Legitimacy is determined by the popular will of the people you govern, reflecting their acceptance, trust, and support of authority or leadership. On the other hand, legality is determined by adherence to established laws and regulations, which provide a formal, codified basis for authority or actions. Democracy mostly goes for legitimacy!
