ආබාධ සහිත පුද්ගලයන් වෙනුවෙන් සේවා සැපයීම වැඩිදියුණු කිරීම උදෙසා ආබාධිතභාවය පිළිබඳ උපදේශන මාලාවේ දෙවන අදියර කළුතර දී
ආබාධ සහිත පුද්ගලයන් වෙනුවෙන් සේවා සැපයීම වැඩිදියුණු කිරීම උදෙසා ආබාධිතභාවය පිළිබඳ උපදේශන මාලාවේ දෙවන වැඩසටහන ආබාධ සහිත වූවන් සඳහා වන පාර්ලිමේන්තු සංසදයේ මූලිකත්වයෙන් පසුගියදා (29) කළුතර දිස්ත්‍රික් ලේකම් කාර්යාල ශ්‍රවණාගාරයේ දී පැවැත්විණි.
දසවන පාර්ලිමේන්තුවේ ආබාධ සහිත වූවන් සඳහා වන පාර්ලිමේන්තු සංසදයේ "ආබාධිතභාවයට සංවේදී පාර්ලිමේන්තුවක්" නිර්මාණය කිරීමේ අභිලාෂයට සමගාමීව, දිවයින පුරා ආබාධ සහිත පුද්ගලයින්ගෙන් සෘජු අදහස් ලබා ගැනීම මෙම විශේෂ වැඩසටහනේ අරමුණ විය.
ආබාධ සහිත පුද්ගලයින් පොදු සේවාවන් වෙත ප්‍රවේශ වීමේදී මුහුණ දෙන බාධක, ආබාධ සහිත පුද්ගලයින් මුහුණ දෙන ප්‍රධාන අභියෝග සහ අරමුණු හඳුනා ගැනීම පිළිබඳව මෙහිදී දීර්ඝ ලෙස සාකච්ඡා කරන ලදී. තවද ජාතියක් ලෙස සංඥා භාෂාව ඉගෙන ගැනීමේ වැදගත්කම ද මෙම සාකච්ඡාවලදී ඉස්මතු කරන ලදී.
ඕස්ට්‍රේලියානු රජයේ සහ මැතිවරණ ක්‍රමය සඳහා වූ ජාත්‍යන්තර පදනමේ (IFES) අනුග්‍රහයෙන් ආබාධ සහිත වූවන් සඳහා වන පාර්ලිමේන්තු සංසදය විසින් සංවිධාන කරන ලද මෙම වැඩසටහන සඳහා ආබාධ සහිතවූවන් සඳහා වන පාර්ලිමේන්තු සංසදයේ සභාපති සුගත් වසන්ත ද සිල්වා, පාර්ලිමේන්තු මන්ත්‍රීවරුන් වන චන්දිම හෙට්ටිආරච්චි, ධනුෂ්ක රංගනාත්, (වෛද්‍ය) නිහාල් අබේසිංහ, නීතිඥ නිලන්ති කොට්ටහච්චි යන මහත්ම මහත්මීන් සහභාගී විය.
කළුතර දිස්ත්‍රික් ලේකම් එච්.එම්.එස්.පී.හේරත්, පළාත් පාලන ආයතන නියෝජිතයින්, ප්‍රාදේශීය ලේකම්වරුන් සහ පොලිස් නිලධාරීන්, සෞඛ්‍ය අංශයේ නිලධාරීන් සහ කළුතර දිස්ත්‍රික්කයේ ආබාධ සහිත පුද්ගල සංවිධානවල නියෝජිතයින් ඇතුළු පිරිසක් ද මෙම විශේෂ වැඩසටහනට සහභාගී විය.

இயலாமையுள்ள நபர்களுக்கான சேவைகளை மேம்படுத்துவது தொடர்பாக மாவட்ட மட்டத்தில் அவர்களிடமிருந்து நேரடியாகக் கருத்துக்களைப் பெறும் தொடர் நிகழ்ச்சித் திட்டத்தின் இரண்டாவது கட்டம் களுத்துறையில்
இயலாமையுள்ள நபர்களுக்கான சேவைகளை மேம்படுத்துவது குறித்து மாவட்ட மட்டத்தில் ஆலோசனைகளைப் பெறுவதற்கான தொடர் நிகழ்ச்சித் திட்டத்தின் கீழ் இயலாமையுள்ள நபர்கள் பற்றிய பாராளுமன்ற ஒன்றியத்தின் வழிகாட்டலின் கீழ் ஏற்பாடு செய்யப்பட்ட இரண்டாவது நிகழ்வு அண்மையில் (29) களுத்துறை மாவட்ட செயலகத்தின் கேட்போர்கூடத்தில் இடம்பெற்றது.
பத்தாவது பாராளுமன்றத்தின் இயலாமையுடைய நபர்களுக்கான பாராளுமன்ற ஒன்றியத்தின் "இயலாமையுடைய நபர்களுக்கான உணர்திறன் மிக்க பாராளுமன்றம்” என்ற இலட்சியத்திற்கு இணங்க, நாடு முழுவதும் உள்ள இயலாமையுடைய நபர்களிடமிருந்து நேரடி கருத்துக்களைப் பெறுவது இந்த நிகழ்ச்சியின் நோக்கமாக அமைந்தது.
அரசாங்க சேவைகளைப் பெற்றுக்கொள்ளும் போது இயலாமையுடைய நபர்கள் எதிர்கொள்ளும் தடைகள் தொடர்பான அனுபவரீதியான மதிப்பாய்வு, முக்கிய சவால்களை அடையாளம் காண்பது மற்றும் இயலாமையுடைய நபர்களின் எதிர்பார்ப்புக்கள் குறித்து இங்கு விரிவாகக் கலந்துரையாடப்பட்டது. மேலும், சைகை மொழியைக் கற்றுக்கொள்வதன் முக்கியம் குறித்தும் இங்கு கவனம் செலுத்தப்பட்டது.
அவுஸ்திரேலிய அரசாங்கம் மற்றும் தேர்தல் முறைமைகளுக்கான சர்வதேச ஒன்றியத்தின் (IFES) அனுசரணையின் கீழ் இயலாமையுடைய நபர்களுக்கான பாராளுமன்ற ஒன்றியத்தினால் இந்த நிகழ்ச்சித் திட்டம் ஏற்பாடு செய்யப்பட்டது. இயலாமையுடைய நபர்களுக்கான பாராளுமன்ற ஒன்றியத்தின் தலைவர் கௌரவ பாராளுமன்ற உறுப்பினர் சுகத் வசந்த.த சில்வா அவர்களின் தலைமையில் நடைபெற்ற இந்நிகழ்வில் கௌரவ பாராளுமன்ற உறுப்பினர்களான சமிந்த ஹெட்டிஆரச்சி, தனுஷ்க ரங்கநாத், (வைத்தியர்) நிஹால் அபேசிங்க, (சட்டத்தரணி) நிலந்தி கொட்டஹச்சி உள்ளிட்டோர் கலந்துகொண்டனர்.
களுத்துறை மாவட்ட செயலாளர் எச்.எம்.எஸ்.பி.ஹேரத், உள்ளூராட்சி மன்றங்களின் பிரதிநிதிகள், பிரதேச செயலாளர்கள், பொலிஸார், சுகாதாரத்துறையினர் மற்றும் களுத்துறை மாவட்டத்தில் உள்ள இயலாமையுடைய நபர்களைப் பிரதிநிதித்துவப்படுத்தும் அமைப்புக்களின் பிரதிநிதிகள் உள்ளிட்ட பலரும் இந்த விசேட நிகழ்வில் பங்கெடுத்தனர்.

The second District Consultation on Improving Disability Inclusive Service Delivery for Progress programme to obtain district-level suggestions regarding the improvement of service delivery for Persons with Disabilities held in Kalutara
A second programme of the series of disability inclusive consultations regarding the improvement of service delivery for Persons with Disabilities was held under the guidance of the Parliamentary Caucus for Persons with Disabilities, at the District Secretariat Auditorium recently (29).
This special programme was aimed at obtaining direct views from persons with disabilities across the island, in line with the aspiration of the Parliamentary Caucus for persons with disabilities of the Tenth Parliament on creating a disability sensitive Parliament.
A review of the experiences pertaining to the barriers faced by people with disabilities accessing public services, identifying key challenges and objectives faced by persons with disabilities were discussed intensively. Moreover, the significance of learning sign language as a nation was highlighted during the discussions held.
The programme was organized by the Parliamentary Caucus for persons with disabilities with the support of the Australian government and the international foundation for Electoral Systems (IFES), and with the participation of Sugath Wasantha de Silva, Hon. Chair of the Parliamentary Caucus for Persons with Disabilities, Hon. Members of Parliament Chandima Hettiarachchi, Danushka Ranganath, (Dr.) Nihal Abeysinghe, (Mrs.) Nilanthi Kottahachchi, Attorney at Law.
Kalutara district secretary Mr. H.M.S.P. Herath, representatives of local government institutions, divisional secretaries, and the police with the officials from the health sector and persons with disabilities representing the persons with disability organizations of the Kalutara district were present at the special programme held.
