புத் தெரிவித்து வருவது, எதிர்காலத் தலைமுறைக்குச் செய்யப்படும் பாரிய அநீதியாகுமென்றும், ஜனாதிபதி அவர்கள் இதன்போது எடுத்துரைத்தார்.

“கொத்தலாவல பாதுகாப்புப் பல்கலைக்கழகமானது, 40 வருட காலமாக நாட்டுக்குத் தேவையான பெரும் எண்ணிக்கையான கல்விமான்களை உருவாக்கியுள்ளது. உயர்தரப் பரீட்சையில் அதிகூடிய புள்ளிகளுடன் சித்தியடைகின்ற மாணவர்கள்கூட, கொத்தலாவல பல்கலைக்கழகத்தைத் தங்களது உயர்க் கல்விக்காகத் தெரிவு செய்வதற்கு அதிக ஆர்வம் காட்டி வருகின்றனர்” என்றும், ஜனாதிபதி அவர்கள் குறிப்பிட்டார்.

உயர் கல்விக்காக தமது பிள்ளைகளை வெளிநாடுகளுக்கு அனுப்புவதன் மூலம், நாடும் பெற்றோர்களும் இழக்க வேண்டி ஏற்படும் பாரிய தொகையைச் சேமிக்க வேண்டுமானால், உயர்ந்த தரம் வாய்ந்த இத்தகைய பல்கலைக்கழகங்கள் நாட்டில் உருவாக்கப்பட வேண்டியதன் அவசியத்தையும் ஜனாதிபதி அவர்கள் எடுத்துரைத்தார்.

பல்கலைக்கழக மானியங்கள் ஆணைக்குழுச் சட்டத்தில் உள்ள தடைகளை அகற்றி, கொத்தலாவல பாதுகாப்புப் பல்கலைக்கழகத்தை அதன் கீழ் கொண்டு வருவதாகவும் ஜனாதிபதி அவர்கள் குறிப்பிட்டார்.

இதன்போது, கொவிட் ஒழிப்புக்காக ஆரம்பம் முதல் ஜனாதிபதி அவர்கள் தலைமையிலான அரசாங்கம் முன்னெடுத்து வரும் நிகழ்ச்சித்திட்டங்களைப் பாராட்டிய மஹா சங்கத்தினர், கொத்தலாவல பாதுகாப்புப் பல்கலைக்கழகம் சம்பந்தப்பட்ட நோக்கங்கள் குறித்து மக்களுக்கு அறிவூட்டி, சமூகத்தில் பரவி வரும் பிழையான தகவல்களைத் தவிர்ப்பதற்கு நடவடிக்கை எடுக்க வேண்டியதன் அவசியத்தையும் சுட்டிக்காட்டினர்.

பெளத்த ஆலோசனைச் சபையின் உறுப்பினர்களான மஹா சங்கத்தினர், ஜனாதிபதியின் தலைமை ஆலோசகர் லலித் வீரதுங்க, அமைச்சுக்களின் செயலாளர்கள், அரசாங்க அதிகாரிகள் உள்ளிட்டோர், இந்த நிகழ்வில் கலந்துகொண்டிருந்தனர்.

President Gotabaya Rajapaksa briefed the Maha Sangha on the measures taken by the Government to control the spread of COVID-19 including its vaccination drive, and the Kotelawala Defence University Bill.

The President expressed confidence that all the vaccinations received since the arrival of the first batch of AstraZeneca vaccines on January 28, and the district-level vaccination programmes implemented across the country will pave the way to complete the administering the two doses of the vaccine for the persons who are over the age of 30 before end of August. It is also expected to complete the vaccination drive in the Kandy District before the Dalada Perahera. The President pointed out that the World Health Organization (WHO) has commended the vaccination process in Sri Lanka and Sri Lanka has become one of the leading countries in South Asia in vaccination.

These remarks were made by the President at the 11th meeting with the Buddhist Advisory Council held at the Presidential Secretariat, yesterday (16).

President Rajapaksa pointed out that the unconstructive opposition of certain groups to policy decisions taken for the benefit of the future of the country is a grave injustice to our future generations.

President Rajapaksa said that the Kotelawala Defence University has produced a large number of scholars to the country over the past 40 years and that even students who pass the GCE Advanced Level examination with high marks are also eager to choose the Kotelawala Defence University for their higher education.

The President also pointed out the need for the establishment of such high quality universities in the country in order to save the large amount of money lost to the country and to the parents when sending their children abroad for higher education.

The President also stated that the obstacles existed in the University Grants Commission Act will be removed and the Kotelawala Defence University will be brought under its purview.
The Maha Sangha commended the President and the government for their efforts to control the COVID-19 from the outset and pointed out the need to educate the public about the objectives of the Kotelawala Defence University and to take steps to prevent the spread of misconceptions in the society regarding this University.

Members of the Buddhist Advisory Council, Principal Advisor to President Lalith Weeratunga, Secretaries to the Ministries and Government Officials attended the meeting.

සැප්තැම්බර් මාසයට පෙර සමස්ත ජනගහණයෙන් වැඩි ප්‍රතිශයකට කොවිඩ් එන්නත ලබාදීම සඳහා ජනාධිපති ගෝඨාභය රාජපක්ෂ මැතිතුමා පුළුල් වැඩපිළිවෙළක් ඉදිරිපත් කරයි.

කොවිඩ් පැතිර යාමේ අවදානම හඳුනාගෙන ඇති දිස්ත්‍රික්කයන්ට ප්‍රමුඛතාව දෙමින් ජුලි මාසය ඇතුළත ලැබෙන එන්නත් මාත්‍රා සංඛ්‍යාව ජනතාවට ලබාදීමට සැලසුම් කර තිබේ. ඒ අනුව ජුලි 11 වන දින ලැබීමට නියමිත සයිනෝෆාම් එන්නත් මිලියන දෙකෙන්, කොළඹ දිස්ත්‍රික්කයට ලක්ෂ දෙකක්, ගම්පහට ලක්ෂ පහක් සහ කළුතරට ලක්ෂ තුනක් බැඟින් වෙන්කර බස්නාහිර පළාතේ වයස 30ට වැඩි සියලු දෙනාට එන්නත් දීම මේ මස 30 වන දිනට පෙර අවසන් කළ යුතු බව ජනාධිපතිතුමා පැවසීය.

එන්නත්කරණය සහ ඉදිරි මෙහෙයුම් සම්බන්ධයෙන් කොවිඩ් මර්ධන විශේෂ කමිටුව සමඟ අද (09) පෙරවරුවේ ජනාධිපති කාර්යාලයේ පැවති හමුවේදී ජනාධිපතිතුමා මේ බව සඳහන් කළේය.

ගාල්ල, මාතර, හම්බන්තොට, අනුරාධපුර, නුවරඑළිය, රත්නපුරය, බදුල්ල, මාතලේ දිස්ත්‍රික්ක සඳහා එන්නත් ලක්ෂය බැඟින් සහ කුරුණෑගල දිස්ත්‍රික්කයට එන්නත් ලක්ෂ දෙකක් වෙන්කර තිබේ. මෙම එන්නත් විධිමත්ව සහ කඩිනමින් ලබාදීමේ අවශ්‍යතාව ජනාධිපතිතුමා විසින් සෞඛ්‍ය අංශ වෙත දැනුම් දෙනු ලැබිණ.

ඇස්ට්‍රාසෙනිකා එන්නත් මිලියන 1.47ක් ඉදිරි දෙසතිය තුළ ලැබීමට නියමිතය. ඉන් ලක්ෂ හයක් පළමු මාත්‍රාව ලබාගෙන ඇති කොළඹ දිස්ත්‍රික්කයට වෙන් කෙරේ. ඉතිරිය කෑගල්ල දිස්ත්‍රික්ක‍යේ පළමු සහ දෙවන මාත්‍රා සඳහා ලබාදෙන ලෙස ජනාධිපතිතුමා උපදෙස් දුන්නේය.

මේ වන විට ලැබී ඇති ෆයිසර් එන්නත මන්නාරම හා වව්නියා දිස්ත්‍රික්කයන්ටත්, මොඩර්නා එන්නත මහනුවර දිස්ත්‍රික්කයටත් ලබාදීමට සැලසුම් කර ඇත. ඉදිරියට ලැබීමට නියමිත එන්නත් කොවිඩ් පැතිර යාමේ තත්ත්වය සැලකිල්ලට ගෙන විද්‍යානුකූල ක්‍රමවේදයකට බෙදාහැරීමට තීරණය කෙරිණ.

මේ වන විට සැලකිය යුතු ප්‍රතිශයකට එන්නත්කරණය සිදුව ඇති නිසා ආර්ථික ක්‍රියාකාරකම් වෙනුවෙන් වැඩි ඉඩක් ලබාදීමට අවශ්‍ය පියවර ගන්නා ලෙස ද රාජපක්ෂ මැතිතුමා උපදෙස් දුන්නේය. එමෙන්ම එන්නත්කරණය පිළිබඳව සහ රටේ වත්මන් තත්ත්වය පිළිබඳව තානාපති කාර්යාල දැනුවත් කිරීමේ අශ්‍යතාව සාකච්ඡාවට ලක්විය.

இவ்வாண்டு செப்டெம்பர் மாதத்துக்கு முன்னர், நாட்டின் மொத்தச் சனத்தொகையில் பெருமளவானோருக்குக் கொவிட் தடுப்பூசி வழங்குவதற்கான விரிவான திட்டத்தை, ஜனாதிபதி கோட்டாபய ராஜபக்ஷ அவர்கள் முன்வைத்துள்ளார்.

கொவிட் பரவும் ஆபத்து அடையாளம் காணப்பட்டுள்ள மாவட்டங்களுக்கு முன்னுரிமை அளித்து, ஜூலை மாதத்துக்குள் கிடைக்கும் தடுப்பூசிகளை அம்மக்களுக்கு வழங்கத் திட்டமிடப்பட்டுள்ளது. அந்த வகையில், ஜூலை 11ஆம் திகதி கிடைக்கவிருக்கும் 2 மில்லியன் சைனோஃபார்ம் தடுப்பூசிகளை, கொழும்பு மாவட்டத்துக்கு 2 இலட்சம், கம்பஹாவுக்கு 5 இலட்சம், களுத்துறைக்கு 5 இலட்சம் என்ற அடிப்படையில் ஒதுக்கீடு செய்து, இம்மாதம் 30ஆம் திகதிக்கு முன்னர், மேல் மாகாணத்தில் உள்ள 30 வயதுக்கு மேற்பட்ட அனைவருக்கும் தடுப்பூசி வழங்கி முடிக்கப்பட வேண்டும் என்று, ஜனாதிபதி அவர்கள் தெரிவித்தார்.

தடுப்பூசி ஏற்றுதல் மற்றும் எதிர்கால நடவடிக்கைகள் குறித்த கொவிட் ஒழிப்பு விசேட குழுவுடன், இன்று (09) ஜனாதிபதி அலுவலகத்தில் இடம்பெற்ற சந்திப்பின் போதே, ஜனாதிபதி அவர்கள் இதனைத் தெரிவித்தார்.

காலி, மாத்தறை, ஹம்பாந்தோட்டை, அநுராதபுரம், நுவரெலியா, இரத்தினபுரி, பதுளை, மாத்தளை மாவட்டங்களுக்குத் தலா ஒரு இலட்சம் தடுப்பூசிகளும் குருநாகல் மாவட்டத்துக்கு இரண்டு இலட்சம் தடுப்பூசிகளும் ஒதுக்கப்பட்டுள்ளன. இந்தத் தடுப்பூசிகளை, முறையாகவும் விரைவாகவும் வழங்க வேண்டியதன் அவசியத்தை, ஜனாதிபதி அவர்கள் சுகாதாரத் துறையினருக்கு எடுத்துரைத்தார்.

அடுத்த இரண்டு வாரங்களில், 1.47 மில்லியன் அஸ்ட்ரா செனெகா தடுப்பூசிகள் கிடைக்கவுள்ளன. இவற்றில் 6 இலட்சம் தடுப்பூசிகள், ஏற்கெனவே முதலாவது டோஸ் தடுப்பூசிகளைப் பெற்றுக்கொண்ட கொழும்பு மாவட்ட மக்களுக்கு ஒதுக்கப்படும். மீதமுள்ளவற்றை, கேகாலை மாவட்ட மக்களுக்காக, முதலாவது மற்றும் இரண்டாவது டோஸ்களுக்கென வழங்குமாறும், ஜனாதிபதி அவர்கள் அறிவுறுத்தினார்.

தற்போது கிடைக்கப்பெற்றுள்ள ஃபைசர் தடுப்பூசிகளை மன்னார் மற்றும் வவுனியா மாவட்டங்களுக்கும் மொடர்னா தடுப்பூசிகளைக் கண்டி மாவட்டத்துக்கும் வழங்கத் திட்டமிடப்பட்டுள்ளது. இதன் பின்னர் கிடைக்கவிருக்கும் தடுப்பூசிகளை, கொவிட் பரவலைக் கருத்திற்கொண்டு, விஞ்ஞானபூர்வமாக விநியோகிக்க முடிவு செய்யப்பட்டது.
தற்போது கணிசமான சதவீதமானவர்களுக்குத் தடுப்பூசி ஏற்றப்பட்டுள்ளதால், பொருளாதார நடவடிக்கைகளுக்காக அதிக சந்தர்ப்பத்தை வழங்கத் தேவையான நடவடிக்கைகளை எடுக்குமாறும், ஜனாதிபதி அவர்கள் அறிவுறுத்தினார்.

மேலும், தடுப்பூசி ஏற்றும் நடவடிக்கைகள் குறித்தும் நாட்டின் தற்போதைய நிலைமைகள் குறித்தும், தூதரகங்களுக்கு விளக்கமளிக்க வேண்டியதன் தேவை பற்றியும் கலந்துரையாடப்பட்டது.

President Gotabaya Rajapaksa has put forward a comprehensive mechanism to vaccinate a majority of the population against COVID-19 virus before September.

The number of vaccines that are being received in July will be made available to the public, giving priority to the districts identified as high risk areas for Covid-19 spread. Accordingly, the President said that 200,000 doses out of the total two million Sinopharm vaccines to be received on July 11 should be allocated for the Colombo District, 500,000 for Gampaha and 300,000 for Kalutara in order to complete the vaccination of all persons over the age of 30 in the Western Province before the 30th of this month.

The President made these remarks at the meeting with the Special Committee on Prevention of COVID-19 Outbreak, held at the Presidential Secretariat this morning (09) regarding the vaccination drive and future plans.

A total of 100,000 vaccines each have been allocated for Galle, Matara, Hambantota, Anuradhapura, Nuwara Eliya, Ratnapura, Badulla and Matale Districts and two hundred thousand vaccines have been allocated for the Kurunegala District.
It is expected to receive 1.47 million doses of the AstraZeneca vaccine within the next two weeks. Out of this, 600,000 doses will be allocated to the Colombo District for the people who have received the first dose. The President instructed that the balance should be given as the first and second doses for the people in the Kegalle District.

Plans have been made to administer the Pfizer vaccine doses that have been already received to the people in Mannar and Vavuniya Districts while the Moderna vaccine which is to be received is planned to be administered in Kandy District. It was decided to administer the future vaccine doses to arrive in the country in a scientific manner, taking into account the spread of COVID-19 in the country.

President Rajapaksa also instructed that steps be taken to provide more space for resumption of economic activities as a significant percentage of doses have already been given to the people. It was also discussed the need to brief the foreign diplomatic missions in Sri Lanka on the local vaccination drive and the current situation in the country.

Ministers Pavithra Wanniarachchi, Bandula Gunawardana, Keheliya Rambukwella, Mahindananda Aluthgamage, Prasanna Ranatunga, Namal Rajapaksa, State Ministers Sudarshini Fernandopulle, Channa Jayasumana, Sisira Jayakody, MP Madhura Withanage, Senior Advisor to the President Lalith Weeratunga, Secretary to Health Ministry Major General (rtd.) Sanjeewa Munasinghe, Commanders of the three Armed Forces, the Inspector- General of Police and the Heads of health sector were also present at the meeting.
